B Shivadhar Reddy given full additional charge as Telangana DGP

The Telangana government on Friday (September 26, 2025) entrusted senior IPS officer B Shivadhar Reddy (IPS:1994:TG) with the full additional charge of Director General of Police (Head of Police Force). He will assume charge after the retirement of incumbent DGP Dr. Jitender (IPS:1992:TG) on September 30.

According to an order issued by the General Administration Department (GAD), Shivadhar Reddy, who was serving as Director General of Police, Intelligence, was first posted as DGP (Coordination) and then assigned the additional charge of Head of Police Force.

Our sources had earlier indicated that CV Anand (IPS:1991:TG) and Shivadhar Reddy were the frontrunners for the state’s top police post. However, with the Supreme Court–mandated procedure for appointing a regular DGP still underway, the government decided to hand over temporary charge to Shivadhar Reddy.

What makes the appointment particularly significant is that Chief Minister Revanth Reddy personally handed over the order copy to Shivadhar Reddy, a gesture being closely watched as a possible signal of who may be appointed the regular DGP once the selection process is completed.

Dr. Shakil P Ahammed appointed Chief Secretary of Meghalaya

The Meghalaya government on Friday (September 16, 2025) appointed Dr. Shakil P Ahammed (IAS:1995:AM) as the next Chief Secretary of the state. He will take over from the current Chief Secretary, Donald Philip Wahlang (IAS:1993:AM), who is set to retire on September 30, 2025. Dr. Ahammed’s tenure will continue until November 2026.

Currently, Dr. Ahammed serves as Additional Chief Secretary overseeing key departments including Home, Water Resources, and Corporate Social Responsibility. He also holds the post of Chairman, Board of Revenue, Government of Meghalaya.

In addition to his role as Chief Secretary, Dr. Ahammed will assume the responsibilities of State Vigilance Commissioner, further strengthening the state’s administrative and oversight framework.

Dr. Manisha Verma appointed Press Secretary to President Draupadi Murmu

Dr. Manisha Verma (IIS:1995) has been appointed Press Secretary to President of India Draupadi Murmu. The Appointments Committee of the Cabinet (ACC) on Thursday (September 25, 2025) approved the President’s Secretariat proposal to assign her to this key position at the Joint Secretary level.

Her appointment falls under Level 14 of the pay matrix and will be effective concurrently with the President’s term or until further orders, whichever is earlier. The Press Secretary oversees all media and communication functions of the President, playing a vital role in conveying the highest office’s voice to the public.

Dr. Verma has served as Additional Director General (ADG) in the Health Ministry, bringing extensive administrative experience, strong communication skills, and notable contributions to public health to her new role.

Rajendra Kumar Soni given additional charge as CVO of RailTel

Rajendra Kumar Soni (IRSS:1994), Executive Director (ED), RS (P), Railway Board, New Delhi, has been entrusted with the additional charge of Chief Vigilance Officer (CVO) of RailTel Corporation of India Ltd (RCIL), Delhi, for six months.

According to a Department of Personnel and Training (DoPT) order issued on Thursday (September 25, 2025), the competent authority approved the assignment of additional charge to Mr Soni for six months from the date of assumption of the post or until the appointment of a regular CVO in RCIL, or until further orders, whichever is earlier.

NHPC CVO Santosh Kumar’s tenure extended by six months

The deputation tenure of Santosh Kumar (IFoS:1993:AGMUT) as Chief Vigilance Officer (CVO) of National Hydro Power Corporation Ltd (NHPC) has been extended for six months. According to a Department of Personnel and Training (DoPT) order issued on Friday (September 26, 2025), the competent authority approved the extension beyond December 6, 2025, up to June 6, 2026, or until further orders, whichever is earlier.

Notably, Santosh Kumar was appointed to the CVO post in November 2022 for a three-year tenure and assumed charge on December 6, 2022.

Satish Kumar’s tenure as MSTC Ltd CVO extended by one year

Satish Kumar (IRSE-Civil:1997), Chief Vigilance Officer (CVO) of MECON, Ranchi, will continue to hold the additional charge of CVO of Metal Scrap Trading Corporation Ltd (MSTC), New Delhi, for one more year.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (September 25, 2025), the Appointments Committee of the Cabinet approved the proposal for extending his additional charge from September 4, 2025, to September 3, 2026, or until a regular CVO is appointed in MECON, or until further orders, whichever is earlier.

Notably, he was given additional charge of CVO of MSTC Ltd on September 2, 2024, for one year, till September 4, 2025.

IAS M Bharani Kumaar appointed as ED in Tea Board, Coonoor

IAS officer M Bharani Kumaar (IAS:2013:SK) has been appointed as Executive Director (Deputy Secretary Level), Tea Board, Coonoor, under Department of Commerce for four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), the competent authority has approved the appointment of Mr Kumaar to the post under the central staffing scheme on deputation basis for four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Grace Lalrindiki Pachuau appointed Deputy Secretary in Ministry of Housing & Urban Affairs

IAS officer Grace Lalrindiki Pachuau (IAS:2014:TN) has been appointed as Deputy Secretary in the Ministry of Housing & Urban Affairs (MoHUA), Delhi, for four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), the competent authority has approved the appointment of Ms Pachuau to the post under central staffing scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

The DoPT has directed that she be relieved of her duties as Additional Secretary, Revenue Disaster Management Department in Tamil Nadu and join her new assignment immediately.

Pawan Jeet Singh appointed as Deputy Secretary in DARE

Pawan Jeet Singh (IOFS:2012), who was recommended for central deputation by the Department of Defence Production, has been selected for appointment as Deputy Secretary in the Department of Agriculture Research & Education (DARE), Delhi, for four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), Mr Singh will serve to the post under the central staffing scheme for a period of four years from the date of taking over the charge of the post or until further orders, whichever is earlier.

IAS Ratan Biswas appointed DCO/DCR, Tripura

IAS officer Ratan Biswas (IAS:2013:TR) has been appointed as Director of Census Operations (DCO)/Director of Citizen Registration (DCR), Tripura, under the Central Staffing Scheme.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), the Competent Authority has approved his appointment at the Deputy Secretary level. He will serve in the post up to December 31, 2025 or until further orders, whichever is earlier.

He is currently serving in the cadre Secretary, Tripura Human Rights Commission and Director GA(P&S) Department. The DoPT has directed that he be relieved of his duties in Tripura and join his new assignment immediately.
