Former ED Special Director Satyabrata Kumar takes VRS 11 years before retirement

Former ED Special Director Satyabrata Kumar has taken voluntary retirement more than 11 years before superannuation, triggering discussion in official circles.

After spending more than a decade investigating some of the country’s most high-profile money laundering and economic offences cases, former Enforcement Directorate (ED) Special Director Satyabrata Kumar (IRS-C&IT:2004) has opted for voluntary retirement more than 11 years before his scheduled superannuation, a move that has drawn attention within both enforcement and tax administration circles.

Kumar, a 2004-batch Indian Revenue Service (Customs and Indirect Taxes) officer, was serving as Commissioner of the Siliguri Appeals Commissionerate under the Central Board of Indirect Taxes and Customs (CBIC) when his request for voluntary retirement (VRS) was approved.

According to an order issued by the Office of the Principal Chief Commissioner of CGST and Central Excise, Kolkata Zone, his retirement has been accepted under the Central Civil Services (Pension) Rules, 2021. The order, based on a communication from the Central Board dated May 18, relieved him from service with effect from April 28, 2026.

What makes the development unusual is that Kumar was not nearing retirement. He would have ordinarily remained in service until July 2037.

Kumar spent more than 11 years on deputation with the ED and rose from Joint Director in Mumbai in 2013 to Special Director in December 2022. During his tenure, he handled or supervised several major investigations, including the Punjab National Bank fraud involving Nirav Modi and Mehul Choksi, the Vijay Mallya-Kingfisher Airlines case, the Yes Bank-DHFL money laundering probe involving Rana Kapoor, the Iqbal Mirchi case, and the Mahadev betting app investigation.

As Special Director, he initially headed the ED’s Western Region before being shifted to Kolkata in September 2024 to oversee the Eastern Region.

However, his tenure at the agency was cut short on May 30, 2025 when the Appointments Committee of the Cabinet (ACC) repatriated him to his parent cadre nearly 17 months before the scheduled end of his deputation in October 2026. Following his return, he was posted as Commissioner, Siliguri Appeals.

Less than a year later, Kumar has chosen to leave government service, bringing to a close a distinguished career that would otherwise have continued for another decade.
