Odisha: Sanjay Kumar Singh appointed Principal Secretary of Works Department

In a minor bureaucratic reshuffle, the Odisha government on Friday (09.05.2025) appointed senior IAS officer Sanjay Kumar Singh (IAS:1997:OR) as the new Principal Secretary, Works Department. He replaces Vir Vikram Yadav (IAS:1996:OR), who has been relieved of his duties to take up his new assignment with the central government.

According to a notification issued by the General Administration & Public Grievance (GA&PG) Department, Singh—currently serving as Principal Secretary of the Rural Development Department—will now head the Works Department. In addition, he will continue to hold his current additional charges as Principal Secretary of the Information & Public Relations Department and the Food Supplies & Consumer Welfare Department.

Meanwhile, IAS officer Yamini Sarangi (IAS:2006:OR), who is presently the Commissioner of Commercial Taxes & GST and Special Secretary of the Finance Department, has been given the additional charge of Commissioner-cum-Secretary, Rural Development Department.

The outgoing Principal Secretary of the Works Department, Vir Vikram Yadav, has been formally relieved with immediate effect. He is set to join his new posting as Additional Secretary in the Ministry of Environment, Forest & Climate Change, Government of India, New Delhi.

12 more officers appointed as district mentors in J&K amid border tensions

In view of the prevailing situation along the Indo-Pak border in Jammu & Kashmir, the Union Territory Government has appointed 12 more officers—9 from the Indian Administrative Service (IAS), one from Indian Forest Service (IFS) and two from the Jammu and Kashmir Administrative Service (JKAS)—as District Mentors across various regions of the Union Territory.

On Thursday, eight IAS officers were deputed to eight districts as mentors. These officers are tasked with overseeing administrative preparedness and supporting local governance in light of heightened tensions along the western border.

Shantmanu (IAS:1991:AGMUT), Financial Commissioner (Additional Chief Secretary), Higher Education Department, has been appointed as the mentor for Srinagar district. H Rajesh Prasad (IAS:1995:AGMUT), Principal Secretary, Power Development Department, will oversee Budgam, while Santosh Dattatraya Vaidya (IAS:1998:AGMUT), Principal Secretary, Finance Department, has been deputed to Pulwama.

Brij Mohan Sharma (IFoS:1995:AGMUT), Principal Secretary, Department of Culture, has been assigned to Ramban, and Saurabh Bhagat (IAS:2002:AGMUT), Commissioner/Secretary, Science and Technology Department, will mentor Ganderbal district. Sheetal Nanda (IAS:2006:AGMUT), Commissioner/Secretary, Department of Forest, Ecology and Environment, has been appointed for Udhampur.

Neeraj Kumar (IAS), Administrative Secretary, Transport Department, will serve as the mentor for Kulgam, while Prasanna Ramaswamy G (IAS:2010:AGMUT), Secretary, Tribal Affairs Department, has been assigned to Shopian.

Additionally, Talat Parvez Rohella (IAS:2010:AGMUT), Secretary, Planning, Development & Monitoring Department, will oversee Doda, and Mohammad Aijaz (IAS:2012:AGMUT), Secretary, Rural Development & Panchayati Raj Department, has been assigned to Kishtwar.

Two JKAS officers are also part of the new mentor appointments. Zubair Ahmad, Commissioner/Secretary, Food, Civil Supplies and Consumer Affairs, will mentor Anantnag district, while Babila Rakwal, Commissioner/Secretary, Cooperative Department, has been appointed for Reasi.

REC Profit at Rs. 15,713 Crore for FY25

In his first media interaction as Chairman and Managing Director (CMD) of REC Limited, Jitendra Srivastava (IAS:2000:BH) led the board of directors on Thursday in unveiling the company’s financial results for the March quarter (Q4FY25), reporting a consolidated net profit of Rs. 4,236 crore—marking a 5.5% year-on-year increase from Rs. 4,016 crore.

REC Ltd, a Maharatna public sector enterprise under the Ministry of Power and a leading financial institution in the power sector, saw robust operational growth across parameters. Net interest income (NII) rose sharply by 37.6% YoY to Rs. 5,877 crore in Q4 FY25, compared to Rs. 4,272.5 crore in the same period last year.

The company’s standalone financial performance for Q4 FY25 highlighted:

  • Disbursements surged 16% to Rs. 45,538 crore.
  • Net profit rose 5% to Rs. 4,236 crore.
  • Total income jumped 24% to Rs. 15,174 crore.
  • Net interest margin improved slightly to 3.64% from 3.60%.

For the full financial year (12M FY25), REC reported:

  • Disbursements of Rs. 1.91 lakh crore, up 18% from Rs. 1.61 lakh crore.
  • NII stood at Rs. 19,878 crore, a 27% rise from the previous year.
  • Annual net profit increased by 12% to Rs. 15,713 crore.
  • Total income rose by 19% to Rs. 55,980 crore.
  • Net interest margin expanded to 3.63%.

This strong financial showing has been attributed to increased disbursements, recalibrated interest rates on loan assets, and prudent cost management strategies. Earnings per share (EPS) rose to Rs. 59.55 (annualized) for FY25, compared to Rs. 53.11 the previous year.

The loan book, or Assets Under Management (AUM), maintained its growth trend, reaching Rs. 5.66 lakh crore as on March 31, 2025, up from Rs. 5.09 lakh crore a year earlier. Notably, REC’s net credit-impaired assets fell to 0.38% from 0.86%, following the resolution of five impaired loan accounts totaling ₹6,171 crore.

The company’s net worth increased by 13% year-on-year to Rs. 77,638 crore, while its Capital Adequacy Ratio (CRAR) remained strong at 25.99%, indicating ample room for future expansion.

To reward shareholders, the Board recommended a final dividend of Rs. 2.60 per equity share. Including interim dividends, the total dividend for FY25 amounts to Rs. 18 per share, compared to Rs. 16 in the previous fiscal.

It was a pleasant surprise to watch two young Indian women in the military uniforms briefing the world about India’s strikes on nine terrorist locations in Pakistan and Pakistan-occupied Kashmir (PoK) on May 7 morning. It was an unusual moment of pride for India as Colonel Sofiya Qureshi of the Indian Army and Wing Commander Vyomika Singh of the Indian Air Force co- anchored the global media briefing on Operation Sindoor along with Foreign Secretary Vikram Misri.

Their presence at the forefront of high-stakes communication heralded the rise of Indian women in national security leadership. Col. Sofiya and Wg Cdr Vyomika not merely briefed the media; rather they embodied a new narrative of Indian military leadership.

Naturally then, these two faces have generated widespread public interests in knowing who they really are.

Colonel Sofiya Qureshi: A Trailblazer in Military Communications

35-year-old Col. Sofiya Qureshi belongs to the Indian Army’s Corps of Signals with expertise in military communications and information systems. This young woman officer has an impeccable track record as being the first Indian woman officer to command a military contingent at a multinational exercise – Exercise Force 18, hosted in Pune. It was a major achievement as she led the Indian contingent of 40 members in the exercise with 18 countries participating in it.

This postgraduate in biochemistry earned fame after she was selected to serve in the UN Peacekeeping Mission in Congo in 2006. Col Sofia now has over six years of experience in peacekeeping operations.

Sofiya inherited this passion for valour from her grandfather, who was an Army veteran. That also was the reason why she chose to marry an armed force officer from the Mechanised Infantry.

Col Sofiya’s role in co-leading the briefing signified the dawn of a new era in Indian defence strategy.

Wing Commander Vyomika Singh: Skies of Grit and Grace

Wg Cdr Vyomika Singh’s presence representing the Indian Air Force at the briefing complimented the woman power in military leadership. She was part of that defining moment that showcased the rise of women as leaders of India’s military communication and public engagement strategy. Her presence, alongside Col Sofiya Qureshi, was not ceremonial but a reflection of India’s intent to present a forward-looking perspective on national security on the global stage.

Wg Cdr Vyomika’s childhood dream to fly landed her into the Air Force. She owns a splendid record in flying helicopters such as the Chetak and Cheetah for over 2,500 hours. It makes her unmatched in flying in these high-altitude regions.

This is not her only accomplishments of valour. She has participated in helicopter operations in some of the most challenging and dangerous terrains, including Jammu and Kashmir and the Northeast.

Commissioned under the 21st SSC (Women) Flying Pilot Course on December 18, 2004, Vyomika received a permanent commission in 2019–an exceptional accomplishment for women officers in the Indian Air Force.

Vyomika has led numerous high-profile rescue missions in her career and played a critical role in evacuating stranded people during the 2020 disaster in Arunachal Pradesh. In 2021, she conquered the daunting peak of Mount Manirang at 21,650 feet and also participated in an all-women mountain expedition involving the three Indian armed forces.

In this way, the inclusion of these women officers in the international media briefing symbolizes professionalism in India’s armed forces.

The Uttar Pradesh government on Thursday (08.05.2025) issued orders posting Amit Kumar Ghosh (IAS:1994:UP) as Principal Secretary, Secretariat Administration Department.

Ghosh was repatriated to his parent cadre, Uttar Pradesh, from central deputation on May 1, 2025. He had been serving as Additional Secretary in the Department of Social Justice & Empowerment at the Centre since November 2023.

Manipur: 4 DCs among 13 IAS officers transferred

In a major administrative reshuffle, the Manipur government on Tuesday (06.05.2025) issued transfer and posting orders for 13 IAS officers. The changes include the transfer of four Deputy Commissioners from the districts of Imphal East, Bishnupur, Thoubal, and Tengnoupal.

Ningthoujam Geoffrey (IAS:2007:MN), Commissioner-cum-Secretary of Social Welfare, Minor Irrigation, Command Area Development Department, Water Resources and CEO, MIDA, has been relieved of the charge of the Minor Irrigation Department while retaining the remaining departments. Robert Singh Kshetrimayum (IAS:2010:MN), Secretary, Manipur Lok Ayukta, has been transferred and posted as Secretary, Minor Irrigation.

Anish Prasad appointed IG in Border Security Force

Anish Prasad (IPS:2003:TR), who is currently serving as Executive Director, Vigilance (Police), Railway Board, has been appointed as Inspector General (IG) in the Border Security Force (BSF) on a lateral deputation basis.

According to an order issued by the Ministry of Home Affairs on Monday (05.05.2025), the competent authority approved Mr. Prasad’s appointment to the IG post in BSF. His deputation will be effective from the date of assuming charge and will continue until the end of his existing deputation tenure on 21.06.2026 or until further orders, whichever comes earlier.

Anish Prasad began his deputation as ED, Vigilance (Police), in June 2021 for a five-year term.
