J&K Transfers 42 IAS, 7 JKAS officers; 9 new DCs posted

The Jammu & Kashmir government on Wednesday (October 7, 2026) issued transfer and posting orders for 42 IAS and 7 JKAS officers across the Union Territory. The extensive reshuffle includes the posting of new Deputy Commissioners in nine districts, besides changes in several senior administrative positions and key departmental assignments.

The names of the officers and their postings are as follows;

1. Shaleen Kabra (IAS:1992:AGMUT), Financial Commissioner (Additional Chief Secretary), Jal Shakti Department with additional charge of the posts of Financial Commissioner, Revenue, and Administrative Secretary, Estates Department, has been given additional charge of Administrative Secretary, Revenue Department.
2. Dr. Ashish Chandra Verma (IAS:1994:AGMUT), Financial Commissioner (Additional Chief Secretary), Tourism Department with additional charge of Administrative Secretary, Agriculture Production Department, has been transferred and posted as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department.
3. M Raju (IAS:2005:AGMUT), Commissioner/Secretary, General Administration Department with additional charge of Administrative Secretary, Health & Medical Education Department, has been divested of the additional charge of Health & Medical Education Department. He has been given additional charge of Administrative Secretary, Hospitality & Protocol Department and Department of Disaster Management, Relief, Rehabilitation & Reconstruction.
4. R Alice Vaz (IAS:2005:AGMUT), Commissioner/Secretary, Planning, Development & Monitoring Department with additional charge of Administrative Secretary, Information Department, has been transferred and posted as Commissioner/Secretary, Transport Department. She has also been given additional charge of Administrative Secretary, Civil Aviation Department and Commissioner, Civil Aviation, while continuing to hold the charge of Administrative Secretary, Information Department.
5. Saugat Biswas (IAS:2006:AGMUT), awaiting orders of posting in the General Administration Department, has been posted as Commissioner/Secretary, Health & Medical Education Department.
6. Sarmad Hafeez (IAS:2009:AGMUT), Commissioner/Secretary, Social Welfare Department, has been transferred and posted as Commissioner/Secretary, Youth Services and Sports Department.
7. Ramesh Kumar (IAS:2011:AGMUT), Divisional Commissioner, Jammu with additional charge of Additional CEO, Jammu Metropolitan Regional Development Authority and Resident Commissioner, J&K Government, New Delhi, has been transferred and posted as Secretary, Department of Rural Development and Panchayati Raj. He has also been given additional charge of Administrative Secretary, Culture Department and will continue to hold the charge of Resident Commissioner, J&K Government, New Delhi.
8. Naveen S L (IAS:2012:AGMUT), Secretary, Civil Aviation Department with additional charge of Commissioner, Civil Aviation, has been transferred and posted as Commissioner of Enquiries, J&K.
9. Avny Lavasa (IAS:2013:AGMUT), Secretary, Transport Department with additional charge of the posts of Administrative Secretary, Hospitality & Protocol Department and Tribal Affairs Department, has been transferred and posted as Secretary, Tourism Department. She shall continue to hold the charge of the post of Administrative Secretary, Tribal Affairs Department.
10. Anjali Sehrawat (IAS:2013:AGMUT), Mission Director, Jal Jeevan Mission, has been transferred and posted as Secretary, Public Grievances Department.
11. Vikas Kundal (IAS:2013:AGMUT), Chairman, J&K Services Selection Board, has been transferred and posted as Divisional Commissioner, Jammu. He shall also hold the additional charge of the post of Additional CEO, Jammu Metropolitan Regional Development Authority.
12. Majid Khalil Ahmad Drabu (IAS:2013:AGMUT), Commissioner of Enquiries, J&K, has been transferred and posted as Inspector General of Registration, J&K.
13. Rahul Yadav (IAS:2014:AGMUT), Managing Director, J&K Power Development Corporation Limited with additional charge of MD, JK Power Corporation Limited, has been transferred and posted as Administrative Secretary, Information Technology Department. He shall also hold additional charge of the Managing Director, J&K Power Development Corporation Limited.
14. Owais Ahmed (IAS:2014:AGMUT), Director, Skill Development J&K with additional charge of Special Secretary, Planning, Development & Monitoring Department, has been transferred and posted as Administrative Secretary, Planning, Development & Monitoring Department. He shall also hold additional charge of the post of Director, Skill Development J&K.
15. Dr. Sagar Doifode Dattatray (IAS:2014:AGMUT), Special Secretary, Agriculture Production Department with additional charge of Mission Director HADP, JKCIP, Agristack & Inspector General of Registration, J&K, has been transferred and posted as Administrative Secretary, Social Welfare Department.
16. Dr. Devansh Yadav (IAS:2016:AGMUT), Commissioner, Jammu Municipal Corporation with additional charge of the posts of CEO, SPV, Jammu City and Mission Director, Swachh Bharat Mission (Urban), has been transferred and posted as Deputy Commissioner, Rajouri.
17. Rakesh Minhas (IAS:2016:AGMUT), Deputy Commissioner, Jammu, has been transferred and posted as CEO, State Health Agency, J&K with additional charge of MD, Ayushman Bharat Digital Health Mission, J&K.
18. Shrikant Balasaheb Suse (IAS:2016:AGMUT), Deputy Commissioner, Kupwara, has been transferred and posted as Chairman, J&K Services Selection Board.
19. Akriti Sagar (IAS:2016:AGMUT), Managing Director, National Health Mission, J&K with additional charge of Special Secretary, Health & Medical Education Department, has been transferred and posted as Managing Director, J&K Tourism Development Corporation with additional charge of CEO, J&K Economic Reconstruction Agency (ERA).
20. Athar Aamir Ul Shafi Khan (IAS:2016:RJ), Deputy Commissioner, Budgam, has been transferred and posted as Managing Director, National Health Mission, J&K.
21. Basharat Qayoom (IAS:2016:JH), Deputy Commissioner, Pulwama, has been transferred and posted as Commissioner, Srinagar Municipal Corporation with additional charge of CEO, SPV for Srinagar City for implementation of the Smart City Project.
22. Ayushi Sudan (IAS:2017:AGMUT), Deputy Commissioner, Samba, has been transferred and posted as Commissioner, Jammu Municipal Corporation with additional charge of the posts of CEO, SPV, Jammu City and Mission Director, Swachh Bharat Mission (Urban).
23. Minga Sherpa (IAS:2017:AGMUT), Deputy Commissioner, Udhampur, has been transferred and posted as Deputy Commissioner, Jammu.
24. Faz Lul Haseeb (IAS:2018:AGMUT), Commissioner, Srinagar Municipal Corporation, has been transferred and posted as Additional Secretary to the Government, Agriculture Production Department. He shall hold the additional charge of Mission Director HADP and JKCIP.
25. Abhishek Sharma (IAS:2018:CG), Deputy Commissioner, Rajouri, has been transferred and posted as Deputy Commissioner, Kupwara.
26. Dr. Rupesh Kumar (IAS:2019:AGMUT), Vice Chairman, Jammu Development Authority, has been transferred and posted as Deputy Commissioner, Samba.
27. Jatin Kishore (IAS:2020:AGMUT), Deputy Commissioner, Ganderbal, has been transferred and posted as Deputy Commissioner, Budgam.
28. Shreya Singhal (IAS:2020:AGMUT), Managing Director, J&K Tourism Development Corporation with additional charge of CEO, JK ERA and Director, Information, J&K, has been transferred and posted as Deputy Commissioner, Ganderbal.
29. Ananth Dwivedi (IAS:2021:AGMUT), CEO, State Health Agency, J&K with additional charge of MD, Ayushman Bharat Digital Health Mission, J&K and Additional Secretary, Revenue Department, has been transferred and posted as Deputy Commissioner, Udhampur.
30. Mamta Yadav (IAS:2021:AGMUT), awaiting orders of posting in the General Administration Department, has been posted as Director, Information, J&K.
31. Mahima Madan (IAS:2021:AGMUT), Additional Deputy Commissioner, Kathua, has been transferred and posted as Additional District Development Commissioner, Anantnag.
32. Vidhu Shekhar (IAS:2021:AGMUT), Additional Deputy Commissioner, Jammu, has been transferred and posted as Vice Chairman, Jammu Development Authority.
33. Pranjal J Hazarika (IAS:2021:AGMUT), Additional District Development Commissioner, Baramulla, has been transferred and posted as Director, J&K Archives, Archaeology and Museums.
34. Vivek Agarwal (IAS:2021:AGMUT), Additional District Development Commissioner, Budgam, has been transferred and posted as Director, Employment, J&K with additional charge of CEO, Mission YUVA.
35. Ishita Rathi (IAS:2022:AGMUT), awaiting orders of posting in the General Administration Department, has been posted as Additional Deputy Commissioner, Jammu.
36. Vikas Ahlawat (IAS:2022:AGMUT), Additional Deputy Commissioner, Anantnag, has been transferred and posted as Labour Commissioner, J&K.
37. Prince Kumar (IAS:2023:AGMUT), Sub-Divisional Magistrate, Uri, has been transferred and posted as OSD, Shri Amarnathji Shrine Board (SASB).
38. Gaurav Yadav (IAS:2024:AGMUT), awaiting orders of posting in the General Administration Department, has been posted as Sub-Divisional Magistrate, Uri.
39. Seerat Baji (IAS:2024:AGMUT), awaiting orders of posting in the General Administration Department, has been posted as Sub-Divisional Magistrate, Srinagar (West).
40. Leena Padha (IAS:AGMUT), Mission Director, Skill Development Mission, has been transferred and posted as Registrar, Cooperative Societies, J&K.
41. Rajinder Singh Tara (IAS:AGMUT), Secretary in the Department of Forest, Ecology and Environment, has been transferred and posted as Secretary in the Revenue Department.
42. Anoop Malhotra (IAS), Director General, Rural Sanitation, has been transferred and posted as Mission Director, Jal Jeevan Mission.
43. Kuldeep Krishan Sidha (JKAS), Director, J&K Archives, Archaeology and Museums, has been transferred and posted as Deputy Commissioner, Pulwama.
44. Charandeep Singh (JKAS), Labour Commissioner, Jammu and Kashmir, has been transferred and posted as Deputy Commissioner, Shopian.
45. Rakesh Kumar (JKAS), Additional Deputy Commissioner, Reasi, has been transferred and posted as Special Secretary, Lok Bhawan.
46. Sachin Jamwal (JKAS), Additional Secretary, JKPSC, has been transferred and posted as Additional Deputy Commissioner, Kathua.
47. Sushil Kesar (JKAS), Deputy CEO, SASB, has been transferred and posted as Additional Deputy Commissioner, Reasi.
48. Irfan Bahadur (JKAS), Sub-Divisional Magistrate, Srinagar (West), has been transferred and posted as Assistant Commissioner (Revenue), Budgam.
49. Afroza Bano (JKAS), Assistant Commissioner (Revenue), Budgam, has been transferred and shall await further posting in the General Administration Department.
