Uncertainty grows over next Tamil Nadu DGP appointment

As the retirement of Tamil Nadu’s Director General of Police (DGP) Shankar Jiwal (IPS:1990:TN) draws near on August 31, growing uncertainty surrounds the appointment of his successor. The State Government has yet to initiate the process prescribed by the Supreme Court for appointing the Head of the Police Force (HoPF), prompting speculation and unease within administrative and police circles.

According to the Prakash Singh case guidelines, the State Government is required to send a list of eligible senior IPS officers to the Union Public Service Commission (UPSC) three months prior to the retirement of the incumbent DGP. The UPSC, in turn, shortlists three officers for the State to select from. However, with only weeks remaining for Mr. Jiwal’s retirement, no such panel has reportedly been forwarded to the UPSC.

This delay is unusual for Tamil Nadu, a state known for adhering the apex court’s directives on police leadership appointments. In previous instances, the process was initiated in a timely manner to ensure smooth transitions in top police leadership.

Amid this unusual silence from the government, three possible scenarios are being widely speculated:

  1. Amendment to State Police Act: The State may amend the Tamil Nadu Police Act to facilitate the appointment of a DGP of its own choosing, thereby bypassing the UPSC-led selection mechanism.
  2. Extension for Current DGP: There are murmurs that Shankar Jiwal could be given a three-month extension, subject to the Union Government’s approval, allowing the State more time to decide on a long-term replacement.
  3. Appointment of In-Charge DGP: Alternatively, the government may appoint an “in-charge DGP” or an officer with “full additional charge”, a temporary arrangement that has been used in other states to circumvent the UPSC process.

The apparent inaction has raised questions about whether political considerations—particularly the strained relationship between the State and Central governments—are influencing the delay. Bihar: Two IAS officers appointed in Governor Secretariat

In a significant development, the Bihar government on Friday (July 18, 2025) appointed two IAS officers to key positions in the Governor Secretariat.

Dr. Nand Lal Arya (IAS:2014:BH), currently serving as Settlement Officer in Nalanda, has been transferred and posted as Additional Secretary in the Governor Secretariat.

Another IAS officer, Suman Kumar (IAS:2014:BH), who was working as Additional Secretary in the Cabinet Secretariat, has also been moved to the Governor Secretariat in the same capacity.

Meanwhile, Sanjay Kumar (IAS:2011:BH), Special Secretary in the Governor Secretariat, and Mahabir Prasad Sharma (IAS:2013:BH), Additional Secretary, have been placed on the waiting list in the General Administration Department for further posting.

Neeraj Mittal gets 5-day addl charge as DoNER Secretary

Senior IAS officer Neeraj Mittal (IAS:1992:TN), currently serving as Secretary in the Department of Telecommunications, has been given additional charge of Secretary, Ministry of Development of North Eastern Region (DoNER).

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (July 18, 2025), the competent authority has approved the assignment of additional charge to Mr. Mittal for five days—from July 20 to July 24, 2025—during the period of absence on leave of Chanchal Kumar (IAS:1992:BH).

AB Venkateswara Rao cleared: AP govt drops all proceedings after HC relief

The prolonged legal ordeal of retired IPS officer and former Additional Director General of Police AB Venkateswara Rao (IPS:1989:AP) has finally concluded with a decisive court victory. The Andhra Pradesh government has dropped all further proceedings against him following a High Court order that quashed both the FIR and the chargesheet filed by the state’s Anti-Corruption Bureau (ACB).

In an official order dated July 16, 2025, issued by Chief Secretary K Vijayanand (IAS:1992:AP), the state confirmed that the case against Rao—filed under charges including criminal conspiracy, cheating, criminal breach of trust, and provisions of the Prevention of Corruption Act—has been closed in compliance with the High Court’s decision.

The FIR and subsequent chargesheet, originally submitted before the Special Judge for SPE & ACB Cases in Vijayawada, were both nullified by the High Court after a criminal petition was filed by Mr. Rao. After considering the matter, the state government chose not to pursue a Special Leave Petition (SLP) in the Supreme Court, effectively ending all departmental and legal proceedings. The Director General of Police has been instructed to implement the decision.

Case History of AB Venkateswara Rao

1. Political Shift & Immediate Transfer (May 2019)

Rao’s troubles began with the change of government in Andhra Pradesh. On May 30, 2019, the day YS Jagan Mohan Reddy took over as Chief Minister, Rao—then a senior IPS officer who served as Intelligence Chief under the TDP government—was transferred without posting. The move was seen as a purge of officers associated with the previous regime.

2. First Suspension & ACB FIR (February 2020)

On February 8, 2020, the ACB registered an FIR alleging irregularities in the procurement of aerostats and UAVs from Israel during Rao’s tenure as Intelligence Chief. The charges cited violations of procurement rules and misuse of official position. Rao was suspended and a chargesheet was later filed.

3. Litigation Reaches Supreme Court (2020–2022)

Rao challenged the suspension before the Central Administrative Tribunal (CAT). As the suspension extended beyond the legal two-year limit under Rule 3(1) of the All India Service (Discipline & Appeal) Rules without any departmental inquiry, the case reached the Supreme Court. On April 22, 2022, the apex court ruled in Rao’s favour, declaring him “deemed reinstated” from February 8, 2022.

4. Posting Before Retirement (June 2022)

The state government reinstated Rao and posted him as Commissioner of Printing, Stationery & Stores Purchase on June 14, 2022, just ahead of his scheduled retirement.

5. Second Suspension (June 28, 2022)

Barely two weeks after his return, Rao was suspended again, this time under Rule 3(3), with the government accusing him of attempting to influence witnesses in the pending criminal case. He was also barred from traveling outside Vijayawada.

6. Tribunal Quashes Suspension Again (May 2024)

Rao again moved the CAT, which in May 2024 quashed the second suspension and ordered his reinstatement with full pay and posting. The Andhra Pradesh High Court declined to stay the Tribunal’s order, observing that further delay would cause Rao undue hardship.

7. Retirement with Dignity (May 31, 2024)

In compliance with judicial directions, the state government reinstated Rao and posted him again as Commissioner of Printing on the morning of May 31, 2024—the day of his retirement. He retired with full rank, salary, and official honours that evening.

8. Final Closure of ACB Case (July 2025)

On July 16, 2025, the Andhra Pradesh High Court quashed the FIR and chargesheet against Rao, citing insufficient grounds under charges of criminal conspiracy, cheating, and corruption. The state accepted the ruling and decided against appealing further, formally closing the case.

Rao’s case is now seen as a significant example of prolonged legal persecution, countered by procedural justice and judicial intervention at multiple levels—from the CAT to the Supreme Court and finally the High Court. With the state government finally closing the chapter, A.B. Venkateswara Rao exits public life with his name officially cleared.

21 PPS officers from UP cleared for promotion to IPS

In a major development, the promotion of 21 officers from the Uttar Pradesh Provincial Police Service (PPS) to the Indian Police Service (IPS) has been approved.

The decision was taken during a Departmental Promotion Committee (DPC) meeting held at the Union Public Service Commission (UPSC), where the names of eligible officers from the 1996, 1997, and 1998 batches were reviewed.

According to informed sources, the committee reached a consensus on the promotion of 21 officers. However, the names of four officers — Shailendra Kumar Srivastava, Virendra Kumar, Suresh Chandra Rawat, and Kamal Kishore — were not considered during the meeting.

Gurdeep Singh gets one year extension as CMD of NTPC

The central government on Wednesday (July 16, 2025) extended the tenure of Gurdeep Singh, Chairman and Managing Director (CMD) of NTPC, by another year till July 31, 2026. His current term was set to end on July 31, 2025.

According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet (ACC) has approved the Ministry of Power’s proposal to re-employ Gurdeep Singh as CMD of NTPC (India) Limited. The extension will be on a contract basis for one year beyond his superannuation date, i.e., from August 1, 2025, to July 31, 2026, or until a regular appointment is made, or until further orders, whichever is earlier.

The move comes after the Public Enterprises Selection Board (PESB) failed to find a suitable candidate for the post. Despite conducting interviews with 12 candidates on May 21, 2025, the PESB did not recommend anyone for the top role.

Gurdeep Singh has been leading NTPC since February 2016. He received a previous extension in October 2020, which had already extended his tenure till July 31, 2025.
