15 IPS officers transferred in Himachal Pradesh

The Himachal Pradesh government on Wednesday (November 5, 2025) ordered the transfer and posting of 15 IPS officers in a major reshuffle.

The names of the officers and their postings are as follows;

  1. Abhishek Trivedi (IPS:1996:HP), ADGP, Law & Order with additional charge of ADGP, Prisons & Correctional Services, has been transferred as ADGP, Prisons & Correctional Services.
  2. Prem Kumar Thakur (IPS:2004:HP), IGP, Armed Police & Training, Shimla, has been transferred and posted as IGP, Police Academy, Training & Research, Shimla.
  3. Dr DK Chaudhary (IPS:2008:HP), Principal, Police Training College, Daroh, Kangra, has been transferred and posted as DIGP, Cyber Crime at Dharamshala, Kangra.
  4. Anupam Sharma (IPS:2009:HP), DIGP, Prisons, Shimla, has been transferred and posted as DIGP (Crime), CID.
  5. Ranjana Chauhan (IPS:2010:HP), DIGP, Law & Order, Shimla, has been posted as DIG (Leave Reserve), State Human Rights Commission, Shimla.
  6. Karthikeyan Gokulachandran (IPS:2014:HP), SP, Kullu, has been transferred as SP (Compulsory Waiting Officer), Police Headquarters, Shimla.

MOIL achieves record October production; output up 9.1% YoY

MOIL Limited has achieved its best-ever October month production since inception, producing 1.60 lakh tonnes of manganese ore in October 2025, marking a 9.1% increase over the corresponding period last year.

During the first seven months of FY 2025–26, the company’s cumulative production stood at 11.04 lakh tonnes, reflecting a year-on-year growth of 8.5%.

Maintaining its strong focus on exploration, MOIL also recorded its highest-ever exploratory core drilling of 57,275 meters during the period April–October 2025.

Commenting on the performance, Ajit Kumar Saxena, Chairman and Managing Director, MOIL, said, “It is encouraging that the upward trend in production during the first seven months has been maintained. The MOIL team is fully geared up to register yet another impressive performance in the current year.”

Purna Chandra Kishan repatriated to Rajasthan cadre

Purna Chandra Kishan (IAS:2005:RJ), Joint Secretary in the Department of Agriculture & Farmers Welfare, has been prematurely repatriated to his parent cadre, Rajasthan.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (November 4, 2025), the competent authority has approved the proposal of the Department of Agriculture & Farmers Welfare to repatriate Mr. Kishan on personal grounds, with the imposition of an extended ‘cooling-off’ condition.

Purna Chandra Kishan has been serving in the Department of Agriculture & Farmers Welfare since August 2024. His central deputation tenure was for five years, scheduled to conclude in 2029. He has recently sought repatriation to the Rajasthan cadre on personal grounds.

Dinesh Hariram Mate appointed Dy DG in Directorate General of Shipping

Dinesh Hariram Mate (IA&AS:2012), who was recommended for central deputation by the Office of the Comptroller and Auditor General of India (CAG), has been appointed as Deputy Director General (Dy DG) in the Directorate General of Shipping, Mumbai, under the Ministry of Ports, Shipping & Waterways, for a period of four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (November 4, 2025), Mr. Mate will serve at the Deputy Secretary level under the Central Staffing Scheme for four years from the date of taking charge of the post or until further orders, whichever is earlier.

PESB invites applications for Director (Power) post in NLC India

The Public Enterprises Selection Board (PESB) has invited applications for the post of Director (Power) in NLC India Limited. The vacancy notification was issued on Tuesday (November 4, 2025), with November 25, 2025, set as the last date for submitting applications through the PESB portal.

Eligible professionals from both public and private sector organizations can apply for the post.

The position will fall vacant on June 1, 2026, following the superannuation of M Venkatachalam, the incumbent Director (Power), who has been serving in the post since April 26, 2023.

The position will fall vacant on October 1, 2026, following the superannuation of Praveen Kumar (IRSE:1989), the incumbent MD, who has been serving in the post since August 2024.

Delhi govt transfers 7 IAS and 9 DANICS officers

The Delhi government on Tuesday (November 4, 2025) issued a major transfer and posting order involving 7 IAS and 9 DANICS officers.

The names of the officers and their postings are as follows;

IPS Officer Manish Singh appointed as SP in BPR&D

IPS officer Manish Singh (IPS:2013:GJ) has been appointed as Superintendent of Police in the Bureau of Police Research and Development (BPR&D) under the Ministry of Home Affairs.

According to an order issued by the Ministry of Home Affairs (MHA) on Monday (November 3, 2025), the competent authority has approved Singh’s appointment to the post on deputation basis.

Currently, Singh is serving in the Gujarat cadre as Commandant, SDRF, Group-16, Bhachau-Kutch. The MHA has requested the state government to relieve him immediately to enable him to take up his new assignment at the Centre.

Selection of next Maharashtra DGP enters final stage; seven names sent to UPSC

The process to appoint the next Director General of Police (DGP) of Maharashtra has reached its final stage, with the state government forwarding a panel of seven senior IPS officers to the Union Public Service Commission (UPSC) for consideration. The UPSC will shortlist three names from the list, one of whom will be appointed as the new state police chief.

The new appointee will succeed the incumbent DGP, Rashmi Shukla (IPS:1988:MH), who is scheduled to retire on December 31, 2025.

The seven names sent to the UPSC are:

  1. Sadanand Date (IPS:1990:MH) – Director General, National Investigation Agency
  2. Sanjay Verma (IPS:1990:MH) – DGP, Legal and Technical
  3. Ritesh Kumar (IPS:1992:MH) – Commandant General, Home Guards
  4. Sanjeev Kumar Singhal (IPS:1992:MH) – DGP, Anti-Corruption Bureau
  5. Archana Tyagi (IPS:1993:MH) – DGP, State Police Housing and Welfare Corporation
  6. Prabhat Kumar (IPS:1993:MH) – Director, Civil Defence
  7. Prashant Burde (IPS:1993:MH) – DGP, Railway Police

Among them, Sadanand Date is widely viewed as the frontrunner. The senior-most officer in the cadre, Date is slated to retire on December 31, 2026, which would allow him a two-year tenure if appointed as DGP. Known for his extensive experience with central agencies, he is considered a strong contender for the top job.

According to our sources, the state government may request the repatriation of Sadanand Date from central deputation—similar to how the Centre recently repatriated Rajesh Aggarwal (IAS:1989:MH), Secretary, Department of Empowerment of Persons with Disabilities. Aggarwal is expected to succeed Chief Secretary Rajesh Kumar (IAS:1988:MH), whose extended tenure ends this month. A similar move, sources indicated, is being anticipated in the case of the DGP post as well.

MP DGP Kailash Makwana gets one-year extension; to retire in December 2026

In line with Supreme Court guidelines mandating a fixed two-year tenure for police chiefs, Madhya Pradesh Director General of Police (DGP) Kailash Makwana (IPS:1988:MP) will now retire on December 1, 2026, a year later than initially scheduled.

The Madhya Pradesh Home Department has issued an order extending his service to ensure compliance with the tenure requirement. Makwana, a 1988-batch IPS officer, was appointed to the state’s top police post on December 1, 2024, and was earlier due to retire on December 1, 2025, upon turning 60.

However, as per the Supreme Court’s directive, every DGP is entitled to a fixed two-year term irrespective of their superannuation date. Accordingly, the state government has revised his retirement to align with the completion of his tenure.

The order also lists 17 IPS officers in Madhya Pradesh scheduled to retire this year on attaining the age of 60. DGP Makwana, earlier listed as the 16th officer, has now been excluded from the list following the extension.

With this decision, Makwana will continue to lead the state police force until December 2026.
