Ajit Doval gets third term as National Security Adviser

Former IPS officer Ajit Doval (Retd. IPS:1968:KL) has been appointed as the National Security Advisor for a third time. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (13.06.2024), the Appointments Committee of the Cabinet has approved the appointment Ajit Doval to the post with effect from 10.06.2024. His appointment will be co-terminus with the term of Prime Minister or until further orders, whichever is earlier.

During the term of his office, Doval will be assigned the rank of Cabinet Minister in the Table of Precedence, as per the order, and the terms and conditions of his appointment will be notified separately.

Senior IAS officer Mohammad Mustafa (IAS:1995:UP), currently serving as Principal Secretary, Public Enterprises, has requested voluntary retirement citing personal reasons. Mustafa returned from central deputation in August 2020 and was subsequently posted as Labour Commissioner. After serving in that position for about a year, he was appointed Principal Secretary, Public Enterprises in September 2021, since then he has been serving in that role.

Chandigarh: UT administration seeks panel of names for Home Secretary’s post

The UT administration has requested a panel of names from the Haryana government to replace Home Secretary Nitin Yadav (IAS:2000:HY) to begin the approval process with the Ministry of Home Affairs (MHA). It is noteworthy that the Appointments Committee of the Cabinet approved Yadav’s appointment to the new post of Joint Secretary in the Department of Commerce, Ministry of Commerce and Industry, on May 30. Although his three-year term was to end in September 2024, Yadav is expected to be relieved of his duties next week.

Since the selection process for the new UT Home Secretary is still in its early stages, there is a possibility that the additional charge of this post may be handed over to the Adviser to the UT Administrator once Nitin Yadav is relieved of his duties as Home Secretary.

Chandigarh: Punjab sends three names for UT Finance Secretary’s post

The Punjab government on June 7 sent a panel of three IAS officers to the UT administration to replace Finance Secretary Vijay Namdeorao Zade (IAS:2002:PB), who is set to be relieved anytime soon.

The officers in the running for the UT Finance Secretary post are:

  1. Amit Dhaka (IAS:2006:PB)
  2. Amit Kumar (IAS:2008:PB)
  3. Mohammed Tayyab (IAS:2007:PB)

The UT administration will forward its preference to the Ministry of Home Affairs (MHA) for the central government’s approval.

Tenure of Zade with UT was to end on May 19, but a month’s extension was given in view of Lok Sabha election as he was also the Chief Electoral Officer, Chandigarh. He had joined the UT in May 2021.

Sanjeev Rastogi selected as Director (Production), Braithwaite & Co Ltd

Sanjeev Rastogi has been selected as Director (Production), Braithwaite & Co Limited at a Public Enterprises Selection Board (PESB) meeting held on June 12, 2024. Presently, he is serving as General Manager (Capex), Bharat Heavy Electricals Limited (BHEL).

He will be appointed to the post of Director (Production) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 6 applicants were interviewed in the selection meeting:

Manish Joon appointed Deputy Secretary, MoHUA

Manish Joon (ISS:2015), who was recommended for central deputation by the Ministry of Statistics & Programme Implementation, has been selected for appointment as Deputy Secretary in the Ministry of Housing & Urban Affairs (MoHUA), Delhi for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (12.06.2024), the central government has approved the appointment of Manish Joon to the post under the central staffing scheme for four years or until further orders.

Niraj Kumar (IRS-IT:2009), who was recommended for central deputation by the Department of Revenue, has been selected for appointment as Director in the Ministry of Information & Broadcasting (MoIB), Delhi for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (12.06.2024), the central government has approved the appointment of Niraj Kumar to the post under the central staffing scheme for five years or until further orders.

The Kerala government on Monday (10.06.2024) issued transfer and posting orders for 13 IAS officers across the state.

The names of the officers and their places of postings are as follows;

  1. Rajan N Khobragade (IAS:1994:KL), Additional Chief Secretary, Health and Family Welfare department, will hold the full additional charge of the Cultural Affairs department, in addition to the existing additional charges.
  2. Rathan U Kelkar (IAS:2003:KL), Secretary, Electronics and Information Technology department, will hold the full additional charge of the Cooperation department, in addition to the existing additional charges.
  3. Pranabjyoti Nath (IAS:2005:KL), Secretary, Sports and Youth Affairs department, will hold the full additional charge of the Minority Welfare department, in addition to the existing additional charges.
  4. MG Rajamanickam (IAS:2008:KL), Principal Director, Local Self-Government department, has been transferred and posted as Secretary, Revenue (Devaswom) department. He will hold the fuIl additional charge of the post of Mission Director, AMRUT.
  5. S Harikishore (IAS:2008:KL), Director, Industries and Commerce department, has been transferred and posted as Secretary, Information and Public Relations department. He will hold the full additional charges of the post of Director, Industries and Commerce department, and that of the Managing Director, Kerala State Industrial Development Corporation Ltd.
  6. Anupama TV (IAS:2010:KL) has been posted as Special Secretary, Local Self Government department.
  7. Seeram Sambasiva Rao (IAS:2012:KL) has been transferred and posted as Principal Director, Local Self-Government department. He will also hold the full additional charge of the post of Director, Survey and Land Records department.
  8. Haritha V Kumar (IAS:2013:KL), Director, Mining and Geology department, is transferred and posted as Director, Women and Child Development department.
  9. VR Premkumar (IAS:2014:KL), Additional Secretary and Additional Chief Electoral officer, Election department, has been appointed as Managing Director, Kerala Water Authority.
  10. Dinesan Cheruvat (IAS), Joint Managing Director, Kerala Water Authority, is transferred and posted as Director of Panchayats.
  11. Suraj Shaji (IAS:2019:KL), General Manager, Kerala State Civil Supplies Corporation, is transferred and posted as Director of Urban Affairs. The officer will hold the full additional charge of the post of Chief Executive Officer, Life Mission.
  12. Binu Francis (IAS), Deputy Secretary & Director, Programme Implementation, Evaluation and Monitoring Department, is being appointed as Joint Managing Director, Kerala Water Authority. He will hold the full additional charge of the post of Executive Director, Kerala Rural water supply and Sanitation Agency (Jalanidhi).
  13. Harikumar K (IAS), Deputy Secretary, Scheduled Castes and Scheduled Tribes Development department, is transferred and posted as Director, Mining & Geology Department. He will hold the full additional charge of the post of Deputy Secretary & Director, Programme Implementation, Evaluation and Monitoring Department.

Telangana : Major bureaucratic reshuffle expected soon, CMO prepares list

The Telangana government is likely to undertake a major reshuffle of IAS officers this this week right from district collectors to special chief secretaries to a new Chief Secretary. The Chief Minister’s Office (CMO) has already prepared proposal for shifting many officers.

This will be the first significant reshuffle of IAS officers since the Congress came into power in December 2023. Chief Minister A Revanth Reddy is expected to make the final decision within a day or two. Since Revanth assumed office six months ago, only a minor reshuffle involving about a dozen officers has taken place. A comprehensive reshuffle was previously delayed due to the model code of conduct in place for the Lok Sabha and MLC elections. With the model code of conduct now ended, the focus has returned to the IAS reshuffle.

Mr. Vishal Dev (IAS:1996:OR), Principal Secretary in the Finance Department with additional charges of Principal Secretary, Energy and the Chairman of GRIDCO, has been given additional charge of Principal Secretary in the Department of Electronics and Information Technology following the resignation of Manoj Kumar Mishra (IRTS:2000).

Mishra was appointed to the post on a contractual basis by the Naveen Patnaik-led BJD government after he resigned from the Indian Railway Traffic Service (IRTS) in 2022. He resigned from his position on June 4, the day the Odisha assembly election results were announced.
