Ajay Seth appointed new IRDAI Chairman after four-month vacancy

After more than four months of vacancy, the Insurance Regulatory and Development Authority of India (IRDAI) finally has a new chief. The Central Government has appointed Ajay Seth (Retd IAS:1987:KN), former Finance Secretary and Secretary of the Department of Economic Affairs (DEA), as the Chairperson of IRDAI.

He replaces Debasish Panda (Retd IAS:1988:UP), who completed his term on March 12, 2025. The top post at IRDAI had remained vacant since March 13, 2025, after Panda’s retirement. Seth had demitted office as DEA Secretary on June 30, 2025, after reaching the age of superannuation.

The appointment comes at a critical juncture, with the Insurance Amendment Bill 2025 likely to be tabled in the upcoming Monsoon Session of Parliament. The bill proposes sweeping reforms in the insurance sector, including 100% Foreign Direct Investment (FDI).

IRDAI is a statutory and autonomous regulatory body under the Ministry of Finance, Government of India. It is responsible for regulating, licensing, and overseeing India’s insurance and re-insurance industries.

Ajay Kumar Yadav is new Principal Resident Commissioner of Himachal Pradesh

The Himachal Pradesh government has appointed senior Indian Police Service (IPS) officer Ajay Kumar Yadav (IPS:1996:HP) as the new Principal Resident Commissioner (PRC) at the state’s office in New Delhi.

Prior to this appointment, Yadav was serving as Additional Director General (ADG), Crime and Special Task Force in the Himachal Pradesh Police. He replaces Sushil Kumar Singla (IFS:1994:HP), who was holding the post as an additional charge.

The Principal Resident Commissioner plays a vital role in representing the state’s interests before the Central Government, coordinating with various Union Ministries and departments, and ensuring smooth administrative functioning related to Himachal Pradesh in the national capital.

UP: 3 IPS, 2 PPS officers transferred

In a significant administrative reshuffle in Uttar Pradesh, the state government on Wednesday (July 23, 2025) late evening ordered the transfer of five senior police officers, including three IPS and two PPS officers.

The names of the officers and their postings are as follows;

  1. Rohan P Kanay (IPS:2009:UP), DIG/Principal, PTS, Gorakhpur, has been transferred and placed on the waiting list at the DGP Office for further posting..
  2. Poonam (IPS:2010:UP), DIG, PAC Section, Agra, has been transferred and posted as DIG/Principal, PTS, Meerut.
  3. Satendra Kumar (IPS:2010:UP), DIG/Principal, PTS, Meerut, has been transferred and placed on the waiting list at the DGP Office for further posting..
  4. Anil Kumar-I (PPS:1994), Additional SP, PTS, Gorakhpur, has been transferred and posted as In-charge Principal, PTS, Gorakhpur.
  5. Niharika Sharma (PPS:1997), Additional SP, Central Reserve Store, Kanpur City, has been transferred and posted as In-charge Commandant, 26th Battalion PAC, Gorakhpur.

P Shankar Appointed PS to NITI Aayog Member Dr. VK Paul

P Shankar (Retd. Sr. PPS, CSSS cadre) has been appointed as Private Secretary to Dr. VK Paul, Member, NITI Aayog, on a contract basis. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (July 23, 2025), the Appointments Committee of the Cabinet has approved his appointment on a co-terminus basis.

Mr. Shankar’s tenure will begin from June 1, 2025, and continue until he ceases to function as Private Secretary to Dr. VK Paul or until further orders, whichever is earlier. He will serve at the Under Secretary level.

Rahul Rastogi gets one year extension in CIC as Joint Secretary

The central deputation tenure of Rahul Rastogi (ITS:1998) as Joint Secretary (Director level) in the Central Information Commission (CIC) has been extended by one year. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (July 23, 2025), the Appointments Committee of the Cabinet (ACC) has approved the CIC’s proposal to extend Mr. Rastogi’s deputation tenure up to August 29, 2026, or until further orders, whichever is earlier.

Notably, Mr. Rastogi was first appointed to the CIC in July 2019 as Joint Secretary (Director level) for a period of five years. He assumed charge on August 30, 2019. In April 2024, before the end of his tenure, the ACC approved an extension until August 29, 2025. With this latest order, he will continue in the role until August 29, 2026.

IAS Govind Jaiswal’s central deputation extended by 2 years

In a key development, the central deputation tenure of IAS officer Govind Jaiswal (IAS:2007:AGMUT) as Joint Secretary in the Department of Higher Education has been extended by two years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (July 23, 2025), the Appointment Committee of the Cabinet has approved the proposal of Department of Higher Education to extend the deputation tenure of Mr Jaiswal for a period of two years beyond October 11, 2025 or until further orders, whichever is earlier.

Mr. Jaiswal has been serving as Joint Secretary in the Department of Higher Education since July 2023. He began his central deputation on October 12, 2020, when he was appointed as Deputy Secretary in the Department of Health & Family Welfare for a four-year tenure. In July 2023, after being empanelled for Joint Secretary-level posts in the Government of India, he was posted as Joint Secretary in the Department of Higher Education, with his combined central deputation tenure set to end on October 11, 2025.

This latest extension allows Mr. Jaiswal to continue his role till October 2027.

Rajesh Pratap Singh Sisodia selected as Director (Planning & Projects), NLC India Limited

Rajesh Pratap Singh Sisodia has been selected for appointment as Director (Planning & Projects), NLC India Limited (NLCIL) at a Public Enterprises Selection Board (PESB) meeting held on July 22, 2025.

He is currently serving as Executive Director New and Renewable Business Group, Bharat Heavy Electricals Limited (BHEL).

Following the selection, the PESB has recommended his name to the Appointments Committee of the Cabinet (ACC) for final approval. His formal appointment will be subject to the receipt of necessary vigilance clearances and the ACC’s nod.

Anand Swaroop appointed DG (Investigation), NHRC

In a key appointment, senior IPS officer Anand Swaroop (IPS:1992:UP) has been appointed as Director General (Investigation) in the National Human Rights Commission (NHRC). He will succeed R Prasad Meena (IPS:1993:AM), who has been serving in the post since December 7, 2024, and is set to retire on July 31, 2025.

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (July 22, 2025), the Appointments Committee of the Cabinet (ACC) approved the Ministry of Home Affairs’ proposal to appoint Mr. Swaroop. His tenure will commence on or after August 1, 2025, and extend up to his superannuation on August 31, 2029, or until further orders, whichever is earlier.

Mr. Swaroop is currently attached to DGP Headquarters, Lucknow, and has been awaiting posting orders. Notably, he was promoted to the Director General (DG) rank on May 31, along with Ashutosh Pandey (IPS:1992:UP) and Neera Rawat (IPS:1993:UP) following the retirement of three DG-rank officers. While the other two were subsequently posted as DGs, Mr. Swaroop’s posting had been pending—until now.

Dr. Shalia Shah repatriated to parent cadre before completion of tenure

In a notable development, Dr. Shalia Shah (IFS:2012), currently serving as Deputy Secretary in the Department of Higher Education, has been prematurely repatriated to her parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (July 21, 2025), the competent authority approved the proposal of the Department of Higher Education to repatriate Shah before the completion of her extended tenure.

Dr. Shah was initially appointed as Deputy Secretary in the Ministry of Higher Education on February 11, 2022, for a three-year tenure and assumed charge on March 2, 2022. As her original tenure neared its end, she was granted a two-year extension on February 27, 2025, extending her central deputation till March 1, 2027.

However, with the latest order, she stands repatriated to her cadre service well ahead of the revised tenure’s completion.

UP: Three IAS, Six PCS officers transferred

The Uttar Pradesh government on Tuesday (July 22, 2025) issued transfer and posting orders involving a total of nine officers, including three IAS officers and six PCS officers, affecting various key positions across the state.

The three IAS officers transferred are:

  1. Arvind Kumar Mishra (IAS:2018:UP), Chief Development Officer, Farrukhabad, has been transferred and posted as Additional Director, Information.
  2. Vinod Kumar Goud (IAS:2020:UP), Deputy Secretary, UP Public Service Commission, Prayagraj, has been posted as Chief Development Officer, Farrukhabad.
  3. Dr. Alka Verma (IAS:2016:UP), awaiting posting, has been appointed as Director (Administration), Medical and Health Services.
  4. Gaurav Ranjan Srivastava, Additional District Magistrate (Finance & Revenue), Bahraich, has been transferred and posted as Deputy Secretary, UP Public Service Commission, Prayagraj.
  5. Amit Kumar-II, Additional District Magistrate (City East), Lucknow, has been shifted as ADM (Finance & Revenue), Bahraich.
  6. Mahendra Pal Singh, ADM (Finance & Revenue), Auraiya, has been posted as ADM (City East), Lucknow.
  7. Avinash Chandra Maurya, Deputy Director, Mandi Parishad, Lucknow, shifted as ADM (Finance & Revenue), Auraiya.
  8. Narendra Singh, SDM, Muradabad, has been transferred as Deputy Director, Mandi Parishad, Lucknow.
  9. Garima Swaroop, Joint Director, Child Development, has been appointed as Special Officer, Office of Chief Electoral Officer.
