Govt takes tough stand on officials sending grievances directly to top offices

The government has sent out instructions to remind officials that there is an established channel for submitting representations. Any disgression will attract penal provision under the Service rules. In a circular, it is stated that even if a family member of an official does this, the same view will be taken.

With more and more officials bypassing the established pattern or bureaucratic chain of reporting, the central government has decided to send a strong message to them. The government has sent out instructions to remind officials that there is an established channel for submitting representations. Any disgression will attract penal provision under the Service rules. In a circular, it is stated that even if a family member of an official does this, the same view will be taken.

It is learnt that officials are repeatedly sending their grievances directly to the top offices or bosses, including to the Ministers concerned and even to the PMO. This bypasses the bureaucratic reporting process. Some of the complaints are also forwarded through MPs. Even Service Unions have apparently developed the tendency to bypass immediate authorities and write directly to the top offices
