Senior IPS Vinaytosh Mishra given additional charge of Odisha DGP

Mishra’s interim appointment became necessary after the SC directed the UPSC not to finalise the selection of a regular DGP for Odisha till August 18.

Senior IPS officer Vinaytosh Mishra (IPS:1993:OD) will be in additional charge of Odisha DGP after the current incumbent Y B Khurania (IPS:1990:OD) retires on August 16.

The state government has issued an official notification appointing Mishra an interim DGP, saying he will remain in additional charge of DGP with effect from August 16, till further orders.

The state home department had given the proposal in this regard, which was approved by Chief Minister Mohan Charan Majhi.

The govt move was necessitated after a PIL was filed in the Supreme Court alleging that the state govt was trying to circumvent the apex court order on the DGP appointment by including an ineligible officer in the panel through hurried promotion.

Following it, the Supreme Court restrained the Union Public Service Commission (UPSC) from finalizing the selection of a regular Odisha DGP till August 18.

Thus, Mishra’s interim appointment comes amid judicial scrutiny over selection of a regular DGP.

Sources point out that he has been given the additional responsibility to ensure continuity in the leadership of the state police force after Khurania relinquishes office.

Mishra, currently posted as DIG of the CID (Crime Branch), is scheduled to retire in a few months from service. Originally from Madhubani in Bihar, he is an engineering graduate and holds a Master’s degree in Police Management (MDPM).

He identified cybercrime and narcotics as two major challenges before the state police.
