Karnataka government transfers 35 IPS officers in major reshuffle

In a significant administrative shake-up, the Karnataka government on Monday (July 14, 2025) issued transfer and posting orders for 35 Indian Police Service (IPS) officers, marking the largest reshuffle in the state police this year.

The large-scale transfer includes key leadership changes across the crime, traffic, and intelligence wings of the police. Several officers awaiting postings have now been assigned roles, and multiple vacant positions across the state police hierarchy have been filled.

The names of the officers and their postings are as follows;

Dr Sagar Preet Hooda appointed as new DGP of Chandigarh

In a key appointment, the Union Ministry of Home Affairs on Tuesday (July 15, 2025) appointed senior IPS officer Dr Sagar Preet Hooda (IPS:1997:AGMUT) as the new Director General of Police (DGP) of Chandigarh.

Dr Sagar Preet Hooda is currently serving in Delhi Police as Special Commissioner of Police (Intelligence Division) and holds additional charges of the Perception Management & Media Cell Division as well as SPUWAC & SPUNER.

He will take over from Pushpendra Kumar (IPS:2006:AGMUT), who has been serving as the acting DGP of Chandigarh since June 20, 2025.

UPSC clears promotion of 18 HCS officers to IAS; 9 get provisional nod

In a significant development, the Departmental Promotion Committee (DPC) of the Union Public Service Commission (UPSC) on Monday (July 14, 2025), recommended the promotion of 18 Haryana Civil Service (HCS) officers to the Indian Administrative Service (IAS).

In addition to the regular promotions, nine more HCS officers have been granted provisional promotion. Among them, eight officers — Jagdeep Dhanda, Sarita Malik, Kamlesh Bhadoo, Kuldhir Singh, Vatsal Vashisht, Jag Niwas, Veena Hooda, and Surender Singh-1 — are facing charges in connection with alleged irregularities in the 2002 HCS recruitment process, currently under trial in a Hisar court. The ninth officer, Mahabir Parsad, who also belongs to the same batch, is facing a chargesheet in a separate matter.

According to sources, “provisional” status means the officers are otherwise fit for promotion, except for the pendency of an FIR and court chargesheet. If courts quash these chargesheets by December 31, 2025, the promotions will be regularised from the current date. If not, the recommendations will lapse.

The Haryana government had earlier recommended the promotion of 27 HCS officers from the 2002, 2003, and 2004 batches against 27 IAS vacancies—spread over five years: 2020 (3), 2021 (4), 2022 (8), 2023 (10), and 2024 (2).

Promotion of these officers had been delayed for years due to pending litigation. However, the matter gained urgency following consistent follow-ups by the state government. The ACB (Anti-Corruption Bureau) had filed a chargesheet in 2023, which had previously stalled the elevation of several officers.

As per Rule 7(3) of the IAS (Appointment by Promotion) Rules, once the UPSC approves the final list of officers selected for promotion, it becomes official. However, if any officer on that list is later issued a chargesheet or if a chargesheet is already filed against them in court, their selection will be treated as provisional until the case is cleared.

CM Yogi Adityanath’s Secretary Amit Singh gets deputation extension till March 2027

In a key development, the deputation tenure of Amit Singh (IRSS:2000), currently serving as Secretary to Uttar Pradesh Chief Minister Yogi Adityanath, has been extended till March 31, 2027.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (July 11, 2025), the Appointments Committee of the Cabinet approved the proposal of the Ministry of Railways to extend Singh’s deputation to the Uttar Pradesh government. This extension has been granted in relaxation of the standard deputation policy.

Amit Singh was deputed to Uttar Pradesh in April 2017 and appointed as Special Secretary to the Chief Minister. He was later elevated to the post of Secretary.

Prior to his role in the CM’s Office, Singh served as Regional Passport Officer, Lucknow, under the Ministry of External Affairs. He has also held key roles in the Indian Railways, including as Chief Public Relations Officer (CPRO) and as Secretary to the General Manager, NER, Gorakhpur.

Centre notifies appointment of 9 new HC Chief Justices

In a major judicial reshuffle, the Union government on Monday (July 14, 2025) notified appointment nine new Chief Justices to various High Courts across the country.

Of the nine appointments, five judges — including two who were serving as Acting Chief Justices — have now been elevated and appointed as full-time Chief Justices of different High Courts. Meanwhile, four judges already holding the position of Chief Justice have been transferred to other High Courts.

Judges Elevated as Chief Justices:

  1. Justice Sanjeev Sachdeva, Acting Chief Justice of Madhya Pradesh High Court, has been appointed as its Chief Justice.
  2. Justice Vibhu Bakhru, Judge of Delhi High Court, is now Chief Justice of Karnataka High Court.
  3. Justice Ashutosh Kumar, Acting Chief Justice of Patna High Court, has been posted as Chief Justice of Gauhati High Court.
  4. Justice Vipul Manubhai Pancholi, Judge in Patna High Court, has been appointed as Chief Justice of Patna High Court.
  5. Justice Tarlok Singh Chauhan, Judge of Himachal Pradesh High Court, has been appointed as Chief Justice of Jharkhand High Court.

Chief Justices Transferred:

  1. Chief Justice Manindra Mohan Shrivastava has been transferred from Rajasthan High Court to Madras High Court.
  2. Chief Justice Aparesh Kumar Singh has been shifted from Tripura to Telangana.
  3. Chief Justice MS Ramachandra Rao has been moved from Jharkhand to Tripura.
  4. Chief Justice KR Shriram has been transferred from Madras to Rajasthan.

These appointments and transfers were based on the recommendations of the Supreme Court collegium, made on May 26, 2025.

Tamil Nadu appoints four senior IAS officers as official spokespersons

In a significant administrative move, the Tamil Nadu government has appointed four senior IAS officers as official spokespersons to communicate government initiatives and departmental updates to the public. All four officers hold the rank of Additional Chief Secretary (ACS).

The objective of the appointments is to streamline communication, ensure interdepartmental coordination, and deliver verified information to the media in a timely manner. According to the government, department secretaries will share relevant updates with the spokespersons, who will fact-check the content and consult with the Chief Secretary before briefing the press.

The following officers have been designated as spokespersons:

  • J Radhakrishnan (IAS:1992:TN), CMD of Tangedco, will represent departments such as energy, health, transport, cooperation and food, school and higher education, textiles, HR management, and welfare of overseas Tamils.
  • Gagandeep Singh Bedi (IAS:1993:TN), ACS of Rural Development, will cover municipal administration, water supply, agriculture, animal husbandry, fisheries, water resources, MSMEs, industries, and environment & natural resources.
  • Dheeraj Kumar (IAS:1993:TN) , ACS of Home, Prohibition and Excise, will speak on behalf of his department.
  • P Amudha (IPS:1994:TN), ACS of Revenue and Disaster Management, will handle communication for revenue, women and social welfare, welfare of the differently abled, SC/ST and minorities welfare, labour welfare, housing, highways & ports, tourism, culture, and HR&CE.

Vikramjit Singh named Joint CP, ACB Delhi

The Delhi government on Monday (July 14, 2025) effected a key police reshuffle by transferring Vikramjit Singh (IPS:2006:AGMUT), Joint Commissioner of Police (Security), and appointing him as Joint CP, Anti-Corruption Bureau (ACB), GNCTD.

He replaces Madhur Verma (IPS:2005:AGMUT), who has been relieved to join Delhi Police as Joint CP, Central Range. Verma’s posting was issued as part of a larger reshuffle involving 10 other IPS and DANIPS officers.

In a significant bureaucratic reshuffle, the Delhi Government has ordered the transfer and posting of 11 IPS and DANIPS officers with immediate effect. According to the order issued by the Home Department on Monday (July 14, 2025), the reshuffle includes high-ranking officers in the positions of Special Commissioners (Spl. CP), Joint Commissioners (Joint CP), and Additional Deputy Commissioners (Addl. DCP).

The names of officers and their postings are as follows;

  1. Rajesh Khurana (IPS:1994:AGMUT), upon joining Delhi Police, has been posted as Spl. CP (MD), Delhi Police Housing Corporation Ltd.
  2. Neeraj Thakur (IPS:1994:AGMUT), Spl. CP (MD), Delhi Police Housing Corporation Ltd with additional charge Spl CP, Vigilance, has been transferred and posted as Spl. CP, Provisioning & Finance Division, with additional charge of Spl. CP, Vigilance.

Telangana IPS officer NP Reddy appointed DIG in CISF

In a key appointment, senior IPS officer N P Reddy (IPS:2010:TG) has been appointed as Deputy Inspector General (DIG) in the Central Industrial Security Force (CISF).

According to an order issued by the Ministry of Home Affairs (MHA) on Monday (July 14, 2025), the competent authority has approved Mr. Reddy’s appointment on deputation basis.

The MHA has also written to the Telangana government, requesting that the officer be relieved immediately so he can assume his new responsibilities at the Centre.

President Murmu appoints new Governors to Goa, Haryana and Ladakh

In a significant reshuffle, President Droupadi Murmu on Monday appointed new Governors for two states and a Union Territory.

Telugu Desam Party (TDP) senior leader and former Union minister Ashok Gajapathi Raju has been appointed as the Governor of Goa, while Ashim Kumar Ghosh takes charge as the Governor of Haryana. Kavinder Gupta, a senior BJP leader, has been named the Lieutenant Governor of Ladakh.

According to an official communiqué issued by the Rashtrapati Bhavan, the President also accepted the resignation of Brigadier (Dr) B.D. Mishra (Retd) from the post of Lieutenant Governor of Ladakh.
