Ex-IAS officer Parampal Kaur moves CAT to withdraw her resignation

Former IAS officer Parampal Kaur (IAS:2011:PB) has taken legal recourse to be allowed to withdraw her May 9 resignation from the IAS. She has moved the Central Administrative Tribunal (CAT) seeking directions to the Punjab Government and the Union Ministry of Home to allow her to withdraw her resignation and to treat her as having voluntarily retired.

Former IAS officer Parampal Kaur (IAS:2011:PB) has taken legal recourse to be allowed to withdraw her May 9 resignation from the IAS. She has moved the Central Administrative Tribunal (CAT) seeking directions to the Punjab Government and the Union Ministry of Home to allow her to withdraw her resignation and to treat her as having voluntarily retired. She also claimed all consequential benefits admissible under the VRS scheme from April 10 this year.

Parampal had resigned to contest the Lok Sabha election from Bathinda on BJP ticket. Now, she has alleged that she resigned under pressure from the Punjab Government as it was denying her no dues certificate/NOC even as she had already voluntarily retired from service vide order dated April 10.

The fact of the matter is she had submitted a request for voluntary retirement from the IAS due to personal and domestic reasons when she was Managing Director of Punjab State Industrial Development Corporation. But no action was taken by the Department of Personnel under the state government. She then approached the Ministry of Home and sought voluntary retirement as it is the cadre controlling authority. The Ministry of Home accepted her application for voluntary retirement.

Now, the twist is added. Prior to the voluntary retirement, she was allotted a government accommodation while being posted as Additional Deputy Commissioner of Bathinda. She needed to submit no dues certificate/NOC from the Bathinda Deputy Commissioner. But the government refused to grant the certificates citing an order dated May 8 this year. Now, to contest the Lok Sabha election she was left with no alternative but to resign from the IAS. So, she resigned on May 9.
