Senior IAS officer Dr Raju Narayana Swamy, popularly known as Kerala’s anti-corruption crusader and firebrand officer, has authored a new book titled “Intellectual Property Rights: Musings of an Amateur Enthusiast.” The book was released by Somnath Ghosh, Consul General of India, at a function held in Chicago.
The book explores a wide range of subjects related to intellectual property rights (IPR), including patent misuse, the interface between blockchain, artificial intelligence and intellectual property, performers’ rights, utility models, patentability criteria across different jurisdictions, and landmark judicial decisions in the field of IPR.
This is the 37th book written by Dr Swamy. His earlier works include the Sahitya Akademi Award-winning travelogue Shantimanthram Muzhangunna Thazhvarayil and Neelakkurinji: Oru Vyazhavattathile Vasantham, which received the Kerala State Award for Children’s Literature.
Dr Swamy, a 1991-batch IAS officer and the All India Rank 1 in the Civil Services Examination, holds a B.Tech in Computer Science and Engineering from IIT Madras and a PhD in Law from Gujarat National Law University. He also earned a PG Diploma from the National Law School, Bengaluru, and an LLM from NLU Delhi, both with gold medals.
He was awarded the Leonardo da Vinci Fellowship in 2021 by the Center for Intellectual Property and Innovation Policy, George Mason University, for his scholarship in intellectual property law. He is also a recipient of the 2018 Satyendra K. Dubey Memorial Award instituted by IIT Kanpur and the Homi Bhabha Fellowship in cyber law.
Dr Swamy has also served as a Central Observer of the Election Commission of India on 38 occasions, including as an International Observer during the 2018 Zimbabwe elections. During his administrative career, he has worked in the fields of rural development, education and health, and is known for promoting technology-driven governance, transparency and citizen engagement.
