Bihar govt transfers 8 IAS officers; Mihir Singh is new Development Commissioner

With the formation of the new government under the leadership of Chief Minister Nitish Kumar, the reshaping of the state’s bureaucratic setup has begun. On Sunday, the first transfer list was issued, involving eight IAS officers across Bihar.

The most notable changes include the appointment of Mihir Kumar Singh as the new Development Commissioner and C.K. Anil as the Principal Secretary of the Revenue and Land Reforms Department, signalling the administration’s early steps toward reorganising key departments.

The names of the officers and their postings are as follows;

1. CK Anil (IAS:1991:HY), Advisor, Bihar Rajya Yojna Parishad, has been transferred and posted as Principal Secretary, Revenue and Land Reforms Department.
2. Dipak Kumar Singh (IAS:1992:BH), Additional Chief Secretary (ACS), Rural Works Department with additional charge ACS of Revenue and Land Reforms Department, has been relieved from the latter department and has been given additional charge of the DG-cum-Chief Vigilance Commissioner, General Administration Department.
3. Mihir Kumar Singh (IAS:1993:BH), ACS, Industries Department with additional charge of ACS, Tourism Department and DG-cum-Chief Vigilance Commissioner, General Administration Department, has been transferred and appointed as new Development Commissioner of Bihar, replacing S Siddharth (IAS:1991:BH), who superannuated from the service on Sunday (November 30, 2025)
4. Kundan Kumar (IAS:2004:BH), currently posted as the Resident commissioner, New Delhi with additional charge of Investment Commissioner, Mumbai; CEO of Bihar Foundation; MD, Bihar Industrial Area Development Authority (BIADA); and MD, Infrastructure Development Authority (IDA), has been posted as the new Secretary, Industries Department with additional charges of Resident commissioner, New Delhi; Investment Commissioner, Mumbai; CEO of Bihar Foundation; MD, Bihar Industrial Area Development Authority (BIADA); and MD, Infrastructure Development Authority (IDA)
5. Sanjay Kumar Singh (IAS:2007:BH), Secretary, Commercial Taxes Department with additional charge of Secretary, Health Department; Commercial Tax Commissioner; Additional Commissioner- GST, Commercial Tax Department; and Inquiry Commissioner, GAD, has been vested with additional responsibility of the Officer on Special Duty (OSD) of the Home Department.
6. Kaushal Kishore (IAS:2010:BH), Commissioner, Darbhanga Division, has been given additional charge of Tirhut Commissioner, Muzaffarpur.
7. Raj Kumar (IAS:2010:BH), Commissioner, Tirhut Division, has been transferred as Secretary, Transport Department.
