Justice Meenakshi Madan Rai appointed next Chief Justice of Patna High Court

The Central government on Tuesday (June 2, 2026) notified the appointment of Justice Meenakshi Madan Rai of the Sikkim High Court as the next Chief Justice of the Patna High Court.

Notably, the Supreme Court Collegium had on May 22, 2026 recommended her name for appointment following the impending retirement of incumbent Chief Justice Sangam Kumar Sahoo, who is set to retire on June 4, 2026.

Born on July 12, 1964, Justice Rai completed her schooling in Gangtok and Kurseong before pursuing Political Science (Honours) at Lady Shri Ram College, Delhi University, on a merit scholarship from the Government of Sikkim. She later earned her LL.B. from the Campus Law Centre, Delhi University in 1989.

Before joining the Bench, she enrolled with the Bar Association of Delhi in 1990 and practised before the Delhi High Court and the Supreme Court as an Advocate-on-Record.

Justice Rai was appointed as a Judge of the Sikkim High Court on April 15, 2015, becoming the first woman from Sikkim to be elevated to the High Court Bench.

She has also served as Acting Chief Justice of the Sikkim High Court on multiple occasions and is currently serving as Executive Chairperson of the Sikkim State Legal Services Authority.

REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, the Maharatna CPSU under the aegis of Ministry of Power, handed over a project specific SPV (Special Purpose Vehicle) of InSTS Transmission Project of Karnataka under TBCB route viz, Mekhali Power Transmission Limited to the successful bidder i.e., M/s Dilip Buildcon Limited on 30th May 2026.

M/s Dilip Buildcon Limited emerged as the successful bidder through Tariff-Based Competitive Bidding (TBCB) process conducted by RECPDCL, the Bid Process Coordinator, for development of the transmission project on Build, Own, Operate & Transfer (BOOT) basis.

The SPV was handed over by Monisha Barua, GM & HoD, RECPDCL to Shree Dutta Tiwari, Vice President (Contracts), Dilip Buildcon Limited in the presence of Managing Director, KPTCL, Senior Officials of RECPDCL and Officials of Karnataka Power Transmission Corporation Limited. The implementation period of the project is 24 months.

The scheme broadly covers 400/220/33 kV AIS sub-station at Mekhali, 400 kV Double Circuit line of around 320 km from Mekhali to Yalawar & Mekhali to Dhoni, 220 kV Double Circuit line of around 130 km from Mekhali to Kuduchi, Aqueus & Mahilangapura and LILO of 220 kV Mekhali to Chikodi-Mughalkod Line, along with other associated works.

The scheme broadly covers establishment of 400/220/33 kV GIS sub-station at Hampapura, 400 kV Double Circuit line of around 299 km from Jagalur to Kadakola, 220 kV Double Circuit line of around 125 km from Hampapura to Nagamangala, Maddur, Tubinakere & Huygonahalli and LILO of 400kV DC Quad moose line from Jagalur-Kadakola to proposed 765/400kV CN’Halli Station, along with other associated works. 

Odisha IPS sparks online storm by criticising Indians’ conduct abroad

Senior Odisha cadre IPS officer Arun Bothra (IPS:1996:OD)’s outburst on social media criticising Indian travellers’ conduct abroad has sparked an online storm. Bothra has warned that the disruptive behavior of Indian tourists abroad could eventually result in stricter visa policies for Indian citizens. Bothra, in his post on X, admonishes that carrying an Indian passport is not just a privilege but also a responsibility and that Indian travellers should respect local laws, maintain public decorum, and be mindful of how their actions reflect on their country.

Bothra is currently posted as Additional DGP, CID Crime, and Transport Commissioner under the Odisha government. He opines that those whose conduct harms India’s image abroad should face consequences, and in serious cases temporary restrictions on foreign travel could be considered a deterrent.

Bothra clarified his stand, saying his concern was practical rather than symbolic, and warned that repeated incidents could influence how host countries view Indian travellers and potentially affect future travel policies.

“What worries me is that because of such uncouth behaviour, visa rules are getting tougher for all Indians. Thailand is a recent example,” he writes. 

Bothra does not stop here and goes on to express his concern over a growing number of viral videos showing Indians as desperate attention-seekers by engaging in bizarre activities at public spaces overseas, which he dubs “often for social media content.” According to him, such incidents can shape perceptions of Indian travellers and may contribute to tougher regulations for future visitors.

His remarks come amid the circulation of several videos showing groups of Indian tourists dancing or filming reels in public locations in countries including Vietnam and the US. The fact is this trend has triggered online discussion, with some users criticising such behaviour as disruptive and inconsiderate.

Such comments from a top-ranking bureaucrat have evoked mixed reactions, with some users agreeing that tourists should be more mindful of local norms, while others argued that isolated incidents should not be used to judge all Indian travellers.

New Kerala CM meets top bureaucrats to spell out administrative reforms in state

With the installation of the new UDF government under Chief Minister V D Satheesan, the Kerala bureaucracy enters a phase of a major administrative course correction. The new CM held a nearly two-hour-long meeting with the state’s top bureaucrats on Monday and spelled out his reform pitch.

The CM asked them to revisit outdated laws and make governance more responsive to changing economic and social realities by reducing delays in decision-making and improving coordination between departments.

The meeting, attended by IAS officers of the rank of Special Secretary and above, began with departmental secretaries briefing the CM about the functioning of their departments and the challenges they face. CM Satheesan laid out his expectations from the administrative machinery.

One of the key directions from the CM was the need to reform several laws that have remained largely untouched despite repeated calls. While detailing the policy direction of his govt, Satheesan said there was a need for timely and relevant amendments to legislation such as the Plantation Act, Land Reforms Act, and Paddy and Wetland Act.

The CM asked departmental secretaries to come up with concrete suggestions on reforms required to make these laws more relevant to present-day realities.

In order to encourage bureaucrats for decision-making, Satheesan assured them that his government would protect officials who took decisions in good faith as part of their official duties.

Another key issue addressed by the CM was the need for stronger coordination among departments. Satheesan said that lack of coordination often slows down governance and project execution. He reiterated that all proposals involving financial liabilities for the state should necessarily be routed through the finance department.

But in what could be described as one of the govt’s major administrative reform initiatives, Satheesan proposed reducing the multiple layers involved in file processing. The CM said an expert team of officers would soon be constituted to recommend ways to streamline file movement and speed up decision-making. The CM identified delays in land acquisition as one of the biggest reasons behind cost overruns in public projects leading to significant escalation in project costs and financial leakages.

Satheesan stressed the need to build stronger in-house technical capacities in order to reduce the state’s dependence on external agencies for preparing detailed project reports (DPRs).

Besides, Satheesan made special mention of the need for closer monitoring of govt litigation, for which he instructed departmental secretaries to ensure that govt pleaders keep them periodically informed about the status of court cases involving their departments.

Similarly, with regard to centrally sponsored schemes, Satheesan directed secretaries to closely monitor them and undertake a review of missions, technical support units, external agencies, and other special-purpose bodies that continue to function even after their original objectives have been achieved.

Apart from detailing policy bottlenecks, several secretaries used the meeting also to voice concerns regarding operational shortcomings within their departments, like insufficient office infrastructure and the basic facilities for senior officers, with the CM assuring them that such concerns would be looked into.

Seeram Sambasiva Rao appointed Kerala Excise Commissioner; IAS officers return to post after a decade

The Kerala government on Monday (June 1, 2026) appointed IAS officer Seeram Sambasiva Rao (IAS:2012:KL) as the new Excise Commissioner, marking a return to the practice of appointing IAS officers to the post after nearly a decade.

Rao had earlier served as Officer on Special Duty to former Chief Minister Pinarayi Vijayan. He will continue to hold his existing additional charges along with the new responsibility.

The appointment assumes significance as the post of Excise Commissioner had been held by IPS officers since 2016.

The move follows a recent directive of the Central Administrative Tribunal (CAT) on a petition filed by the Kerala IAS Association seeking a declaration that posts notified by the Union government as belonging to the Kerala IAS cadre should be occupied only by serving IAS officers.

Subsequently, the Tribunal held that key positions including Excise Commissioner, Director of the Kerala Institute of Local Administration (KILA) and Director General of the Institute of Management in Government (IMG) are cadre posts meant exclusively for serving IAS officers.

Following the ruling, Additional Director General of Police M R Ajith Kumar (IPS:1995:KL) was removed from the post of Excise Commissioner.

Kamlesh Kumar Pant gets additional charge of Himachal Pradesh Chief Secretary

The Himachal Pradesh government on Monday (June 1, 2026) entrusted senior IAS officer Kamlesh Kumar Pant (IAS:1993:HP) with the additional charge of Chief Secretary with immediate effect.

Pant, the senior-most IAS officer in the state cadre, is currently serving as Additional Chief Secretary (Revenue)-cum-Financial Commissioner (Revenue), Additional Chief Secretary (Forest, Home and Vigilance), and Chairman of the Himachal Pradesh State Pollution Control Board, Shimla.

He takes over the responsibility following the retirement of Sanjay Gupta (IAS:1988:HP), who had been functioning as acting Chief Secretary since October 2025 and was formally appointed as regular Chief Secretary only five days before his superannuation on May 31, 2026.

With the latest order, Pant will continue to hold his existing assignments in addition to discharging the responsibilities of the Chief Secretary.

Vidhi Kumar Birdi appointed IG in CRPF after Centre waives cooling-off period

Days after the Centre waived the mandatory cooling-off period of senior IPS officer Vidhi Kumar Birdi (IPS:2003:AGMUT), the Ministry of Home Affairs has appointed him as Inspector General (IG) in the Central Reserve Police Force (CRPF) on deputation basis.

According to an order issued by MHA on Monday (June 1, 2026), the competent authority approved the appointment of Birdi as Inspector General (Level-14 in the pay matrix) in the CRPF against an existing vacancy.

The order further requested that Birdi be relieved immediately to enable him to take up his new assignment at the Centre.

The appointment follows an order issued on May 30, 2026, in which the Appointments Committee of the Cabinet (ACC) approved the proposal of the Ministry of Home Affairs to waive Birdi’s mandatory cooling-off period for another central assignment.

Birdi had earlier been prematurely repatriated from the CRPF in September 2023 while serving as Inspector General and was sent back to his parent cadre for posting in Jammu & Kashmir.

Mahatme Sandeep Namdeo gets one-year extension as Joint Secretary in MHA

The central deputation tenure of Mahatme Sandeep Namdeo (IAS:2010:TR) as Joint Secretary in the Ministry of Home Affairs (MHA) has been extended by one year.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (June 1, 2026), the Appointments Committee of the Cabinet (ACC) approved the proposal of the Ministry of Home Affairs to extend his deputation tenure for a period of one year beyond May 9, 2026, or until further orders, whichever is earlier.

Notably, Namdeo has been serving in the Ministry of Home Affairs since April 13, 2026.

Before joining MHA, he was serving as Private Secretary to Rajiv Ranjan Singh, Union Minister for Panchayati Raj and Fisheries, Animal Husbandry and Dairying, a position he had held since August 2024.

Namdeo had originally joined Central deputation on May 9, 2021 as Deputy Secretary in the Department of Health and Family Welfare (DoHFW) for a tenure of four years.

Later, in August 2021, he was appointed as Private Secretary to Ashwini Vaishnaw, Union Minister for Communications. Subsequently, he moved to serve as Private Secretary to Rajiv Ranjan Singh before taking over his current assignment in the Ministry of Home Affairs.

SSB DG Sanjay Singhal granted Apex Pay Scale

Senior IPS officer Sanjay Singhal (IPS:1993:UP), Director General (DG) of the Sashastra Seema Bal (SSB), has been granted the Apex Pay Scale (Level-17 in the Pay Matrix).

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (June 1, 2026), the Appointments Committee of the Cabinet (ACC) approved the proposal of the Ministry of Home Affairs for the grant of Apex Pay Scale to Mr. Singhal.
