PESB finds no suitable candidate for Director (Finance), NMDC Limited

The Public Enterprises Selection Board (PESB) has failed to find a suitable candidate for the post of Director (Finance), NMDC Limited at a selection meeting held on July 21, 2025. The PESB interviewed ten candidates for the job following which it did not recommended any candidate for the post and advised the Administrative Ministry/Department to choose an appropriate course of action for selection including the search cum selection committee (SCSC) or as deemed appropriate with the approval of the competent authority.

During the selection meeting, the following 10 candidates were interviewed:

Will Tamil Nadu get its second woman DGP? All eyes on state govt

Tamil Nadu may soon witness the appointment of its second woman Director General of Police (DGP), as senior IPS officer Seema Agarwal (IPS:1990:TN) emerges as the frontrunner for the post — provided the state government adheres to the seniority principle.

If seniority is given primacy in the selection process, Seema Agarwal, who is currently serving as Director General, Fire and Rescue Services, will be the natural choice. She is the senior-most among the eligible officers and could become the second woman to hold the top police post in Tamil Nadu after Letika Saran (IPS:1976:TN), who served as the Head of Police Force (HoPF) from January 2010 to March 2011.

The state government has initiated the selection process for a new HoPF, as the incumbent, Shankar Jiwal (IPS:1990:TN), is set to retire on August 31.

As per the latest Union government guidelines, the state must recommend a panel of names to the UPSC. Eligible officers must hold the rank of DGP in the Level 16 pay matrix, have at least six months of service remaining, and possess a clean service record.

According to the current gradation list and eligibility criteria, the top three officers in line are:

  • Seema Agarwal (IPS:1990:TN) – DG, Fire and Rescue Services
  • Rajeev Kumar (IPS:1992:TN) – Chief Vigilance Officer, AAVIN
  • Sandeep Rai Rathore (IPS:1992:TN) – DG, Training

Sources say these three officers are expected to be shortlisted for empanelment by the UPSC. The final list will be returned to the Tamil Nadu government, which will then appoint one of them as the new HoPF.

With Seema Agarwal leading in seniority and experience, her elevation would mark a significant moment in Tamil Nadu’s police leadership — if the state sticks to precedence.

Dr. S Siddharth applies for VRS, likely to enter Bihar politics

Senior IAS officer Dr S Siddharth (IAS:1991:BH), currently Additional Chief Secretary, Education Department, Bihar, has applied for Voluntary Retirement (VRS) and stepped down from his post ahead of his scheduled retirement on November 30, 2025. According to sources, his VRS application, submitted on July 17, 2025, is currently awaiting approval from the Chief Minister’s Office.

It is widely speculated that Dr. Siddharth may contest the upcoming Bihar Assembly elections from a constituency in Nawada district on a JD(U) ticket.

During his stint in the Education Department, he implemented reforms like Model Schools, teacher training, and online grievance redressal—though some of his policies, particularly around teacher transfers, drew controversy.

In a distinguished administrative career spanning over three decades, Dr. Siddharth held key posts including Secretary to the Chief Minister, Principal Secretary of Industries, and District Magistrate of four districts. He also served at the Centre as Director, Ministry of Heavy Industries.

He played a central role in drafting the Bihar Urban Planning and Development Act 2014, launched the Patna Metro DPR, and led policies like the Bihar Industrial Policy 2016, Investment Act, and Startup Policy 2017. He also contributed to handloom, skill development, and Ease of Doing Business initiatives.

Dr. Siddharth has served as ACS of Home, Finance, and GAD, Chairman of BIADA, CEO of Bihar Foundation, and held positions in administrative reforms and public grievance redressal. He is also known for his expertise in industrial investment, commerce, and e-governance.

Notably, another IAS officer Dinesh Kumar Rai (IAS:2007:BH) opted VRS recently. He is likely to contest elections from Kargahar in Rohtas district on the ticket of JD(U). Rai’s VRS was accepted by the state government.

The extended tenure of Himachal Pradesh Chief Secretary Prabodh Saxena (IAS:1990:HP) is set to end on September 30, 2025, and yet again, power corridors in Shimla are abuzz with speculation over his successor. While the set of contenders remains unchanged since March—when Saxena was granted a surprise six-month extension—fresh political signals are being closely watched.

The key names in the fray are Sanjay Gupta (IAS:1988:HP), Kamlesh Kumar Pant (IAS:1993:HP), Anuradha Thakur (IAS:1994:HP), and Onkar Chand Sharma (IAS:1994:HP)—all of whom have completed 30 years of service, a key eligibility criterion for the top post.

LegendOfficers.com previously reported that the race is primarily between Kamlesh Kumar Pant and Onkar Chand Sharma. Pant is widely perceived as the frontrunner, owing to his seniority and administrative track record.

However, fresh speculation has emerged following Chief Minister Sukhvinder Singh Sukhu’s meeting with Anuradha Thakur, currently serving as Secretary, Department of Economic Affairs. The meeting took place in Delhi on July 13, during the CM’s visit to the capital—just days after she assumed her new role at the Centre on July 1.

While some dismiss the interaction as a courtesy call focused on the state’s development agenda, others interpret it as a possible signal that the government may be weighing a surprise appointment. The fact that Prabodh Saxena received a last-minute extension in March is being cited as a sign of indecision between Pant and Sharma—leaving open the possibility of an unexpected choice this time as well.

Whether the Delhi meeting was routine or a calculated move, it has certainly reignited interest in what was earlier considered a settled contest.

Haryana govt swaps roles of two senior IPS officers

In a significant development, the Haryana government on Monday (July 21, 2025) issued transfer and posting orders for two senior IPS officers, effectively swapping their responsibilities.

Senior IPS officer Muhammad Akil (IPS:1989:HY), who was serving as Director General, Prisons, has been transferred and posted as Commandant General, Home Guards & Civil Defence. Alok Kumar Roy (IPS:1991:HY), previously Commandant General, Home Guards & Civil Defence, has been appointed as Director General, Prisons.

IFS Association creates history by electing all-women leadership

Among the 36 organised civil services associations in India, the Indian Forest Service (IFS) Association has created history by becoming the first to elect an all-women National Executive Body—marking a landmark moment for inclusive leadership and gender equality within the civil services.

The new leadership was elected at the Association’s recent General Body Meeting, setting an inspiring example for other services to follow.

Former IFS officer Jyotsna Sitling (Retd. IFS:1987:UK), India’s first tribal woman IFS officer, has been nominated as the patron of the Association. Anita Karn (IFS:1997:GJ) has taken over as President, while Monalisa Dash (IFS:2003:SK) has been appointed Secretary General.

Other key appointments include Dr Surabhi Rai (IFS:2005:AGMUT) as Joint Secretary, Suveena Thakur (IFS:2014:HP) as Treasurer, and Chestha Singh (IFS:2018:AGMUT) as Literary Secretary.

Tamil Nadu govt to appoint new DGP via UPSC panel

After weeks of speculation over whether Tamil Nadu would appoint a new Director General of Police (DGP), grant an extension to incumbent Shankar Jiwal (IPS:1990:TN), or explore a legislative route to bypass the Union Public Service Commission process, the state government has now decided to follow the UPSC-led procedure for selecting the next full time Head of Police Force (HoPF). The Home Department has initiated the process of sending a list of eligible IPS officers of DGP rank to the UPSC for shortlisting. As part of this, the department has sought the willingness of officers to take up the top post.

Ideally, the list of eligible officers should have been sent to the UPSC three months prior to the vacancy—i.e., by May 31, since the incumbent DGP Shankar Jiwal is set to retire on August 31, 2025. The list is now expected to be dispatched this week.

The selection process will be in accordance with the revised guidelines issued by the Ministry of Home Affairs (MHA), which stipulate that only officers holding the DGP rank in the Level-16 pay matrix will be considered. Previously, any IPS officer with 30 years of service was eligible.

According to the current gradation list, the senior-most IPS officer from the Tamil Nadu cadre is Sanjay Arora (IPS:1988:TN), presently serving as Delhi Police Commissioner. However, he is not being considered and is set to retire on July 31, 2025.

Out of the officers eligible under the revised MHA norms, only 10 are currently in the DGP rank and Level-16 pay matrix. Among them, Pramod Kumar (IPS:1989:TN) and Shailesh Kumar Yadav (IPS:1993:TN) are scheduled to retire within six months—on September 30 and August 31, respectively—and are therefore not in contention.

This leaves the following eight officers in the race:

  3. Sandeep Rai Rathore (IPS:1992:TN)
  4. Abhay Kumar Singh (IPS:1992:TN)

One of the criteria set by the Ministry of Home Affairs in its revised guidelines is that an officer being considered for the top post must have cumulatively served at least 10 years in key domains. These include Law and Order; the Crime Branch–Criminal Investigation Department (CB-CID); the Crime Against Women Cell; the Economic Offences Wing (EOW); the Cyber Crimes Cell; the Government Railway Police; Anti-Corruption and Vigilance units; Intelligence or Special Branch; Counter/Anti-Terror Units; and Security assignments. Deputation experience in central agencies is also essential—this includes the Intelligence Bureau (IB), the Research and Analysis Wing (R&AW), the Central Bureau of Investigation (CBI), the National Investigation Agency (NIA), the Enforcement Directorate (ED), the Narcotics Control Bureau (NCB), the Special Protection Group (SPG), the National Security Guard (NSG), Central Armed Police Forces (CAPFs), and the Sardar Vallabhbhai Patel National Police Academy (SVPNPA).

The final panel of three officers will be prepared by the UPSC, following scrutiny of service records and interviews, and the state will be required to select the new DGP from this list.

RAS reshuffle in Rajasthan: Major changes in CMO, 133 officers transferred

The Rajasthan government on Saturday (July 19, 2025) issued transfer and posting orders for 133 Rajasthan Administrative Service (RAS) officers. The reshuffle includes significant changes in the Chief Minister’s Office (CMO), as well as in the postings of Private Secretaries and Special Assistants to several ministers.

Jagveer Singh has been appointed Joint Secretary to the Chief Minister, while Mohandas Ratnu will serve as Deputy Secretary to the Chief Minister. Vivek Kumar, formerly Special Secretary to the CM, has been posted outside the CMO as Deputy Inspector General, Registration and Stamping. Hemendra Nagar, who was serving as Deputy Secretary to the CM, has been appointed CEO, Zila Parishad, Udaipur.

Rajasthan govt issues posting orders for 12 IAS officers

The Rajasthan government on Saturday (July 19, 2025) issued new posting orders for 12 IAS officers. According to the official order released by the Department of Personnel, two IAS officers have been transferred to new posts, while ten IAS officers from the 2023 batch have been given their first postings after completing training.

Rajasthan: Major police reshuffle, 91 IPS officers transferred

In a major administrative reshuffle, the Rajasthan government on Saturday (July 19, 2025) transferred 91 IPS officers across various districts and ranges of the state. According to the transfer order issued by the Department of Personnel, several key districts have witnessed changes in the Superintendents of Police (SPs). The most notable changes were made at the Inspector General (IG) level in Jaipur and Udaipur ranges.

Senior IPS officer Rahul Prakash has been appointed as the new IG of Jaipur Range, while Gaurav Srivastava, previously serving as IG of Chief Minister’s Security, has been transferred as the new IG of Udaipur Range.
