GS Rawat and AK Sood named Dy. MDs of NABARD

The central government has appointed Goverdhan Singh Rawat and Ajay Kumar Sood to serve as Deputy Managing Directors (DMDs) at the National Bank for Agriculture and Rural Development (NABARD). This appointment follows the approval of the proposal by the Department of Financial Services, as conveyed in an order issued by the Department of Personnel and Training (DoPT) on Saturday, November 4, 2023.

Their appointments will be effective from the date they assume office or until further directives are issued, whichever occurs earlier. Mr. Rawat’s appointment is for a term of five years, while Mr. Sood will serve until his superannuation on August 31, 2027.

Both Mr. Rawat and Mr. Sood previously held the position of Chief General Managers at NABARD.

Prakash Kumar appointed as Deputy Managing Director, SIDBI

Prakash Kumar, presently holding the position of Chief General Manager (CGM) at the Small Industries Development Bank of India (SIDBI), has been appointed as the Deputy Managing Director (DMD) in SIDBI for a term of three years. This appointment has been granted approval by the Appointments Committee of the Cabinet, as confirmed in an order released by the Department of Personnel and Training (DoPT) on Saturday, November 4, 2023.

Mr. Kumar’s tenure in this role will commence from the date he takes charge or until any further instructions are issued, whichever occurs earlier. This appointment underscores the Department of Financial Services’ initiative to appoint him to the post for a duration of three years.

MK Pandey gets extension as Joint Secretary, Ministry of Corporate Affairs

The central deputation tenure of Manoj Kumar Pandey (IRS-IT: 1992) as Joint Secretary in the Ministry of Corporate Affairs has been extended for an additional one year. This extension has been granted as per the approval of the Appointments Committee of the Cabinet, as outlined in an order issued by the Department of Personnel and Training (DoPT).

Mr. Pandey’s deputation tenure will now continue for an extra year beyond October 20, 2023, or until any further instructions are issued, whichever takes place earlier.

IPS Pravin Madhukar Pawar appointed as Joint Director, CBI

Pravin Madhukar Pawar (IPS:2003:KN) has been appointed as the Joint Director in the Central Bureau of Investigation (CBI) for a term of five years. This appointment has received approval from the Appointments Committee of the Cabinet, as stated in an order issued by the Department of Personnel and Training (DoPT).

Mr. Pawar’s appointment will become effective from the date he assumes office, and he will serve in this capacity for a period of five years or until further directives are issued, whichever transpires earlier.

Three officers appointed as Deputy DG, NCB

Three officers, including Neeraj Kumar Gupta, have been appointed to serve as Deputy Director Generals within the Narcotics Control Bureau (NCB) for a duration of five years. This appointment has received approval from the Appointments Committee of the Cabinet, as detailed in an order issued by the Department of Personnel and Training (DoPT).

These appointments are made on a deputation basis and will come into effect from the date the officers assume their respective posts. They will continue in these roles for a period of five years or until any further directives are issued, whichever occurs earlier.

Centre effects a major reshuffle at Additional Secretary level

The Appointments Committee of the Cabinet (ACC) on Monday (06.11.2023) gave its approval for a significant reshuffle of IAS and IRS officers holding the rank of Additional Secretary. As part of this reshuffle, four officers have been in-situ promoted to the position of Additional Secretaries.

The name of these officers are as follows;

  1. Anurag Agarwal (IAS:1990:PB) has been appointed as Additional Secretary & Financial Advisor, Ministry of External Affairs. Presently, he is serving in the cadre. He will replace Vibhu Nayar (IAS:1990:TN) upon his appointment as OSD, Ministry of Tribal Affairs.
  2. Rupinder Brar (IRS-IT:1990) has been appointed as Additional Secretary, Ministry of Coal. Presently, she is serving in the cadre
  3. Deepti Gaur Mukerjee (IAS:1993:MP) has been appointed as Additional Secretary, Department of Health & Family Welfare. Presently, she is serving in the cadre
  4. Pallavi Jain Govil (IAS:1994:MP) has been appointed as Director General of Hydrocarbons, Ministry of Petroleum & Natural in the rank and pay of Additional Secretary. Presently, she is serving in the cadre.
  5. Sudeep Jain (IAS:1994:TN) has been appointed as Additional Secretary, Ministry of New & Renewable Energy. Presently, he is serving in the cadre
  6. Amit Kumar Ghosh (IAS:1994:UP) has been appointed as Additional Secretary, Department of Social Justice & Empowerment.
  7. Niraj Verma (IAS:1994:AM) has been appointed as Administrator, Universal Service Obligation Fund, Department of Telecommunications in the rank and pay of Additional Secretary.
  8. Abhishek Singh (IAS:1995:NL) has been appointed as Additional Secretary, Ministry of Electronics & Information Technology. The officer will continue to hold the additional charge of the post of Chief Executive Officer, Karmayogi Bharat.
  9. Shakil P Ahamed (IAS:1995:AM) has been appointed as Additional Secretary & Financial Advisor, Ministry of Textiles. Presently, he is serving in the cadre.
  10. Hitesh Kumar S Makwana (IAS:1995:TN) has been appointed as Surveyor General of India, Survey of India, Department of Science & Technology in the rank and pay of Additional Secretary by keeping the Recruitment Rules for the post in abeyance. Presently, he is serving as Additional Secretary, Department of Home, Ministry of Home Affairs.
  11. Gitanjali Gupta (IAS:1996:AGMUT) has been appointed as Additional Secretary, NITI Aayog. Presently, he is serving as Managing Director, Tribal Co-operative Marketing Development Federation of India, Ministry of Tribal Affairs.
  12. Caralyn Khongwar Deshmukh (IAS:1996:MP) has been appointed as Additional Secretary, Department of Rural Development. Presently, he is serving in the cadre.
  13. Ritvik Ranjanam Pandey (IAS:1998:KN) has been appointed as Officer on Special Duty for Advance Cell of 16th Finance Commission, Department of Economic Affairs in the rank and pay of Additional Secretary by temporarily upgrading a vacant post of Deputy Secretary/Director in the Department
  14. Rajeev Kumar Mital (IAS:1998:MH) has been appointed as Additional Secretary & Financial Advisor, Department or Atomic Energy. Presently, he is serving in the cadre.
  15. Srikant Nagulapalli (IAS:1998:AP) has been appointed as Additional Secretary, Ministry of Power. Presently, he is serving as Joint Secretary, Cabinet Secretariat.
  16. Rahul Sharma (IAS:1998:JH), Joint Secretary in the Ministry of Ayush, has been appointed as Additional Secretary, Cabinet Secretariat.
  17. Manmeet Kaur Nanda (IAS:2000:WB), Joint Secretary in the Department for Promotion of Industry & Internal Trade (DPIIT), has been appointed as Joint Secretary, Cabinet Secretariat.

  1. Aneeta C Meshram (IAS:1996:UP) has been upgraded and appointed as Additional Secretary, Department of Fertilizers.
  2. Pankaj Kumar Bansal (IAS:1997:TN) has been upgraded and appointed as Additional Secretary, Ministry of Cooperation.
  3. Vishal Chauhan (IAS:1998:SK) has been appointed as Member (Admin), National Highways Authority of India in the rank and pay of Additional Secretary.
  4. Akash Tripathi (IAS:1998:MP) has been appointed as CEO, MyGov, Ministry of Electronics & Information Technology in the rank and pay of Additional Secretary.

Collegium recommends 3 Judges for Supreme Court

The Supreme Court collegium on Monday made recommendations for the appointment of three High Court Chief Justices as judges in the top court. The proposed names for elevation to the Supreme Court are Chief Justices Satish Chandra Sharma of the Delhi High Court, Augustine George Masih of the Rajasthan High Court, and Sandeep Mehta of the Gauhati High Court. This decision was reached during a meeting of the collegium held on Monday evening.

The Supreme Court collegium, comprising Chief Justice of India Dhananjaya Y Chandrachud and Justices Sanjay Kishan Kaul, Sanjiv Khanna, BR Gavai, and Surya Kant, carefully evaluated the qualifications, integrity, and competence of eligible Chief Justices and senior judges of High Courts, taking into account various factors.

The resolution issued by the collegium pointed out that the Supreme Court, with a sanctioned strength of 34 judges, currently has three vacancies. Given the significant influx of filings and the accumulation of pending cases, the collegium emphasized the necessity for the Supreme Court to operate with its full complement of judges.

“The Supreme Court has a huge backlog of cases. In view of the ever-mounting pendency of cases, the workload of judges has increased considerably. Bearing in mind the above, it has become necessary to ensure that the Court has full working judge strength leaving no vacancy at any point in time. Bearing in mind the above, the Collegium has decided to fill up all three existing vacancies by recommending names,” stated the resolution.

UP: Two IPS Officers set to be promoted to ADG, 40 to get DIG Rank

The Uttar Pradesh government has bestowed a significant advancement upon senior IPS officers. Two IPS officers from the 1999 batch will be promoted from the rank of IG to ADG, while 40 senior IPS officers from the 2010 batch will ascend to the rank of DIG.

Heeralal Samariya took oath as new Chief Information Commissioner

Heeralal Samariya (Retd.IAS:1985:TG), was officially sworn in as the Chief of the Central Information Commission (CIC) on Monday, in the presence of President Droupadi Murmu. Later in the day, two new Information Commissioners, Anandi Ramalingam and VK Tiwari, also took their oaths.

Samariya, a former IAS officer from the Telangana cadre, who had retired as the Secretary of the Ministry of Labour and Employment, initially assumed the role of Information Commissioner in 2020. His tenure was set to conclude on Monday, along with two other Information Commissioners, Saroj Punhani and Uday Mahurkar.

Anandi Ramalingam, prior to her appointment as Information Commissioner, held the position of Chairman and Managing Director (CMD) at Bharat Electronics Limited. VK Tiwari, an officer from the Indian Forest Service (IFS) of the 1986 Himachal Pradesh cadre, served as the Principal Chief Conservator of Forests, heading the HP forest department.

The vacancy in the Chief Information Commissioner’s position arose following the completion of YK Sinha’s term on October 3. It’s noteworthy that the Commission is led by the Chief Information Commissioner and can have a total of up to 10 Information Commissioners.

8 IPS Officers set to become IGs in New Year

A total of eight IPS officers from the 2006 batch, presently holding the position of Deputy Inspector General (DIG), are scheduled to be promoted to the rank of Inspector General (IG) effective from January 1, 2024.
