Madhya Pradesh transfers 62 IPS officers in major police reshuffle

The Madhya Pradesh government on Saturday carried out a major reshuffle in the police administration, transferring and reassigning as many as 62 IPS officers.

The reshuffle covers a wide range of ranks, from Special Director General of Police to Assistant Superintendent of Police.

As part of the exercise, new responsibilities have been assigned to Superintendents of Police (SPs) in several districts, as well as to officers serving as Police Commissioners in major cities.

The names of the officers and their postings are as follows;

The Centre on Saturday (May 2, 2026) appointed noted lyricist and writer Prasoon Joshi as Chairman of Prasar Bharati.

He fills the post that had been vacant since December 2025 following the resignation of Navneet Kumar Sehgal.

Joshi is currently serving as Chairperson of the Central Board of Film Certification (CBFC), a position he has held since August 2017.

The central deputation tenure of Amrit Agrahari (IRS-IT:2011) as Director in the Prime Minister’s Office (PMO) has been extended by one year. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (May 2, 2026), the Appointments Committee of the Cabinet (ACC) has approved the extension of his deputation tenure for one year beyond July 9, 2026, or until further orders, whichever is earlier.

He has been serving as Director in the PMO since the last week of October 2025. Prior to this, he was serving as Director in the Department of Economic Affairs (DEA).

Notably, Amrit Agrahari was appointed as Director in the Department of Economic Affairs on November 30, 2022, for a period up to February 29, 2024 (i.e., till the G-20 Secretariat remained functional), which was further extendable as per admissible tenure under the Central Staffing Scheme.

In March 2024, he was relieved from the G-20 Secretariat and appointed as Deputy Secretary in the Department of Economic Affairs for a period up to July 2026.

He was appointed on central deputation for a four-year tenure, which was scheduled to end in June 2026. With this extension, his tenure will now run till June 2027.

The central deputation tenure of Ashish Vachhani (IAS:1997:TN) as Additional Secretary in the Prime Minister’s Office (PMO) has been extended by two years. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (May 2, 2026), the Appointments Committee of the Cabinet (ACC) has approved the extension of his deputation tenure for two years beyond May 23, 2026, or until further orders, whichever is earlier.

Ashish Vachhani has been serving in the PMO since May 2025, when he was laterally shifted from the Department of Economic Affairs (DEA), where he was posted as Additional Secretary (Budget).

He had initially joined central deputation on May 23, 2021, for a five-year tenure in the DEA as Joint Secretary, which was scheduled to end on May 23, 2026. With this extension, his tenure will now run till May 23, 2028.

He was empanelled as Additional Secretary in October 2022 and was subsequently appointed to the post in the DEA in November 2022. In November 2024, he was given an extension in the upgradation of his post from Joint Secretary to Additional Secretary level till November 20, 2025. He was later shifted to the PMO in May 2025.

Tenure of Three Officers in PMO Extended

The Appointments Committee of the Cabinet (ACC) has approved the extension of central deputation tenure of three officers serving in the Prime Minister’s Office (PMO).

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (May 2, 2026), the tenure of Ashish Vachhani (IAS:1997:TN), serving as Additional Secretary in the PMO, has been extended by two years beyond May 23, 2026, or until further orders, whichever is earlier.

The ACC has also approved a one-year extension in the tenure of Parthiban P (IAS:2011:AGMUT), who is serving as Director in the PMO. His tenure has been extended beyond June 25, 2026, or until further orders.

Similarly, the tenure of Amrit Agrahari (IRS-IT:2011), also serving as Director in the PMO, has been extended by one year beyond July 9, 2026, or until further orders, whichever is earlier.

State-run aerospace major Hindustan Aeronautics Limited (HAL) has appointed Kota Ravi as its Chairman and Managing Director (CMD). The company on Friday said Kota has assumed charge as the 22nd CMD of HAL. He succeeds D K Sunil, who superannuated on April 30, 2026.

Notably, the Public Enterprises Selection Board (PESB) had recommended his name to Appointments Committee of the Cabinet for the post on January 29, 2026, after interviewing eight candidates.

Kota brings over three decades of experience across aerospace and defence, manufacturing and electronics. Prior to this appointment, he was serving as Director (Operations) at HAL, where he led strategic planning and played a key role in the company attaining Maharatna status.

He has held several key leadership positions, including Executive Director and General Manager of the LCA Tejas Division, as well as Executive Director (Corporate Planning).

During his tenure, he was involved in concluding major contracts for HAL, including the supply of 180 LCA Tejas aircraft to the Indian Air Force and 156 LCH Prachand helicopters to the Indian Army and the Indian Air Force. He is also credited with the operationalisation of the LCA Tejas fleet in the Indian Air Force.

Chandigarh administration grappling with problem of plenty at senior levels and scarcity at junior levels of bureaucracy

The Chandigarh administration is grappling with a complex problem—the problem of plenty at senior levels of bureaucracy and that of scarcity at lower rungs. Senior levels are overcrowded while junior levels suffer from acute shortages of staff. Its cumulative effect is now taking a toll on public service delivery.

The situation is so intriguing that all IAS officers posted there are virtually deployed at the secretary level, while the middle-rung officialdom is dependent on makeshift arrangements.

Its current plight is contrasted by the fact that at one time, most of the departments were handled by three senior IAS officers—an adviser (now Chief Secretary), Home Secretary and Finance Secretary.

According to the Union Government’s notification issued on Jan 3, 2025, out of the 11 sanctioned posts of IAS officers in Chandigarh, five, excluding the Chief Secretary, are at the secretary level. But the fact is the Union Territory currently has 12 secretaries—double the sanctioned number at that level. This includes 11 IAS officers and one officer from the Central Civil Services, or CSS, who is serving as Secretary of social welfare and women and child development.

The IAS officers holding secretary-level posts also include Deputy Commissioner, a Haryana cadre IAS officer, who additionally holds the charge of Secretary, industry; and the MC Commissioner, a Punjab cadre IAS officer, who is also Secretary, rural development & panchayats.

A retired civil servant says as the number of IAS officers posted in the city increased with time, sometimes even more than the sanctioned posts, nearly all of them started to get secretary-level posts.

Many officials are of the opinion that junior-level IAS officers should be assigned posts at the director level so that it improves implementation of UT policies, while senior IAS officers should have more departments under them to improve inter-departmental coordination.

In contrast, the middle layer has ad-hoc arrangements and lacks proper structural alignment.

Currently, 16 officers from the PCS, HCS, and DANICS services are serving on deputation, primarily filling joint secretary, additional secretary, and director-level posts. Many of them hold multiple charges, handling both secretariat and field-level public-dealing responsibilities.

The Centre’s cadre notification, however, provides for only one sanctioned post each of joint secretary and additional secretary to be handled by IAS officers.

The situation is further compounded by the fact that more than 1,000 posts remain vacant across senior, middle and lower levels. This includes over 400 vacancies in the common cadre of the general administration, such as clerks and stenographers.

The education department alone faces a deficit of around 1,500 staff members. Recruitment has been initiated for just a fraction of these vacancies, resulting in strained teaching and administrative support in schools.

A UT official explains its impact by saying that this has led to greater reliance on contractual staff, slowed decision-making, piled-up files, reduced field-level implementation, and a noticeable decline in the quality of public services at the grassroots level.

Sanctioned posts of IAS include one Chief Secretary, one Secretary (Home),  one Finance Secretary,  one Secretary for urban planning/smart cities and two Secretaries; one Joint Secretary (finance), one Additional Secretary, and one Excise Commissioner, besides one Deputy Commissioner (districts) and one Additional Deputy Commissioner

At present, there are 11 IAS officers serving with the UT. One more from the Punjab cadre is expected to join shortly from a panel forwarded by the Punjab govt. One CCS officer is also posted with the UT.

Provincial services officers posted in the UT include four from DANICS, eight PCS officers, and four officers belonging to the HCS.

The city of Chandigarh, with a population of around 12 lakh, spread over 114 sq km, has no reason to have such a top-heavy governance system, that too at the policy level.
