Haryana govt transfers 9 IAS/HCS officers across the state

The Haryana Government on Thursday (July 24, 2025) effected a reshuffle of nine IAS and HCS officers, appointing them as Sub Divisional Officers (Civil) across various districts. According to the official orders issued recently, the postings are effective immediately or from the date of joining.

The names of the officers and their postings are as follows;

  1. Ankita Puwar (IAS:2023:HY), Assistant Commissioner (Under Training), Palwal, has been transferred and posted as Sub Divisional Officer (Civil), Nuh.
  2. Aniruddh Yadav (IAS:2023:HY), Assistant Commissioner (Under Training), Nuh, has been posted as Sub Divisional Officer (Civil), Narnaul, and Deputy CEO and Deputy Managing Director, Haryana Multi Modal Logistic Hub Project Limited.
  3. Abhinav Siwach (IAS:2023:HY), Assistant Commissioner (Under Training), Rohtak, has been transferred and posted as Sub Divisional Officer (Civil), Pehowa.
  4. Akash Sharma (IAS:2023:HY), Assistant Commissioner (Under Training), Fatehabad, has been transferred and posted as Sub Divisional Officer (Civil), Tohana.

Ashok Kumar selected as Director (Finance), National Seeds Corporation

Ashok Kumar has been selected for appointment as Director (Finance), National Seeds Corporation Limited (NSC) at a Public Enterprises Selection Board (PESB) meeting held on July 25, 2025.

He is currently serving as General Manager, Head of Department (HOD), SJVN Limited

Following the selection, the PESB has recommended his name to the Appointments Committee of the Cabinet (ACC) for final approval. His formal appointment will be subject to the receipt of necessary vigilance clearances and the ACC’s nod.

NSC, a Schedule ‘B’ Mini-Ratna Category-I CPSE under the Ministry of Agriculture and Farmers Welfare, plays a key role in the production and distribution of certified quality seeds across India.

The following 09 applicants were interviewed in the selection meeting:

PESB invites applications for BCPL MD post

The Public Enterprises Selection Board (PESB) has issued an advertisement inviting applications for the post of Managing Director, Bengal Chemicals & Pharmaceuticals Limited (BCPL). The vacancy has remained open since October 1, 2024.

As per the official notification released on Friday (July 25, 2025), applications are invited from eligible professionals from both the public and private sectors. The last date to apply is August 28, 2025.

BCPL, a government-owned pharmaceutical and chemical company, is under the administrative control of the Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers.

The appointment will be made through a transparent selection process overseen by PESB in line with central public sector enterprise norms.

Anuradha Thakur joins central board of RBI as Director

In a key appointment, the Central Government on Friday (July 25, 2025) nominated Anuradha Thakur (IAS:1994:HP), Secretary, Department of Economic Affairs (DEA) as a Director on the Central Board of the Reserve Bank of India (RBI). The nomination is effective from July 24, 2025, and will remain in force until further orders.

Thakur replaces Ajay Seth (IAS:1987:KN), former Secretary (DEA), who recently retired from government service.

This appointment strengthens the Finance Ministry’s representation on the RBI’s apex decision-making body, which plays a vital role in guiding India’s monetary and financial policies.

SC to decide legality of Anurag Gupta’s appointment as Jharkhand DGP

In a significant legal development, the Supreme Court has agreed to hear a plea challenging the appointment of Anurag Gupta as Director General of Police (DGP) of Jharkhand. A bench led by Chief Justice B. R. Gavai and Justice K. Vinod Chandran has scheduled hearings for July 30 and 31 and said a three-judge Bench will hear the case after senior advocate Anjana Prakash, representing a social activist, argued that Gupta continued in office in violation of Supreme Court norms.

Background & Legal Challenge:

Under constitutional guidelines laid down in the Prakash Singh judgment, state governments must follow a structured process for appointing a Director General of Police (DGP). This includes sending a list of eligible IPS officers to the Union Public Service Commission (UPSC), which then recommends a panel of three names. The state is required to appoint one officer from this panel, and the selected DGP must be guaranteed a minimum tenure of two years.

In the case of Jharkhand, Anurag Gupta—a 1990-batch IPS officer—was appointed as DGP on February 2, 2025, under newly framed state-specific rules titled the Jharkhand DGP and IG Selection and Appointment Rules, 2025, which were notified on January 8. However, on April 22, 2025, the Union Ministry of Home Affairs wrote to Chief Minister Hemant Soren, stating that Gupta’s tenure could not be extended beyond his scheduled retirement on April 30, 2025. Despite the Centre’s objections, the state government went ahead and retained Gupta as the DGP.

Critics argue that this appointment bypassed the UPSC and violated the established Prakash Singh guidelines. The Centre maintained that any extension post-retirement would contravene the All India Services (AIS) rules, raising serious legal and procedural concerns.

Current Controversy:

BJP leader and Leader of Opposition in Jharkhand, Babulal Marandi, filed a petition in the Jharkhand High Court challenging Gupta’s appointment. The petition contends that the appointment sidestepped the mandatory UPSC panel-based process and was therefore unconstitutional.

Gupta had earlier faced removal by the Election Commission during the 2024 Assembly elections over alleged electoral misconduct. He was reinstated by the newly elected JMM-led government in November 2024 and was formally appointed as DGP in February 2025.

Meanwhile, after Gupta’s retirement date passed, the state treasury stopped his salary. He was issued a provisional pay slip, with a stipulation that any payments would be recoverable if the courts rule his appointment invalid.

What Lies Ahead:

The Supreme Court will now examine whether Anurag Gupta’s continuation in office violates its earlier rulings, particularly the Prakash Singh guidelines. The case carries wide-ranging implications—not only for Gupta’s future—but also for the balance of power between state and central authorities.

With a similar challenge pending before the Jharkhand High Court and key constitutional questions involved, the matter is poised to become a precedent-setting judgment in the coming weeks.

In a significant administrative reshuffle, Indian Railways on Thursday (July 24, 2025) transferred and appointed 32 senior officers as Divisional Railway Managers (DRMs) across various zones.

The names of the officers and their postings are as follows;

  1. Vinod Kumar (IRSE), presently on deputation with RLDA, has been posted as DRM/Danapur/East Central Railways. He replaces Jayant Kumar Chaudhury (IRSE).
  2. Divyakant Chandrakar (IRSE), NFHAG/Central Railway, has been posted as DRM/Trivandrum/Southern Railway. He replaces Manish Thapliyal (IRSME).
  3. Sangrah Maurya (IRSE), NFHAG/ Northeast Frontier Railway, has been posted as DRM/Moradabad/Northern Railway. He replaces Rajkumar Singh, (IRSEE).

UP: Rajeev Sabharwal, Binod K Singh likely to be promoted as DGPs

The Uttar Pradesh government is likely to promote two senior IPS officers—Rajeev Sabharwal (IPS:1993:UP) and Binod K Singh (IPS:1994:UP)—to the rank of Director General of Police (DGP) by the end of July 2025. Both officers are presently serving at the Additional Director General (ADG) level.

Rajeev Sabharwal is currently posted as ADG, Dr Bhimrao Ambedkar Police Academy, Moradabad. Binod K Singh, who previously served as Special Director General in the Central Reserve Police Force (CRPF), is currently holding the post of ADG, Cyber Crime, Uttar Pradesh.

UP govt posts 19 IAS officers of 2023 batch as Joint Magistrates

The Uttar Pradesh government on Thursday (July 24, 2025) issued transfer and posting orders for 19 IAS officers of the 2023 batch, appointing them as Joint Magistrates in various districts across the state.

These officers are currently undergoing their training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, which is scheduled to conclude on July 25, 2025.

Before heading to LBSNAA, the officers had been posted as Assistant Collectors in different districts of Uttar Pradesh.

REC Q1 FY26 profit jumps 29% to Rs. 4,451 cr; declares Rs. 4.60 interim dividend

REC Limited on Friday reported a strong financial performance for the first quarter of FY26, with net profit rising by 29% year-on-year to ₹4,451 crore, as compared to ₹3,442 crore in Q1 FY25. The results were approved by the Board of Directors at a meeting held today.

As per the limited reviewed standalone and consolidated financial results for the quarter ended June 30, 2025, REC recorded a healthy growth across all key operational and financial parameters.

Key Standalone Highlights (Q1 FY26 vs Q1 FY25):

  • Disbursements: ₹59,508 crore (up 36%), with disbursements to the renewable sector rising by 35%.
  • Total Income: ₹14,734 crore (up 13% from ₹13,037 crore).
  • Net Interest Income: ₹5,247 crore (up 17% from ₹4,474 crore).
  • Net Profit: ₹4,451 crore (up 29% from ₹3,442 crore).
  • Return on Net Worth: 22.63% vs 19.51%, up by 312 basis points.

REC maintained its net interest margin (NIM) at 3.74% and spreads at 2.96%, demonstrating stable profitability. The annualised earnings per share (EPS) surged to ₹67.60, a 29% increase from ₹52.28 in the same period last year.

The company’s loan book expanded to ₹5.85 lakh crore, up from ₹5.30 lakh crore a year ago. Asset quality also improved, with net credit-impaired assets declining to 0.24%, compared to 0.82% last year. REC’s provision coverage ratio on NPA assets stood at 77.05% as on June 30, 2025.

Strong Balance Sheet and Dividend Payout

Driven by profit growth, REC’s net worth increased to ₹79,688 crore. Reflecting its commitment to shareholder returns, the Board declared an interim dividend of ₹4.60 per equity share (face value ₹10 each) for FY26.

REC continues to play a critical role in financing India’s energy and infrastructure growth, with a growing focus on the renewable energy sector.
