The Union Cabinet led by Prime Minister Narendra Modi approved a policy on long-term leasing of railway land for implementation of PM Gati Shakti framework as well as establishing 300 cargo terminals.

The plan will not incur any additional costs. However, liberalizing the land leasing policy will facilitate the establishment of more cargo- related facilities by all stakeholders/service providers/operators. It will also attract more cargo to railways, increase railways’ modal
share in freight transportation, thus reducing logistics costs.

It will simplify approvals for utilities as envisaged in PM Gati Shakti Programme.

It will also facilitate development of public utilities such as electricity, gas, water supply, telecommunication cable, sewage disposal, drains, optical fibre cables, pipelines, flyovers, but terminals, regional rail transport, urban transport, etc.

This policy amendment will enable employment generation potential of about 1.2 lakh employment.

The revised railways’ land policy will enable integrated development of infrastructure and more cargo terminals. Over the next five years, 300 PM Gati Shakti Cargo Terminals will be built. Moreover, the policy encourages the development of social infrastructure (such as hospitals through public-private partnerships and schools through Kendriya Vidyalaya Sangthan) on railway land at a nominal annual fee of Rupee 1 per square meter per annum. Within 90 days of cabinet approval, a comprehensive policy document will be drafted and implemented.
