In a significant development, the Haryana government has effected drastic changes in the rules regarding the movement of files containing proposals of official foreign tours of administrative officers and employees.
Now, no department or officer will be allowed to directly send these files to the Chief Minister’s Office (CMO) for approval. Such files have to be mandatorily routed through the Chief Secretary (CS)’s office before being sent to the CM.
The Haryana govt’s Department of Personnel has also issued instructions to the Commissioner and Secretary of the Department of Foreign Cooperation that proposals for all foreign visits to be processed by the Department should also be mandatorily routed through the CS office.
The new rule will be applicable to All India Services (AIS) officers, Group A, B, C, D employees of the state, and officers of boards/corporations and statutory bodies. Their official foreign visits, study tours, training programs, international meetings, conferences and seminars will fall in this category.
After these changes, all the proposals will be scrutinized by the CS office considering various factors like the concerned officer’s eligibility, frequency of visit, requirement of visit and budget provisions.
The file will be sent to the CMO for final approval only after it is cleared by the CS office.
These changes were made after the state govt came to know that proposals for foreign delegations and visits were being sent directly to the CMO for approval by various departments, boards and corporations. It was realised that in the process, administrative oversight, adherence to rules and budgetary aspects were not being properly scrutinized.
