Modi government rejigs senior officers, appoints 31 at Joint Secretary level

In a major bureaucratic reshuffle the Appointments Committee of the Cabinet has cleared the appointment of over 31 officers to the post of Joint Secretary in various ministries and departments.

The names of the officers and their postings are as follows :

  1. Bharat H Khera (IAS:1995:HP) has been appointed as Joint Secretary, Cabinet Secretariat, from the date of assumption of the charge of the post, for a combined tenure of seven years i.e. upto 17.11.2021. He replaces Chandra Shekhar Kumar (IAS:1992:OR).
  2. Vimalendra Anand Patwardhan (IA&AS:1996) has been appointed as Joint Secretary & Financial Adviser (JS&FA), Ministry of Civil Aviation for a combined tenure of seven years i.e. upto 25.10.2022. He replaces Arun Kumar (IAS:1989:HY).
  3. Nagaraju Maddirala (IAS:1993:TR) has been appointed as Joint Secretary, Ministry of Coal for a tenure of five years vice Ashish Upadhyay (IAS:1989:MP)
  4. S Suresh Kumar (IAS:2000:AP) has been appointed as Joint Secretary, Department of Commerce for a combined tenure of seven years i.e. upto 23.07.2021. He replaces Rajneesh (lAS:1997:HP).
  5. Vineet Mathur (IPoS:1994) has been appointed as Joint Secretary, Department of Consumer Affairs for a tenure of five years by upgrading a vacant post of Director and to be adjusted against the next likely vacancy of JS in the department.
  6. Ms. Sanjukta Mudgal (IFS:1990:MP) has been appointed as Joint Secretary, Ministry of Culture for a tenure upto her superannuation on 31.03.2024. She replaces Pranav Khullar (IP&TA&FS:1993).
  7. Puneet Agarwal (IAS:1998:TR) has been appointed as Joint Secretary, Department of Defence Production for an overall tenure of five years i.e. upto 24.10.2021. He replaces Shantanu (lAS:1997:TR).
  8. Vishal Gagan (IAS:1998:OR) has been appointed as Joint Secretary, Department of Defence for a tenure of five years vice Bharat H Khera (IAS:1995:HP).
  9. Subodh Kumar Singh (IAS:1997:CG) has been appointed as Joint Secretary, Department of Food & Public Distribution for a tenure of five years vice Suresh Kumar Vashist (IAS:1998:OR).
  10. Nipun Vinayak (IAS:2001:MH) has been appointed as Joint Secretary, Department of Health & Family Welfare for a tenure of five years. He replaces Sudhansh Pant (IAS:1991:RJ).
  11. Ms. Padmaja Singh (CSS) has been appointed as Joint Secretary, Department of Health & Family Welfare for a tenure upto her superannuation on 31.10.2024 vice Ms Vandana Gurnani (IAS:1991:KN).
  12. Chandra Shekhar Kumar (IAS:1992:OR) has been appointed as Joint Secretary, Department of Higher Education for an overall tenure of five years i.e. upto 29.01.2024 by upgrading a vacant post of Director in the Department and to be adjusted against the next likely vacancy of JS in the department.
  13. Ashok Kumar Parmar (IAS:1992:JK) has been appointed as Advisor (JS level), Inter State Council Secretariat under the Ministry of Home Affairs for an overall tenure of five years i.e. upto 22.03.2022 by downgrading a vacant post of Advisor, vice R Rajagopal (IAS:1984:TN).
  14. Ashutosh Agnihotri (IAS:1999:AM) has been appointed as Joint Secretary, Ministry of Home Affairs for a tenure of five years. He replaces S C L Das (IAS:1992:AGMUT).
  15. Pravash Prashun Pandey (IRPS:1992) has been appointed as Joint Secretary, Department of Justice for a tenure of five years. He replaces Sadanand Vasant Date (IPS:1990:MH).
  16. Shantanu (IAS:1997:TR) has been appointed as Joint Secretary, Department of Military Affairs for an overall tenure of five years i.e. upto 27.03.2024.
  17. Rajeev Singh Thakur (IAS:1995:RJ) has been appointed as Joint Secretary, Department of Military Affairs for an overall tenure of five years i.e. upto 03.12.2022.
  18. R K Khandelwal (IAS:1989:BH) has been appointed as Joint Secretary, National Human Rights Commission (NHRC) under the Ministry of Home Affairs for an overall tenure of five years i.e. upto 20.09.2022. He replaces Dilip Kumar (IAS:1995:PB).
  19. Ms. Meenakshi Jolly (CSS) has been appointed as Joint Secretary, Department of Official Language for a tenure of five years vice J P Agrawal (CSS).
  20. Ms. Meena Balimane Sharma (IDES:1992) has been appointed as Additional Secretary (JS level), Central Information Commission under Department of Personnel and Training for a tenure of five years vice Shanti Priye Beck (IRSSE:1992).
  21. Tanmay Kumar (IAS:1993:RJ) has been appointed as Joint Secretary, Ministry of Power, for a tenure of five years vice Arun Kumar Verma (IFoS:1986:GJ).
  22. Manoj Sahay (IA&AS:1994) has been appointed as Director (A&F), NHIDCL (JS level), under the Ministry of Road Transport & Highways for a tenure of five years vice Satya Brata Sahu (IAS:1991:OR).
  23. Ashish Kumar Goel (IAS:1995:UP) has been appointed as Joint Secretary, Department of Rural Development for a tenure of five years vice Kamran Rizvi (IAS:1991:UP).
  24. Santosh Kumar Yadav (IAS:1995:UP) has been appointed as Joint Secretary, Department of School Education & Literacy for a tenure of five years vice Sanjay Kumar (IAS:1992:NL).
  25. Balachandra Subramoney Iyer (IRPS:1994) has been appointed as Deputy Director General (JS level), Department of Telecommunications for a tenure of five years vice R K Khandelwal (IAS:1989:BH).
  26. Hari Ranjan Rao (IAS:1994:MP) has been appointed as Joint Secretary, Department of Telecommunications for a tenure of five years or until further orders. He replaces Amit Yadav (lAS:1991:UT).
  27. Rakesh Kumar Verma (IAS:1993:PB) has been appointed as Joint Secretary, Ministry of Tourism for a tenure of five years vice B Suman (IAS:1996:KL)
  28. Subodh Yadav (IAS:1999:KN) has been appointed as Joint Secretary, Department of Water Resources, River Development & Ganga Rejuvenation for a tenure of five years vice Akhil Kumar (IPS:1994:UP).
  29. Vinayan J (IRTS:1994) has been appointed as ED (Admin), National Mission for Clean Ganga (NMCG) (JS level), Department of Water Resources, River Development & Ganga Rejuvenation for a tenure of five years . He replaces Rajiv Kishore (IRPS:1988).
  30. Ashok Kumar Singh (IAS:1999:KL) has been appointed as ED (Projects), National Mission for Clean Ganga (NMCG) (JS level), Department of Water Resources, River Development & Ganga Rejuvenation for a combined tenure of seven years i.e. upto 21.01.2022. He replaces G Asok Kumar (IAS:1991:TG).
  31. Manoj Sethi (ICAS:1993) has been appointed as Joint Secretary & Financial Adviser (JS&FA) Ministry of Youth Affairs & Sports for a tenure of five years. He replaces Ms Kiran Soni Gupta (IAS:1985:RJ).
