The Telangana High Court on Monday (December 1, 2025) asked the state government to explain why IPS officers were posted to positions that are normally meant for IAS officers. Justice Surepally Nanda issued notices after hearing a petition filed by advocate Vadla Srikanth, who challenged GO No. 1342 issued on September 27, 2025, by the General Administration Department. The case will be heard again on December 10.
The GO had appointed three senior IPS officers to IAS-cadre posts:
- • CV Anand (IPS:1991:TG) as Special Chief Secretary (Home)
- • Shikha Goel (IPS:1994:TG) as Director General, Vigilance & Enforcement, and ex-officio Principal Secretary, GAD
- • Stephen Ravindra (IPS:199(:TG) as Commissioner of Civil Supplies and ex-officio Principal Secretary, CAF&CS Department.
The petitioner’s counsel, Vijay Gopal, argued that these postings violate the rules that govern the IAS and IPS cadres. He said that posts meant for the IAS cannot be filled through administrative orders and that such moves go against the IAS Cadre Rules and Supreme Court judgments. He also said that the IAS and IPS have different training and functions, and that giving IAS posts to IPS officers weakens the legal structure of cadre postings.
The government pleader for GAD, S. Rahul Reddy, sought more time to file a counter-affidavit. The court agreed and adjourned the matter.
