Rahul Gandhi registers dissent during meeting to select next CBI Director

Leader of Opposition Rahul Gandhi on Tuesday (May 12, 2026) strongly objected to the process for selecting the next CBI Director and submitted a formal dissent note during a meeting of the high-powered selection committee headed by Prime Minister Narendra Modi.

The committee, which also includes Chief Justice of India Surya Kant, met at the Prime Minister’s residence at 7, Lok Kalyan Marg. The tenure of current CBI Director Praveen Sood is ending on May 24, 2026.

In his dissent note, Gandhi alleged that the government had turned the selection exercise into a mere formality. He said he was not given a meaningful role in the process.

He also said important documents related to eligible officers, including self-appraisal and 360-degree evaluation reports, were not shared with him in advance.

According to Gandhi, he was expected to go through records of several officers during the meeting itself. He said this made any serious assessment impossible.

He further said that not sharing the documents affected the transparency and fairness of the selection process.

The Congress leader also accused the government of using the CBI against political opponents, journalists and critics. He said the Leader of Opposition was included in the selection committee to prevent “institutional capture” of the agency.

In his note, Gandhi said he could not support what he described as a “biased exercise”. He also said the Leader of Opposition cannot be treated as a “rubber stamp” in the appointment process.

The meeting lasted for more than an hour. Discussions were held on senior IPS officers shortlisted for the top post.

PESB recommends Paresh R Ranpara as Director (Personnel) of NHPC Limited

The Public Enterprises Selection Board (PESB) has recommended Paresh R Ranpara for appointment as Director (Personnel) of NHPC Limited. The recommendation was made following interviews conducted on May 12, 2026.

Ranpara is currently serving as Director (Human Resources), Grid Controller Of India Limited. His name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval, subject to vigilance clearance and other prescribed formalities.

The post of Director (Personnel) will fall vacant on June 1, 2026, following the superannuation of incumbent Uttam Lal on May 31, 2026.

The PESB had advertised the vacancy and invited applications from eligible candidates on October 21, 2025.

Public Sector Banks post record ₹1.98 lakh crore profit in FY26

Public Sector Banks (PSBs) delivered a strong financial performance during FY 2025–26, registering record profitability, improved asset quality and robust business growth.

According to official data, the aggregate business of PSBs rose by 12.8% year-on-year to ₹283.3 lakh crore as on March 31, 2026. Aggregate deposits increased by 10.6% to ₹156.3 lakh crore, while gross advances grew by 15.7% to ₹127 lakh crore.

The Retail, Agriculture and MSME (RAM) segments recorded healthy growth during the financial year. Retail advances grew by 18.1%, agriculture advances by 15.5% and MSME lending by 18.2%.

PSBs also reported major improvement in asset quality. Gross Non-Performing Asset (NPA) ratio declined to 1.93%, while Net NPA ratio fell to 0.39% as on March 31, 2026, marking historically low stressed asset levels. All PSBs maintained provisioning coverage ratio above 90%.

Fresh slippages declined further during FY26, with slippage ratio reducing to 0.7%. Total recoveries, including recovery from written-off accounts, stood at ₹86,971 crore.

Driven by improved credit growth and healthier balance sheets, aggregate operating profit of PSBs reached ₹3.21 lakh crore during FY26. Aggregate net profit increased by 11.1% year-on-year to a record ₹1.98 lakh crore, making it the fourth consecutive year of profitability for public sector banks.

The capital position of PSBs also remained strong. Aggregate Capital to Risk Weighted Assets Ratio (CRAR) improved to 16.6%, supported by retained earnings and capital raising worth ₹50,551 crore during the year. All PSBs remained well above the regulatory CRAR requirement of 11.5%.

Operational efficiency improved further, with the cost-to-income ratio improving to 49.67%, reflecting gains from technology adoption, digital transformation and better cost management.

The government stated that sustained banking sector reforms, improved governance standards, enhanced credit discipline and wider access to formal credit have strengthened the overall financial position of PSBs.

RECPDCL Expands Into Carbon Credit Sector With New EoI for Agencies

REC Power Development & Consultancy Limited (RECPDCL), a subsidiary of REC Limited, has invited expressions of interest (EoI) from agencies to support verification and validation work under the Indian Carbon Market.

The company plans to build a panel of agencies that can provide qualified professionals for carbon market assignments. The last date for bid submission is May 22, 2026.

RECPDCL is preparing to expand its business operations into carbon markets as an Accredited Carbon Verification Agency. Under the proposed arrangement, empanelled agencies will provide verifiers, sector experts, and technical professionals for different assignments linked to carbon credit mechanisms.

The EoI includes work under both compliance and offset mechanisms of the Indian Carbon Market.

For compliance mechanism assignments, agencies will help in verifying greenhouse gas emissions, greenhouse gas emission intensity, monitoring plans, greenhouse gas inventories, reported emissions data, emission factors, and calculation methods. The work will also include checking compliance with procedures under the Carbon Credit Trading Scheme.

The compliance mechanism mainly focuses on obligated industries that are covered under India’s carbon trading framework. Eligible sectors include aluminum, cement, chlor-alkali, fertilizer, iron and steel, petrochemical, petroleum refinery, pulp and paper, and textile industries.

Under the offset mechanism, agencies will support validation and verification of project activities carried out by non-obligated entities for carbon credit registration and issuance. The assignments may involve reviewing project design documents, baseline scenarios, technologies used, greenhouse gas quantification methods, monitoring reports, and approved methodologies.

The offset mechanism covers sectors such as energy, industries, agriculture, waste handling and disposal, forestry, transport, construction, fugitive emissions, solvent use, carbon capture utilization, storage, and other removal activities.

India has been steadily moving toward developing a structured carbon market system. In September last year, the Ministry of Environment, Forest and Climate Change constituted the National Designated Authority for implementing Article 6 of the Paris Agreement and supporting carbon market mechanisms.

Recently, the Central Electricity Regulatory Commission (CERC) also proposed a framework for the purchase and sale of carbon credit certificates under the Carbon Credit Trading Scheme, 2023.

Manoj Kumar Agarwal appointed West Bengal Chief Secretary

The West Bengal government on Monday (May 11, 2026) appointed senior IAS officer Manoj Kumar Agarwal (IAS:1990:WB) as the new Chief Secretary of the state.

He will succeed Dushyant Nariala (IAS:1993:WB), who had been serving as Chief Secretary since March 16, 2026, when the Election Commission of India appointed him to the post during the enforcement of the Model Code of Conduct.

Manoj Kumar Agarwal is currently serving as Chief Electoral Officer (CEO) and ex-officio Additional Chief Secretary in the Home and Hill Affairs (Election) Department.

Meanwhile, Dushyant Nariala has been appointed as Principal Resident Commissioner in New Delhi.

NCRB data testifies to UP’s zero-tolerance towards crime and criminals: DGP Rajeev Krishna

Uttar Pradesh Police chief Rajeev Krishna (IPS:1991:UP) said the state recorded a crime rate of only 180.2 against the national tally of 252.3, according to the National Crime Records Bureau (NCRB) data. He said that this improvement is the result of continuous and well-planned efforts of the state police force.

Krishna lauded Chief Minister Yogi Adityanath’s zero-tolerance policy against crime and criminals that is being implemented on the ground.

The DGP further said that the NCRB’s report for the year 2024 clearly establishes that crime rate is the only scientific and statistically appropriate basis for comparing crime among different states.

He said, “Over the last 9 years, modern police stations; active anti-Romeo squads; dedicated women’s help desks at every police station; fast-track courts providing quick justice to weaker sections; and strict action against organised crime have established the rule of law in the state, and NCRB data stands testimony to this.”

The DGP declared that any person can visit a police station and file a complaint without fear or hesitation in the state as the UP Police remain fully committed to this.

According to him, even the smallest complaints received through digital platforms are taken seriously and converted into FIRs wherever required. Higher registration reflects a more sensitive, accessible, and transparent police force.

He exuded satisfaction while saying that this is the culture Uttar Pradesh Police is building under the vision of CM Yogi.

Young IAS officer’s social media post triggers debate on bureaucratic reforms in Kerala

While the Congress-led United Democratic Front (UDF) is yet to form its government in the state, the Kerala bureaucracy has got busy discussing bureaucratic reforms in the state, thanks to its blueprint shared on social media by a young IAS officer on Sunday.

The young bureaucrat, Dilip K Kainikkara (IAS:2022:KL), proposed a series of long-term reforms, such as raising the retirement age, promoting nightlife, expanding English-medium education, and bifurcating large districts like Malappuram through a Facebook post.

Currently serving as Tirur Sub-Collector, Kainikkara’s post has triggered widespread discussion on the issue, evoking both support and criticism.

The officer points out that the newly elected govt has a rare opportunity to undertake long-term reforms that may face initial resistance but would ultimately benefit society.

Among the reforms he has proposed, in his post, is an increase in the retirement age from the present 56 years, as according to him, Kerala’s higher life expectancy and improved health indicators warranted a reassessment of the existing retirement structure.

Kainikkara says retiring employees at 56 and beginning pension payments immediately is not economically prudent, and raising the retirement age to at least 58 would help rationalise human resource management in government.

The young civil servant also wants the division of large districts, particularly Malappuram. His argument is that smaller districts would improve administrative efficiency and public access to government services.

This IIT Madras graduate says that an ideal district should roughly correspond to the size of a Lok Sabha constituency or around seven Assembly segments, though such restructuring would involve additional expenditure.

Among other proposals, Kainikkara bats for encouraging nightlife and related activities in the state to boost tourism and attract investment in the service sector.

He further suggested limiting Malayalam-medium education largely to the lower primary level while gradually transitioning upper primary, high school and higher secondary education to English-medium instruction. He argues such a shift would help prevent new social inequalities linked to language and access to education.

The young officer also calls for reforms in the school evaluation system, as he feels the current grading pattern has diluted academic standards. According to him, the practice of indiscriminate awarding of A grades should be discontinued, and grading should more accurately reflect students’ academic performance and learning outcomes.

Kainikkara does not stop here. He also urges a review of the unconditional all-pass policy in schools so that students could achieve basic educational competencies.

The Bihar government on Sunday (May 10, 2026) enacted major changes in the state police administration by issuing transfer and posting orders for 16 senior IPS officers. Among the key decisions, two officers have been assigned Director General of Police (DGP) rank in the departments where they were already serving.

With law and order emerging as a major focus area for the new government, senior IPS officer Sudhanshu Kumar (IPS:1996:BH) has been appointed as Additional Director General of Police (ADGP), Law & Order.

The names of the officers and their postings are as follows;
