Bihar govt to digitally monitor work of IPS officers in state

The IPS officers serving in Bihar are now going to have a tough time as the state government has devised a new strategy to scrutinize their work. Now their work will be monitored digitally by the government, and their training and assessment will be done through the IGOT Karmayogi portal. It has been made mandatory.

Under the new system, each officer will be required to complete a designated course based on their service period and update their complete information on the portal. Completing the course will be mandatory; failure to do so will affect their Annual Performance Appraisal/Assessment Report (APAR). This will force officers to attend training on time.

In this way, every IPS officer in Bihar now will have a complete online record or digital profile. This will provide the government with constant information about their status.

It has been done following the central government’s directive with an aim to provide qualified officers with better opportunities for advancement in their careers.

According to sources, this will include information such as service description, cadre, training status, and job performance. This will provide the government with direct information about each officer’s activities and capabilities.

This is not all, but their work and record will now play a crucial role in central deputation, special postings, and promotions. This will provide qualified officers with a better opportunity for advancement. This will have a major impact on the Annual Confidential Report.

If an IPS officer fails to complete the course on time or update his or her profile, his or her evaluation will be affected. This means that the scope for negligence will be reduced and the pressure on officers to perform better will increase. Digital monitoring will also make it easier for the government to determine which officer to assign to which responsibility.

Furthermore, evaluations will now be conducted online (digitally) instead of on paper, increasing transparency and reducing irregularities. Postings and promotions will also now be based on performance and record.

According to reports, record-based decisions will now be made regarding postings and promotions, as the government believes this system will increase transparency in administration, speed up work, and ensure accountability of top police officials of the state.

CBDT reshuffles 18 senior IRS officers at Pr. CCIT, Pr. DGIT level

The Central Board of Direct Taxes (CBDT) on Thursday (March 9, 2026) ordered a significant reshuffle of senior officers in the Income Tax Department, transferring and posting 18 officers in the rank of Principal Chief Commissioner of Income Tax (Pr. CCIT) and Principal Director General of Income Tax (Pr. DGIT).

The names of the officers and their postings are as follows;

  1. Jahanzeb Akhtar (IRS-IT:1989) has been shifted from Pr. CCIT (NFAC), Delhi to Pr. CCIT (OSD), Bengaluru.
  2. Debjyoti Das (IRS-IT:1990) has been transferred from Pr. CCIT (Exemptions), Delhi to Pr. DGIT (I&CI), Delhi.
  3. Rajeshwar Yadav (IRS-IT:1990), Pr. CCIT (NaFAC), has been transferred as Pr. DGIT (Admin & TPS), Delhi.

SC pulls up two UP IAS for “absolute defiance” of its orders

The Supreme Court recently reprimanded two senior UP IAS officers for their failure to comply with court orders and their decision to halt the demolition of unauthorized commercial structures in Meerut’s Central Market.

The top court severely criticised IAS officer Rishikesh Yashod (IAS:2006:UP), the then Meerut range commissioner, for halting demolition drives due to political pressure or public outcry rather than adhering to the court’s specific instructions.

Besides, the apex court also pulled up another senior IAS officer P Guruprasad (IAS:1999:UP), the then Chairman of the UP Awas Vikas Parishad (UPAVP), questioning him about the failure to demolish illegal commercial structures after reviewing his status report on the demolition.  

While terming the action “absolute defiance” of court orders, the top court questioned why they held meetings with local representatives and considered fees for properties ordered to be demolished, directing them to comply with the law.

The court said that the IAS officer would be held personally liable if any untoward incident occurs in the illegal buildings—that include banks, buildings, and hospitals—until the demolition is complete.

The bench, consisting of Justice J.B. Pardiwala and Justice K.V. Viswanathan, described the officers’ actions as “absolute defiance” and “the grossest abuse of juridical office” and condemned officials for ignoring judicial directives, demanding answers for “succumbing to pressure” rather than upholding the rule of law. 

The bench pulled up the officer for trying to mislead the court by presenting a “meeting minutes” document as a justification for halting the demolition, asking, “Who authorized you to issue this document?”

The bench ordered the immediate sealing of 44 properties in the Meerut Central Market area and directed the state to manage the relocation of affected students and patients, emphasizing that executive officers cannot act in defiance of judicial orders.

Gujarat IPS Manoj Ninama takes VRS, likely to make electoral debut

Senior Gujarat-cadre IPS officer Manoj Ninama (IPS:2006:GJ) is currently in the news for taking voluntary retirement from the elite service just three months before his scheduled retirement. Ninama is said to have decided to leave the service to pursue a career in politics and participate in the local body elections. His resignation was approved by the state government. Ninama’s retirement was due on June 30.

Though he says he has not decided yet on contesting elections, he added that he would consider options if it goes well with his plans for community work.

Originally from a State Police Service, Ninama was promoted to the IPS and served as the IG in the traffic branch in Gandhinagar before opting for VRS.

The talk about his joining politics emanated as his decision comes weeks before polling for local bodies begins. There have been instances of former police officers joining politics, including P C Baranda from Aravalli, who later entered the state cabinet after electoral success in Gujarat.

He virtually belongs to a scheduled tribe and is looking for a platform to work on issues related to education, employment, and access to opportunities in tribal areas. He says if a suitable offer is made to him, he will consider it but not without taking feedback from different quarters before taking a call.

Ninama’s main concern now is to prepare youths in the tribal region for a better future. He even said that after holding discussions with other officers from tribal communities, he came to the conclusion that long years in service had limited impact on community advancement in terms of opportunities for youth. “Even after 30-35 years in service, the outcomes remain limited,” he said.

According to him, he aims to create a structured system that allows students from tribal areas to access guidance and resources in one place. To achieve this goal, Ninama has plans to set up training institutes at the taluka level to prepare candidates for competitive exams such as GPSC, UPSC, and police department recruitment.

He feels the need for focused institutions that can support students from these regions in preparing for govt services. Ninama is also inclined to join politics if a political outfit gives him a suitable offer, as he would then work for the community.

Haryana govt transfers 15 IAS officers

The Haryana government on Wednesday (April 9, 2026) carried out a significant bureaucratic reshuffle, transferring and assigning new responsibilities to 15 IAS officers across key departments.

Senior IAS officer Vineet Garg has been moved as Additional Chief Secretary, Printing and Stationery Department, while Anurag Agarwal and Vijayendra Kumar have been given additional charges in important departments.

Several other officers, including Rajeev Ranjan, Pankaj Agarwal, CG Rajini Kanthan and Saket Kumar, have also been reassigned or entrusted with additional responsibilities as part of the administrative overhaul.

Rajiv Ranjan Jha appointed PFC nominee director on REC board

REC Limited on Tuesday (April 7, 2026) announced that Rajiv Ranjan Jha, Director (Projects) at Power Finance Corporation (PFC), has been appointed as nominee director of PFC on the board of REC.

According to a regulatory filing, the Ministry of Power, through its order dated April 6, 2026, conveyed the approval of the competent authority for Jha’s nomination, which has come into effect from the same date.

The filing also stated that, as per Jha’s declaration, he is not debarred from holding the office of Director by virtue of any order passed by the Securities and Exchange Board of India (SEBI) or any other authority.

Jha has been associated with PFC since March 1997 and has been holding the charge of Director (Projects) since October 28, 2021.

ECI appoints M Sai Kumar as Tamil Nadu Chief Secretary

The Election Commission of India on Wednesday (April 8, 2026) removed Tamil Nadu Chief Secretary N Muruganandam (IAS:1991:TN) and appointed M Sai Kumar (IAS:1990:TN) as the new Chief Secretary. He is currently serving as Commissioner of Revenue Administration.

In another move, senior IPS officer Sandeep Mittal (IPS:1995:TN) has been posted as Director General of Police in charge of the Directorate of Vigilance and Anti-Corruption and Armed Police. He replaces Davidson Devasirvatham (IPS:1995:TN).

The Commission has asked the state government to implement the orders immediately.

It also said that officers who have been shifted should not be given any election duty till the poll process is over.

Earlier, on April 2, the Commission had transferred DGP G Venkatraman (IPS:1994:TN) and Sandeep Rai Rathore (IPS:1992:TN), who was DGP Training, was made DGP and Head of Police Force. Several other IPS officers were also shifted.

This is the second such action by the Commission in the current poll season. Earlier, within 24 hours of announcing the election schedule on March 15, it had transferred the Chief Secretary, Home Secretary, DGP and the Commissioner of Police of Kolkata in West Bengal.

Six trainee IAS get first field posting in Haryana after returning from LBSNAA

The Haryana government has often shown a tendency toward placing trainee bureaucrats in districts to ensure quicker administrative exposure soon after training. That is precisely the reason why it issued immediate posting orders for six trainee IAS officers of the 2025 batch.

All six officers have been assigned district-level responsibilities as Assistant Commissioners. According to the posting orders, Amitjeet Pangte has been posted as Assistant Commissioner of Nuh, Muskan Srivastava as Assistant Commissioner of Faridabad, Shivani Panchal as Assistant Commissioner of Kaithal, Soham Shailendra as Assistant Commissioner of Karnal, and Vishal Singh as Assistant Commissioner of Rohtak. Vivek Yadav is the new Assistant Commissioner of Hisar.

The Assistant Commissioner role is considered the first practical administrative assignment where officers get firsthand experience in governance at the district level.

This is their first field posting after completing foundational training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA). These early field assignments play a crucial role in preparing new recruits for larger responsibilities later on. Besides, the state sees the appointments as a way to strengthen district administration with newly inducted officers at the grassroots level.

All of these trainee bureaucrats had cleared the UPSC Civil Services Examination 2024 and had returned from the training. As per norms, newly inducted IAS officers undergo foundational and professional training at LBSNAA in Mussoorie, where they are prepared for district administration, public policy implementation, and governance challenges.

Getting field postings at an initial stage provides young officers with early exposure to governance at the grassroots level, which widens their understanding of the roles they are supposed to anchor later in their careers.
