2 IPS officers get two-year extension as CBI Joint Directors

The Appointments Committee of the Cabinet (ACC) has approved extension in the deputation tenure of two IPS officers serving as Joint Directors in the Central Bureau of Investigation (CBI).

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (May 6, 2026), Ghanshyam Upadhyay (IPS:1999:OR), Joint Director, CBI, has been granted a two-year extension in tenure from June 30, 2026 to June 29, 2028. With this, his total tenure in the agency will become seven years.

Similarly, Rajiv Ranjan (IPS:2005:SK), Joint Director, CBI, has also been given a two-year extension from May 31, 2026 to May 30, 2028. His overall tenure in the agency will also total seven years.

The Appointments Committee of the Cabinet (ACC) on Wednesday (May 6, 2026) approved five appointments and assignments at the level of Additional Secretary to the Government of India.

  1. Manish Bhardwaj (IAS:1997:GJ), presently serving as Secretary, National Disaster Management Authority (NDMA), Ministry of Home Affairs, has been appointed as Adviser in the Inter State Council Secretariat under the Ministry of Home Affairs in the rank and pay of Additional Secretary.
  2. Saurabh Vijay (IAS:1998:MH), presently posted in the cadre, has been appointed as Chief Executive Officer of the Unique Identification Authority of India (UIDAI) under the Ministry of Electronics and Information Technology in the rank and pay of Additional Secretary.
  3. Nilkanth S Avhad (IAS:1999:PB), presently serving in the cadre, has been appointed as Secretary, NDMA, Ministry of Home Affairs, has also been appointed in the rank and pay of Additional Secretary.
  4. Priyank Bharti (IAS:2001:PB), presently serving in the cadre, has been appointed as Additional Secretary in the Ministry of Electronics and Information Technology (MeitY). She will also hold the additional charge of Director General, National Informatics Centre (NIC).
  5. Richa Misra (IDAS:1996), presently serving in the cadre, has been appointed as Additional Secretary in the Department of Consumer Affairs under the Ministry of Consumer Affairs, Food and Public Distribution.

CIC recommends including sub-caste data in UPSC results to broaden reach of reservation benefits

In a significant development for better assessment of how the reservation policy benefits are distributed across different caste groups of future civil servants, the Central Information Commission (CIC) has suggested the Department of Personnel and Training (DoPT) to include sub-caste details in the final lists of the Civil Services Exam (CSE).

The commission underlined that adding sub-caste details alongside aggregated categories could help ensure that the benefits of reservation reach a wider and more diverse range of communities.

The CIC’s recommendation was made while disposing of an appeal by an RTI applicant seeking caste-wise details of candidates selected to the IAS through the 1995 CSE conducted by the Union Public Service Commission (UPSC).

The DoPT submitted that service allocation data is maintained only at the level of broad social categories such as SC, ST, and OBC and not at the sub-caste level, and records dating back to 1995 were not traceable.

The DoPT, however, added that the list of candidates allocated to services on the basis of CSE-2017 onwards is available on the department’s portal.

The CIC noted that while such detailed data was not available on record, there was a “plausible scope” for including sub-caste information in future disclosures.

Andhra IPS Vishal Gunni’s suspension to continue; HC stays CAT order for revocation

The Andhra Pradesh High Court has stayed the Central Administration Tribunal (CAT)’s orders revoking the suspension of senior IPS officer Vishal Gunni (IPS:2010:AP), saying a detailed hearing is necessary in the matter. The stay on the revocation of Gunni’s suspension will be in force till further orders, the High Court said.

The High Court bench comprising Justices Manavendranath Roy and Tuhin Kumar issued the stay order.

The CAT had directed the state govt to take Vishal back in service and pay him salary, including all allowances, for the suspension period. The state govt then moved the High Court, challenging CAT’s order. The IPS officer was suspended after being charged with illegal arrest and misuse of power following an alleged harassment of a Mumbai-based actress.

It was argued on behalf of the state govt that Gunni went to another state to arrest the actress even before the FIR was registered in the case. Describing it as serious misconduct, the govt argued that police could not proceed further in the investigation as the suspension orders were revoked by the CAT.

Gunni’s counsel said the petitioner acted upon the directions of his superiors and did not participate in the arrest of the actress.

After hearing the arguments, the HC bench stayed the CAT’s order for revocation of his suspension.

The matter was posted for further hearing on Aug 29.

Ex-CS KM Abraham steps down as CEO of Kerala Infrastructure Investment Fund Board

Just a day after the United Democratic Front (UDF)’s massive victory in the Assembly elections signaled a regime change in Kerala, K.M. Abraham (IAS:1982:KL), the long-time Chief Executive Officer (CEO) of the Kerala Infrastructure Investment Fund Board (KIIFB), resigned from the post. He handed over his resignation letter to outgoing Chief Minister Pinarayi Vijayan on Tuesday.

Abraham had also held the post of Chief Principal Secretary to Vijayan.

Mini Antony, posted as Additional CEO, will be holding charge of KIIFB for the time being.

A former Chief Secretary, Abraham has been KIIFB’s CEO since January 2018 after the Left govt led by Vijayan had decided to restructure KIIFB after coming to power in 2016.

The KIIFB was at the centre of the controversy over ‘off-budget borrowings’ with the Comptroller and Auditor General (CAG) and the Centre treating the borrowings as direct borrowings of the state.

The state govt, however, dismissed the charge, saying that the borrowings were not direct liabilities of the state but merely contingent ones.

Further, in the run-up to the Assembly elections, there were allegations that KIIFB funds were used to fund the publicity campaigns of the LDF.

Telangana govt appoints non-IAS to head TGSWREIS for the first time

The Telangana government has, for the first time, appointed a non-IAS officer as secretary in charge of the Telangana Social Welfare Residential Educational Institutions Society (TGSWREIS). It was not done due to magnanimity but because IAS officers were not keen on taking up the post.  

The order was issued on Monday placing K. Sarada, joint secretary of the TGSWREIS, in full additional charge of the Secretary, until a new incumbent/regular officer takes over the charge.

So far, the state govt used to appoint a senior IAS, IPS, IFS, or equivalent rank as the TGSWREIS Secretary. IPS officer RS Praveen Kumar, IAS officers Ronald Rose and Dr. E Naveen Nicolas have earlier served as Secretaries of the Society. But Sarada comes from an academic background.  

Since December 2023, when the Congress govt came into power in Telangana, six bureaucrats have been posted as the TGSWREIS Secretary. The last one was B Viziendira, who could not continue in the post due to various reasons and went on extended leave till May 15; the government appointed Sarada in between.

One of the main reasons behind appointing Sarada to the post is said to be pushing the centralised purchase of education kits—books, uniforms, stationery, blankets, shoes, and socks—through tenders for all welfare societies and the school education department. Previously, each institution conducted its own tenders at the district level through collectors and made purchases.

The state govt released the tender for 24 items worth Rs. 880 crore for the academic year 2026–27. As per reports, the selection of agencies for seven categories has already been completed.

Supreme Court to have 38 judges; Union Cabinet approves proposal

The Supreme Court of India is poised to have 38 judges instead of 34, including the Chief Justice of India (CJI). The Union Cabinet approved the proposal to increase the number of the apex court’s judges on Tuesday. The top court currently has a sanctioned strength of 34 judges, including the Chief Justice of India (CJI).

Union Minister for Information and Broadcasting Ashwini Vaishnaw informed the media, saying a Bill would be brought in the next session of Parliament to raise this strength by four.

This approval for more judges on the Supreme Court is coming after a six-year-long hiatus, as it was in 2019 when the Parliament had amended the Supreme Court (Number of Judges) Act, 1956, raising the sanctioned strength from 31 to 33 (excluding the Chief Justice of India).

This move is considered necessary to tide over the looming crisis of pendency of cases for years, which was further complicated after the pandemic when the facility of e-filing increased the inflow.

The current backlog stands at 92,385 cases and threatens to reach six figures even as the court is going into summer recess or ‘partial working days’ in June.

This Cabinet approval would require an amendment to the 1956 Act. Article 124(1) vests in Parliament the sole authority to increase the sanctioned strength of the Supreme Court. Once the amended law comes into force, the Supreme Court Collegium would recommend judges to the government for appointment to the top court.

At present, there are two vacancies in the Supreme Court that arose after former CJI Justice B.R. Gavai retired in November 2025 and Justice Rajesh Bindal completed his term in April 2026.

But this vacancy is going to increase as three more judges are scheduled to retire in 2026. Justices J.K. Maheshwari and Pankaj Mithal would complete their tenure next month in June, and Justice Sanjay Karol is due to retire in August 2026.

The number of judges has been increased numerous times through amendments in the Supreme Court (Number of Judges) Act with the last one effected in 2019, which increased the strength from 30 to 33, excluding the CJI.

The Central Board of Direct Taxes (CBDT) on Tuesday (May 5, 2026) carried out a major reshuffle in the Income Tax Department, transferring and posting 57 officers in the rank of Chief Commissioners of Income Tax (CCIT) and Director Generals of Income Tax (DGIT).

The transfer order was issued by the Department of Revenue under the Ministry of Finance with immediate effect.

Punjab govt transfers 2 DCs, 4 SSPs in key reshuffle

The Punjab government on Tuesday (May 5, 2026) carried out a key bureaucratic reshuffle, issuing transfer orders for eight officers, including two IAS, three IPS and three PPS officers.

Among IAS officers, Poonamdeep Kaur (IAS:2013:PB), Deputy Commissioner of Faridkot, has been transferred and posted as Deputy Commissioner, Sangrur. In a corresponding move, Rahul Chaba (IAS:2017:PB), Deputy Commissioner, Sangrur, has been transferred and posted as Deputy Commissioner, Faridkot.
