Following the Haryana government’s admission in August 2022 that it operates with six DGPs and 17 ADGPs, against the cadre posts of two DGPs and six ADGPs, the Union Ministry of Home Affairs (MHA) has now asked the state government whether the central government has consented to IPS officers being promoted to these positions. The MHA has asked in a letter it sent to the Haryana government on January 25, a detail report in order to examine the matter in detail. The MHA is now seeking copies of all orders issued for the promotion of DGP and ADGP level officers since the last cadre review in 2017. It has also sought year-wise authorised cadre strength for DGP and ADGP posts and officers posted against them for the last six years.
“As per the provisions of the Rule 3 (2) (II) of the IPS (pay) Rules, 2016, it is mandatory upon the state cadres to seek prior concurrence of the central government on the number of available vacancies in each grade. Any appointment made without obtaining prior concurrence of the government of India shall be liable for cancellation,” the MHA has said in its letter.
Two posts at DGP level have been sanctioned for the Haryana cadre of IPS officers, and the state can operate a total of four posts – two cadre posts and two ex-cadre posts. There are 14 sanctioned posts in the rank of ADGP, including six cadre posts and eight ex-cadre posts.
In the past, Haryana had 17 ADGP-rank IPS officers, but one went on central deputation and another retired, making 15 such officers currently.
