In a significant move to ensure benefits for all central govt pensioners, the Department of Personnel & Training (DoPT) has sought an amendment to the 8th Central Pay Commission’s Terms of Reference (ToR) to include pension revision for pensioners who retired before January 1, 2026. The DoPT forwarded representations from various service associations to the Department of Expenditure (DoE) on August 18 for this purpose.
In its office memorandum, the DoPT states that it was forwarding representations received from the All India RMS, MMS & Postal Pensioners Association and the All India Defence Employees’ Federation “for action as deemed appropriate.”
DoPT’s memorandum clearly states that it wants an amendment to the Terms of Reference (ToR) of the Eighth Central Pay Commission to include pension of those who retired before 01/01/2026 and pensioners’ issues.
Experts feel that the DoPT’s move is significant, as it would allay the apprehension among India’s approximately 6.5 million pensioners that those retiring before January 1, 2026, will be denied the benefits of the 8th Pay Commission. Now if the Union Government amends the Commission’s Terms of Reference, it would mean ensuring that the benefits of the Pay Commission are extended equally to both retiring and already retired employees.
ToR is like the official rulebook and scope of work for the commission, which will study the current pay structure, compare it with economic realities, and recommend changes in salary, pension, allowances, and service conditions. It will also revise the fitment factor, which has been instrumental in introducing uniform revision of basic pay scales across all central government employees.
