Odisha : Major IAS reshuffle effected

In a major reshuffle, the Odisha government on Wednesday (14.09.2022) issued transfer and posting orders of nine IAS and one OAS officer. Many of them have been given new departments, while few have been relieved of additional charges.

The names of the officers and their postings are as follows :

1. Nikunja Bihari Dhal (IAS:1993:OR), Principal Secretary, Energy Department is allowed to remain in additional charge of Principal Secretary to Government, Excise Department and Chairman, GRIDCO. The additional appointment of Deoranjan Kumar Singh (IAS:1993:OR), as Principal Secretary, Excise Department shall stand terminated from the date Nikunja Bihari Dhal takes over.
2. Dr Arabinda Kumar Padhee (IAS:1996:OR), Principal Secretary, Agriculture & Farmers’ Empowerment Department is allowed to remain in additional charge of Principal Secretary, Handlooms, Textiles & Handicrafts Department.
3. Suresh Kumar Vashishth (IAS:1998:OR), Commissioner-cum-Secretary, Science & Technology Department is transferred and posted as Commissioner-cum-Secretary, Fisheries & ARD Department. The additional appointment of Dr Arabinda Kumar Padhee as Principal Secretary, Fisheries & ARD Department shall be terminated when Suresh Kumar Vashishth takes over.
4. Shubha Sarma (IAS:1999:OR), Commissioner-cum-Secretary, Handlooms, Textiles & Handicrafts Department is transferred and posted as Commissioner-cum-Secretary, Woman & Child Development Department. The additional appointment of Bhaskar Jyoti Sarma (IAS:1999:OR), as Commissioner-cum-Secretary, Woman & Child Development Department shall be terminated when Shubha Sarma takes over.
5. Bhaskar Jyoti Sarma (IAS:1999:OR), Commissioner-cum-Secretary, Social Security and Empowerment of Persons with Disabilities Department is allowed to remain in additional charge of Commissioner-cum-Secretary, Science & Technology Department.
6. Shalini Pandit (IAS:2001:OR), Mission Director, National Health Mission with additional charge of Special Secretary, H & F.W. Department, has been transferred and posted as Commissioner-cum-Secretary, Health & Family Welfare Department.
7. Guha Poonam Tapas Kumar (IAS:2008:OR), Director, ST with additional charge of CEO, ORMAS is transferred and posted as Additional Secretary, P R & D W. Department. She is allowed to remain in additional charge of CEO, ORMAS.
8. Dr Brundha D (IAS:2010:OR), MD, OSMCL with additional charge of Commissioner, Food Safety, Odisha is transferred and posted as Mission Director, National Health Mission. She is allowed to remain in additional charge of MD, OSMCL and Commissioner, Food Safety, Odisha.
9. Sanjay Kumar Mishra (IRTS:1992), Special Secretary, Commerce & Transport Department is allowed to remain in additional charge of Chairman-cum-Managing Director, OPTCL. The additional appointment of Nikunja Bihari Dhal, as chairman, OPTCL shall stand terminated shall be terminated when Sanjay Kumar Mishra takes over.
10. Saroj Kumar Mishra (OAS-SS), Special Secretary, Finance Department with additional charge of Special Secretary, Home(Protocol) Department is transferred and posted as Special Secretary, Health & Family Welfare Department. He is allowed to remain in additional charge of Special Secretary to Government, Home(Protocol) Department.
