We often talk about commitment and development, but actions sometimes tell a different story. The case of Tripura puts things in perspective. Development of any state depends not only on politics but also on how the bureaucratic machinery functions.

The Chief Minister of Tripura, Manik Saha, has raised concerns over a trend where IAS officers do not return to the state after completing their central deputation. He has brought this matter to the attention of Prime Minister Narendra Modi, although he did not mention any specific names.

While central deputation is a normal part of an IAS officer’s career, the state government is facing problems when officers intentionally avoid returning. In many cases, officers are believed to be indirectly lobbying to continue their postings outside the state.

The Chief Minister raised this issue during the foundation stone-laying ceremony for a new Civil Service Officers’ Institute in Kunjaban. The state government hopes that improved infrastructure and facilities for officers will encourage them to continue serving in Tripura instead of seeking postings elsewhere.

The upcoming institute is being designed to provide better working conditions for civil servants and help reduce the tendency to seek assignments in metro cities. Despite the concerns, the Chief Minister also acknowledged the important role bureaucrats play in implementing government policies and driving the state’s development.

Tripura’s experience reflects a larger issue faced by many northeastern states, where bureaucrats often prefer to work in bigger cities due to better amenities and career prospects. The state is now trying to change that by making local postings more attractive.
