PESB invites applications for Director (Technical), CMPDIL

The Public Enterprises Selection Board (PESB) on Tuesday (July 8, 2025) initiated the selection process for the post of Director (Technical) at Central Mine Planning & Design Institute Limited (CMPDIL) by issuing an official advertisement.

As per the notification, eligible and experienced candidates can apply by August 4, 2025. The post will fall vacant on March 1, 2026, with the retirement of incumbent Shankar Nagachari, who has been serving in the role since September 2022. He is set to retire on February 28, 2026.

Notably, two other Director (Technical) posts are already vacant at CMPDIL. PESB recently (July 2, 2025) conducted interviews and recommended two names to the Appointments Committee of the Cabinet (ACC) for appointment. The first is Rajeev Kumar Sinha, currently General Manager (TS to CMD), CMD Secretariat, Bharat Coking Coal Limited (BCCL). The second is Nripendra Nath, presently serving as General Manager, Magadh-Sanghmitra Area, Central Coalfields Limited.

PESB begins selection process for Director (HR), BPCL

The Public Enterprises Selection Board (PESB) on Tuesday (July 8, 2025) initiated the selection process for the post of Director (Human Resources) at Bharat Petroleum Corporation Limited (BPCL) by issuing an official advertisement.

As per the notification, eligible and experienced candidates can apply for the post until August 4, 2025. The vacancy is set to arise on April 1, 2026, upon the retirement of the incumbent, Raj Kumar Dubey.

Dubey was appointed as Director (HR) via an order dated April 28, 2023, and assumed charge on May 1, 2023.

V Anbukkumar appointed as Karnataka’s new Chief Electoral Officer

Senior IAS officer V Anbukkumar (IAS:2004:KN) has been appointed as the new Chief Electoral Officer (CEO) of Karnataka. The Election Commission of India issued the appointment notification on July 7, 2025.

Following this, the Karnataka government on Monday (July 8) relieved him from his current charge as Secretary, Housing Department, Bengaluru, with immediate effect. This enables him to assume the responsibilities of CEO, Karnataka, and Ex-officio Secretary, Department of Personnel & Administrative Reforms (Elections), Bengaluru.

Anbukkumar replaces Manoj Kumar Meena (IAS:2003:KN), who has held the post since October 2021. Meena has now been placed on waitlist for a suitable posting and is expected to receive fresh assignment orders soon.

Karnataka: 13 IAS officers shifted; new Deputy Commissioners appointed in two districts

The Karnataka government on Monday (July 8, 2025) effected a major bureaucratic reshuffle by transferring and posting 13 Indian Administrative Service (IAS) officers across various departments and districts. Notably, two districts—Vijayapura and Yadgir—have been assigned new Deputy Commissioners.

The names of the officers and their posting are as follows;

  1. Zehera Naseem (IAS:2013:KN), Managing Director, Karnataka Silk Industries Corporation, Bengaluru, has been transferred and posted as Regional Commissioner, Kalaburagi Division, Kalaburagi.
  2. Bhoobalan T (IAS:2015:KN), Deputy Commissioner, Vijayapura District, has been transferred and posted as Chief Executive Officer, Centre for e-Governance, Department of E-Governance, Bengaluru.
  3. Dr. Susheela B (IAS:2015:KN), Deputy Commissioner, Yadgir District, has been transferred and posted as Managing Director, Kalyana Karnataka Road Transport Corporation (KKRTC), Kalaburagi.
  4. Dr. Anandh K (IAS:2016:KN), has been transferred from CEO, Zilla Panchayat, Dakshina Kannada, Mangaluru, to Deputy Commissioner, Vijayapura District.
  5. Pandve Rahul Tukaram (IAS:2016:KN), has been moved from CEO, Zilla Panchayat, Raichur, to Additional Commissioner for Public Instruction, Kalaburagi.
  6. Bhoyar Harshal Narayanrao (IAS:2016:KN), Director, Atal Jana Snehi Kendra (AJSK), Bengaluru, has been transferred and posted as Deputy Commissioner, Yadgir District.
  7. Dr. Dileesh Sasi (IAS:2017:KN), has been transferred from CEO, Centre for e-Governance, Department of e-Governance, Bengaluru, and posted as CEO, Zilla Panchayat, Uttara Kannada, Karwar.
  8. Iswar Kumar Kandoo (IAS:2018:KN), CEO, Zilla Panchayat, Uttara Kannada, Karwar, has been transferred and posted as CEO, Zilla Panchayat, Raichur, replacing Rahul Tukaram.

Uttarakhand IAS officer’s name misused in online fraud; Police begin probe

These days, fraudsters no longer fear the law. Instead, they are boldly impersonating senior bureaucrats to cheat people and even government officials.

In one such case, Uttarakhand IAS officer and Principal Secretary Dr. R Meenakshi Sundaram became the target of impersonation. A fraudster allegedly used his photograph on a WhatsApp profile and posed as Sundaram to demand money from the public and government officials.

Alarmed by the misuse of his identity, Dr. Sundaram lodged a formal complaint with Dehradun Senior Superintendent of Police (SSP) Ajay Singh, stating: “Some unknown person was using my photograph on his WhatsApp profile and asking for money from the public and other government officials.”

Following the complaint, the Dehradun police launched an investigation to trace the culprit. Preliminary findings confirmed that an unidentified individual had used Sundaram’s photograph as a display picture while impersonating him for financial gain.

Authorities have assured that efforts are underway to identify and apprehend the accused at the earliest.

No response to notices: Haryana IAS officer may be removed from service

The Haryana government is preparing to give forced retirement to IAS officer Rani Nagar (IAS:2014:HY) over her prolonged absence from duty. According to sources, Nagar has failed to respond to a series of notices, including the fourth and final reminder issued by the Chief Secretary.

The government has now decided not to give her any further opportunity and has already sent a formal proposal to the Union Ministry of Personnel and Training seeking her compulsory retirement.

Rani Nagar was last posted as Additional Secretary and Director in the Archives Department on March 11, 2020, and remained on that assignment until October 27, 2020. Since then, she has remained absent from duty. The state government had served her multiple notices, but she did not respond to any, officials said.

With no official communication from her end, the state has written to the Centre, paving the way for her removal from service. A resident of Ghaziabad, Uttar Pradesh, Rani Nagar has often made headlines for various controversies in the past.

Her case is now likely to be decided by the Department of Personnel and Training (DoPT) based on the proposal submitted by the state.

UPSC to consider promotion of 27 HCS officers to IAS on July 14

In a positive development for the Haryana government and 27 Haryana Civil Services (HCS) officers, the Union Public Service Commission (UPSC) has agreed to consider the state’s proposal for their promotion to the Indian Administrative Service (IAS) cadre. However, the UPSC is unlikely to approve the promotion of eight officers currently facing trial in a corruption case, due to restrictions imposed by central service rules and Supreme Court orders.

A Departmental Promotion Committee (DPC) meeting, headed by a UPSC functionary, is scheduled for July 14 in New Delhi to examine the names of 48 HCS officers, including the eight under trial, for promotion against 27 IAS vacancies.

Despite past objections from the UPSC, the Haryana government is pushing ahead with the same list it submitted in March 2025. That proposal was returned by the UPSC, which cited the pending criminal charges against the eight officers from the 2002 batch and asked for a revised list excluding them. However, the state has not altered the list.

Haryana has argued that a charge sheet does not constitute a final report under Section 173 of the CrPC and should not be grounds for withholding promotion. The UPSC, in a response dated May 22, rejected this reasoning as legally untenable.

The controversy traces back to alleged irregularities in the 2002 HCS recruitment during the tenure of then Chief Minister Om Prakash Chautala. A writ petition was filed that year, and in 2009, the Congress-led government filed an affidavit revealing tampering in the answer sheets of at least nine candidates—some of whom are now on the promotion list.

The issue resurfaced when a rejected candidate filed a complaint, prompting a Vigilance Bureau probe. In 2023, charges were filed against eight officers and former HPSC officials. Presidential sanction for prosecution was granted in June 2023, although the Punjab and Haryana High Court has stayed the trial.

Meanwhile, the Haryana government has also urged the Centre to raise the state’s IAS cadre strength from 225 to 252, citing that only 169 officers are currently in service, many of whom are managing multiple key portfolios.

The Public Enterprises Selection Board (PESB) on Friday (July 4, 2025) initiated the selection process for the post of Director (Technical) at Chennai Petroleum Corporation Limited (CPCL) by issuing an official advertisement.

According to the notification, eligible and experienced candidates can submit their applications by August 1, 2025. The post has been lying vacant since April 3, 2025.

Chhattisgarh: CEO Yashwant Kumar gets additional charge of Sports & Youth Welfare

The Chhattisgarh government on Monday (July 7, 2025) assigned Yashwant Kumar (IAS:2007:CG), the state’s Chief Electoral Officer (CEO), with the additional responsibility of Secretary, Sports and Youth Welfare Department.

The department was previously held by Himshikhar Gupta (IAS:2007:CG), who currently handles multiple key portfolios including Secretary, Labour, Secretary, Home, Secretary, Jail, and Labour Commissioner. Gupta has now been relieved of the Sports & Youth Welfare Department, a move seen as a step to reduce his workload.

As the Chief Electoral Officer functions under the Election Commission of India (ECI), state governments require the Commission’s prior approval before assigning any additional responsibilities. Accordingly, the General Administration Department (GAD) sought and received clearance from the ECI before issuing the appointment order.

2021-batch IAS made DM in Tripura, stirring debate

In a move that has stirred considerable buzz in bureaucratic circles, the Tripura government on July 1, 2025, appointed Rinku Lather (IAS:2021:TR) as District Magistrate & Collector of Gomati District. The decision, made as part of a broader bureaucratic reshuffle, has surprised many across the state’s administrative setup.

What makes this posting particularly notable is that Rinku Lather, a 2021-batch IAS officer, has been elevated to a key district-level position ahead of 17 officers, including seniors from the 2013 to 2020 batches of the IAS and TCS services.

This unprecedented promotion is being viewed as a record-setting decision—not only in Tripura but across the country—given the rarity of such a junior officer being made DM within just a few years of service.

While some within the administration interpret the appointment as a bold step reflecting trust in youthful leadership, off-the-record reactions from several senior officers have raised concerns. Many have cited lack of transparency, bypassing of experience, and undermining of seniority norms as troubling signals.

The appointment has now become one of the most talked-about administrative decisions in Tripura’s recent times, reigniting debates on merit vs. seniority, service ethics, and the need for transparent practices in India’s civil services.
