Centre transfers CBSE Chairman, repatriates Secretary amid OSM row; probe ordered

Centre Transfers CBSE Chairman, Repatriates Secretary

The Central government on Tuesday (June 2, 2026) transferred CBSE Chairman Rahul Singh (IAS:1996:BH) and prematurely repatriated CBSE Secretary Himanshu Gupta (IAS:2012:AGMUT) amid controversy surrounding the board’s new On-Screen Marking (OSM) system.

According to official orders, Rahul Singh has been transferred and posted as Additional Secretary in the Department of Agriculture & Farmers Welfare under the Ministry of Agriculture & Farmers Welfare.

Meanwhile, Himanshu Gupta has been prematurely repatriated to his parent cadre, the Ministry of Home Affairs, with the condition of extended cooling-off. As per the order, he will become eligible for another Central deputation only after December 12, 2030.

The government has also constituted an inquiry committee to examine the procurement process of the OSM facility.

S Radha Chauhan, Chairperson of the Capacity Building Commission (CBC), has been appointed as the sole member of the committee. She has been authorised to seek assistance from officers of other departments, while secretarial support will be provided by CBC.

The committee has been directed to submit its report to the Department of Personnel and Training (DoPT) within one month.

The development comes amid concerns over the functioning of CBSE’s digital evaluation and re-verification system.

On Tuesday, CBSE activated its re-verification portal for Class 12 students but later reported cyber threats and unusually high traffic on the platform. According to the board, the portal received nearly 15 lakh hits within two minutes and also recorded attempts at unauthorised access, which it attributed to malicious activity.

The board had introduced the On-Screen Marking system to improve transparency and streamline the marks verification and re-evaluation process.
