SC Collegium recalls recommendation to make Justice Jaswant Singh Orissa Chief Justice

On Wednesday (25.01.2023), the Supreme Court Collegium recalled its decision to appoint Justice Jaswant Singh as Chief Justice of the Orissa High Court. In its recommendation, the Collegium recommended that he instead be made Chief Justice of the Tripura High Court. At the moment, the Tripura high court has only one judge, who is serving as the acting chief justice.

As part of its September 28 recommendations, the Collegium also recommended transferring Orissa’s Chief Justice S. Muralidhar to the Madras High Court. As Justice Singh is no longer taking over in Orissa, it is possible that Justice Muralidhar will continue in his position. The Union government had kept the proposal on Justice Muralidhar’s transfer on hold.

In 1986, Justice Singh became an advocate and in 2007 was elevated to the bench as a judge in the Punjab and Haryana High Court. He was transferred to the Orissa High Court in 2021.

Assam: G P Singh appointed as next DGP

The Assam government of Saturday (28.01.2023) appointed senior IPS officer Gyanendra Pratap Singh (IPS:1991:AM) as the next Director General of Police (DGP) of the state. Presently, he is posted as Special DGP (Law and Order), will take over from Bhaskar Jyoti Mahanta (IPS:1988:AM), who retires at the end of this month.

Singh served as Inspector General of the National Investigation Agency on central deputation. While his tenure there was to end in November 2020, he was abruptly recalled in December 2019 as ADGP (Law & Order) to quell violent protests opposing the Citizenship Amendment Act in Assam. He was also a part of the Special Protection Group (SPG) earlier.

Chhattisgarh: Twelve IAS officers shifted

The Chhattisgarh government on Friday (27.01.2023) issued transfer and posting orders for twelve IAS officers across the state.

The names of the officers and their postings are as follows:

  1. Janak Prasad Pathak (IAS:2007:CG), Special Secretary, Forest with additional charge of Director, Food, Civil Supplies and Consumer
    Affairs has been relieved of the charge of Director, Food, Civil Supplies and Consumer Affairs and given additional charge of Special Secretary (Independent Charge), Housing and Environment Department.
  2. Dr. Tamboli Ayyaj Fakir Bhai (IAS:2009:CG), Special Secretary, Agriculture Department with additional charges of Nodal Officer, Narva, Garuva, Ghurva, Badi and Chhattisgarh Godhan Nyaya Yojana, Incharge Officer, Mati Pujan Abhiyan, Director, Urban Administration and Development and Member Secretary, Narwa Mission and Director, Agriculture has been relieved of the charges of Director, Agriculture and Director, Urban Administration and Development. He has been given additional charge of Special Secretary (Independent Charge), Urban Administration and Development.
  3. Ranu Sahu (IAS:2009:CG), Collector, Raigarh has been transferred and posted as Director, Agriculture Department with additional charge
    of Joint Secretary, Agriculture Department and Managing Director, CG State Mandi Board and Incharge Officer, Yuva Mitan Club.
  4. Padum Singh Alma (IAS:2010:CG), Managing Director, CG State Mandi Board has been transferred and posted as Collector, Bemetara.
  5. Saransh Mittar (IAS:2010:CG), Managing Director, CG Road and Infrastructure Development Corporation with additional charges of Managing Director CG Industrial Development Corporation and Nodal Officer, PM Gati Shakti Yojana has been given additional charge of CEO, CG Infotech Promotion Society (CIPS), Raipur.
  6. Jitendra Kumar Shukla (IAS:2011:CG), Collector, Bemetara has been transferred and posted as Joint Secretary, Housing and Environment Department with additional charge of Director, Food, Civil Supplies, and Consumer Affairs.
  7. Remijius Ekka (IAS:2011:CG), Secretary, Chhattisgarh State Election Commission with additional charge of Joint Secretary, Urban Administration & Development has been given additional charge of Director, Urban Administration & Development.
  8. Taran Prakash Sinha (IAS:2012:CG), Collector, Janjgir-Champa has been transferred and posted as Collector, Raigarh.

Two Additional Judges appointed to Andhra Pradesh HC

The Union government on Tuesday (24.01.2023) notified appointment of two Judicial Officers as Additional Judges of the Andhra
Pradesh High Court. They have been appointed for a period of two years with effect from the date they assume charge of their respective offices.

Neela Kedar Gokhale appointed as Additional Judge of Bombay HC

The Union government on Tuesday (24.01.2023) issued a notification for the appointment of Advocate Neela Kedar Gokhale as Additional Judge of the Bombay High Court for a period of two years. The Supreme Court Collegium on January 10 approved the proposal to elevate Advocate Neela Kedar Gokhale as Additional Judges of the Bombay High Court and sent the recommendation to the President.

Vivek Chandrakant Tongaonkar selected as Director (Finance), Mangalore Refineries & Petrochemical Ltd

Vivek Chandrakant Tongaonkar has been selected for the post of Director (Finance), Mangalore Refineries & Petrochemical Ltd. (MRPL) at a Public Enterprises Selection Board (PESB) meeting held on January 25, 2023. Presently, he is working as Executive Director, Oil & Natural Gas Corporation Limited (ONGC).

He will be appointed to the post of Director (Finance) of MRPL receiving vigilance clearances and an approval from the Appointments Committee of the Cabinet.

Rahul Kapoor gets extension as Director in MoHUA

The central deputation tenure of Rahul Kapoor (IRAS:2002) as Director in the Ministry of Housing and Urban Affairs (MoHUA) has been extended for a period of one year. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (27.01.2023), the Appointments Committee of the Cabinet has approved the proposal of the MoHUA to extend the tenure of Mr. Kapoor for a period of one year beyond 14.01.2023 and upto 14.01.2024 or until further orders, whichever is earlier.

Shailesh Kumar Singh gets addl. charge of Secretary of Ministry of Panchayati Raj

Shailesh Kumar Singh (IAS:1991:JH), Secretary, Department of Rural Development, has been given additional charge of Secretary, Ministry of Panchayati Raj. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (27.01.2023), the competent authority has approved the assignment of additional charge to Mr. Singh from 28.01.2023 to 12.02.2023 during the period of absence on leave of Sunil Kumar (IAS:1987:UP).
