UP govt transfers 21 IAS officers on new year

On the first day of the New Year, the Uttar Pradesh government carried out a significant reshuffle in the state bureaucracy by issuing transfer and posting orders for 21 IAS officers. While a few officers have been promoted, others have been assigned fresh responsibilities across departments.

The names of the officers and their postings are as follows;

  1. Akhand Pratap Singh (IAS:2010:UP), Special Secretary, Election Department and Additional CEO, Uttar Pradesh, has been promoted and posted as Secretary, Election Department and Additional CEO, Uttar Pradesh.
  2. Neha Sharma (IAS:2010:UP), In-charge IG, Stamp, has been promoted and posted as IG, Stamp.
  3. Monika Rani (IAS:2010:UP), In-charge DG, School Education, has been promoted and posted DG, School Education.
  4. Yogesh Kumar (IAS:2010:UP), In-charge Commissioner & Registrar, Cooperative Societies has been promoted and posted as Commissioner & Registrar, Cooperative Societies.
  5. Aparna U (IAS:2001:UP), Secretary, Medical Education Department and DG, Medical Education, has been promoted and transferred as Principal Secretary, Revenue Department.
  6. Dr Sarika Mohan (IAS:2006:UP), Secretary, Finance Department, has been transferred and posted as Secretary, Medical Education Department and DG, Medical Education.
  7. SVS Ranga Rao (IAS:2001:UP), Member (Judicial), Revenue Board, has been promoted and posted as Principal Secretary, UP Reorganisation Coordination & General Administration Department.
  8. Naveen Kumar (IAS:2007:UP), Secretary, Irrigation and Water Resources Department and CEO, Prime Minister Agriculture Irrigation Scheme Project Administrative, Greater sharda Sahayak Samadesh Pariyojna, has been transferred and posted as Member (Judicial), Revenue Board.

Amit Telang appointed OSD (JS level) in Department of Defence

Senior Indian Foreign Service officer Amit Shivkumar Telang (IFS:2005) has been appointed as Officer on Special Duty (OSD) at the Joint Secretary level in the Department of Defence for a tenure of three years.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (December 31, 2025), the Appointments Committee of the Cabinet approved Telange’s appointment for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier.

Telange will succeed Vishwesh Negi (IFS:2002), who had been serving in the position since January 2023 and completed his tenure on November 14, 2025.

ACC clears 35 Joint Secretary-level appointments across ministries

The Appointments Committee of the Cabinet (ACC) on Wednesday (December 31, 2025) approved the appointment of 35 senior officers at the level of Joint Secretary and equivalent posts across key ministries and departments of the Government of India. The appointments include officers from the IAS, IPS, IFoS and various Group ‘A’ central services.

The names of the officers and their postings are as follows;

  1. Chinmay Pundlikrao Gotmare (IAS:2009:AM) has been appointed as Joint Secretary, Department of Agriculture & Farmers Welfare, for a combined tenure of seven years up to April 12, 2028, or until further orders, whichever is earlier. He replaces Purna Chandra Kishan (IAS:2005:RJ).
  2. Neha Verma (IFoS:2005:UD) has been appointed as Joint Secretary, Department of Agriculture & Farmers Welfare, for an overall tenure of five years up to January 19, 2027, or until further orders. She replaces Shubha Thakur (CSS).
  3. Manoj Kumar Gangeya (IRTS:2000) has been appointed as Joint Secretary, Ministry of Coal, for a tenure of five years, or until further orders. He replaces Bhabani Prasad Pati (IFoS:1994:GJ).
  4. Amit Verma (IFoS:2005:UD) has been appointed as Joint Secretary, Department of Commerce, for an overall tenure of five years up to March 7, 2027, or until further orders. He replaces Aishvarya Singh (IAS:2008:SK).
  5. Ujjwal Kumar Ghosh (IAS:2008:KN) has been appointed as Joint Secretary, Department of Commerce, for a tenure of five years, or until further orders. He replaces Siddharth Mahajan (IAS:2003:RJ).

  16. Gurjeet Singh Dhillon (IOFS:2002) has been appointed as Joint Secretary, Ministry of Housing & Urban Affairs, by temporarily upgrading his post from DS/Director to JS level for an initial period of two years, with tenure up to March 25, 2026.
  17. Vinamra Mishra (IRSME:2003) has been appointed as Joint Secretary, Ministry of MSME, by temporarily upgrading the post for an initial period of two years, with combined tenure up to August 12, 2027.
  18. Keshvendra Kumar (IAS:2008:KL) has been appointed as Joint Secretary, Ministry of MSME, for a tenure of five years, on completion of cooling-off period (January 27, 2026), or until further orders.
  19. Sandeep Vasant Kadam (IAS:2008:HP) has been appointed as Joint Secretary-cum-Mission Head, National Critical Mineral Mission, Ministry of Mines, for a tenure of five years, or until further orders.

  23. Rajiv Kumar (IOFS:2002) has been appointed as Additional Secretary (JS level), UPSC, under DoPT, for an overall tenure of five years up to September 25, 2027, or until further orders. He replaces Jai Prakash Pandey (IRPS:2003).
  24. Aadhar Raj (IRTS:2004) has been appointed as Joint Secretary, Ministry of Power, for a tenure of five years, or until further orders. He replaces Baba Daramulla (IRSME:1993).
  25. Shailesh Bagauli (IAS:2002:UD) has been appointed as Joint Secretary, Department of Revenue, for a tenure of five years, or until further orders. He replaces Naval Kishore Ram (IAS:2008:MH).
  26. Sukhgeet Kaur (IOFS:2000) has been appointed as Member Secretary (JS level), NCTE, under the Department of School Education & Literacy, for an overall tenure of five years, and four years as Member Secretary, or until further orders. She replaces Abhilasha Jha Mishra (IRAS:2000).
  27. Asheesh Joshi (IAS:2006:UD) has been appointed as Joint Secretary, Department of School Education & Literacy, for an overall tenure of seven years up to December 1, 2027, or until further orders. He replaces Anandrao Vishnu Patil (IAS:1998:TN).
  28. Manasi Sahay Thakur (IAS:2009:HP) has been appointed as Joint Secretary, Ministry of Skill Development & Entrepreneurship, for an overall tenure of five years up to November 25, 2029, or until further orders.
  29. Ashish Kumar Gupta (IOFS:2002) has been appointed as Joint Secretary, Ministry of Statistics & Programme Implementation, by temporarily upgrading the post for an initial period of two years, with combined tenure up to July 15, 2027.
  30. Manisha Chatterjee (IRTS:1999) has been appointed as Joint Secretary, Ministry of Textiles, for a tenure of five years, or until further orders. She replaces Rajeev Saxena (IRSS:1995).
  31. Vrunda Manohar Desai (IRS IT:2003) has been appointed as Textile Commissioner, Mumbai, Ministry of Textiles, for an overall tenure of five years up to April 12, 2027, or until further orders. She replaces Roop Rashi (IA&AS:1994).
  32. Naval Kishor (IOFS:2003) has been appointed as Joint Secretary, Ministry of Tribal Affairs, for a combined tenure up to October 28, 2026, or until further orders.
  33. Bhaskar Choradia (IRAS:2000) has been appointed as Joint Secretary & FA, Ministry of Tribal Affairs, for an overall tenure of five years up to March 31, 2029, or until further orders. He replaces Yatinder Prasad (IA&AS:1993).
  34. Zaigham Ali Khan (IRAS:1999) has been appointed as Member (Finance) (JS level), Central Ground Water Board, under the Department of Water Resources, for a tenure of five years, or until further orders.
  35. Shiv Ratan (ITS:1996) has been appointed as Joint Secretary, Department of Youth Affairs, for an overall tenure of five years up to December 4, 2027, or until further orders.

ACC clears Director rank for four 2012-batch officers

The Appointments Committee of the Cabinet (ACC) on Thursday (January 1, 2026) approved the redesignation of four officers from the 2012 batch of various services—three IAS officers and one IDES officer—to the post of Director. The redesignation will take effect from January 1, 2026.

All four officers are currently serving at the Deputy Secretary level in different ministries and departments. Those redesignated include Praveen Singh Adhayach (IAS:2012:MP), who is serving as Private Secretary to Union Minister for Rural Development Shivraj Singh Chouhan; Vikram Singh Malik (IAS:2012:AGMUT), posted in the Ministry of Information and Broadcasting; Alagu Varsini VS (IAS:2012:TG), serving in the Department of Rural Development; and Anupam Talwar (IDES:2012), who is posted as Deputy Director (Deputy Secretary level) at the Lal Bahadur Shastri National Academy of Administration (LBSNAA).

Sheetal Verma’s tenure as DCO/DCR Uttar Pradesh extended

The central deputation tenure of Sheetal Verma (IAS:2007:UP) as Director of Census Operations (DCO) and Director of Citizen Registration (DCR), Uttar Pradesh, has been extended up to August 5, 2026.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (January 1, 2026), the Appointments Committee of the Cabinet approved the Ministry of Home Affairs’ proposal to extend her deputation for an overall tenure of five years, or until further orders, whichever is earlier.

Sheetal Verma has been serving in the post since August 2021, and her earlier tenure was scheduled to end on December 31, 2025.

Shailesh Singh gets additional charge of Secretary, D/o Land Resources

Senior IAS officer Shailesh Kumar Singh (IAS:1991:JH), who is currently serving as Secretary, Department of Rural Development, has been assigned the additional charge of Secretary, Department of Land Resources.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (January 1, 2026), the competent authority has approved the arrangement with immediate effect and until the appointment of a regular incumbent or until further orders, whichever is earlier.

The post of Secretary, Department of Land Resources was earlier held by Manoj Joshi (IAS:1989:KL), who took charge in March 2024 after Nidhi Khare (IAS:1992:JH) moved to the Department of Consumer Affairs as Secretary. At that time, Joshi had shifted from the Ministry of Housing and Urban Affairs (MoHUA), where he was serving as Secretary.

However, on November 20, 2025, the central government transferred Manoj Joshi as Secretary, Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, necessitating the assignment of the department’s charge to another officer.

Decoding Nandini Chakravorty’s rise to Bengal’s Chief Secretary post

When the 1994-batch IAS officer, Nandini Chakravorty, was named as Bengal’s Chief Secretary by the Mamata Banerjee government, it raised many an eyebrow, as this move was not widely expected. The reason was simple: there were at least 11 IAS officers in the state cadre who were overlooked for selection to the state’s top bureaucratic position despite being senior to Chakravorty. A few of them were even five to six years senior to her, yet they missed the bus, all because of Chakravorty’s close proximity to the Bengal Chief Minister.

Chakravorty’s closeness with CM Mamata Banerjee came to the spotlight in February 2023 when she was serving as the Principal Secretary to the Governor, CV Anand Bose. It started with a speech that Chakravorty is said to have scripted for Governor Bose, which was full of praise for Mamata Banerjee. It resulted in the Governor being severely criticized by the BJP leaders for praising Mamata.

The Governor got so angry with his Principal Secretary that he ordered her immediate removal from the Raj Bhawan. It unleashed a spat between the Raj Bhawan and the Mamata Banerjee-led government in the state. And Chakravorty was found in the middle of that spat.

The spat intensified with Governor Anand Bose’s decision to shift Chakravorty from the Raj Bhawan to the tourism department. The move irked the Trinamool Congress govt, which expressed its unhappiness with the Governor for announcing the decision unilaterally. The move generated the first brush of tension between the Governor and the Chief Minister. The two had shared a cordial relationship up to that point.

The incident highlighted the closeness between Chakravorty and Mamata. Chakravorty slowly steeled CM Mamata Banerjee’s confidence and went on to become the secretary of Sundarban affairs and now the Chief Secretary of the state.

Even her selection as the Chief Secretary contains the element of a controversy from the standpoint of the seniority in the Bengal bureaucracy. Chakravorty superseded about 11 seniors to grab this post. Among those who were superseded to favour Chakravorty for the top slot are Sepuri Suresh Kumar, a 1988-batch officer; Atri Bhattacharya from the 1989 batch; Vivek Kumar, Manoj Kumar Agarwal, and Vivek Bhardwaj, from the 1990 batch; Dr Krishna Gupta of the 1991 batch; Varun Kumar Ray of the 1992 batch; and Roshni Sen, Prabhat Kumar Mishra, Dushyant Nariala, and Anoop Kumar Agrawal, all from the 1993 batch. Nandini Cakravorty belongs to the 1994 batch.

Whatever the case, there is no denying the fact that Chakravorty, an alumna of the prestigious Jawaharlal Nehru University (JNU), is known as a bright officer too.

Joint Secretary Mamta Verma prematurely repatriated to parent cadre

Mamta Verma (IInfoS:1994), who is currently serving as Joint Secretary in the Ministry of Panchayati Raj, has been prematurely repatriated to her parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (December 31, 2025), the competent authority has approved her premature repatriation on personal grounds, with the imposition of an extended cooling-off condition.

Ajay Kumar Garg’s tenure as DCO/DCR Delhi extended

The central deputation tenure of Ajay Kumar Garg (IAS:2010:AGMUT) as Director of Census Operations (DCO) and Director of Citizen Registration (DCR), Delhi, has been extended beyond December 31, 2025.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (December 31, 2025), the Appointments Committee of the Cabinet (ACC) has approved the extension of Garg’s deputation tenure up to September 30, 2027, or until further orders, whichever is earlier.

ACC extends CRPF deputation of IPS officer Sonal V Misra

The central deputation tenure of Sonal V Misra (IPS:2000:TN), serving as Inspector General in the Central Reserve Police Force (CRPF), has been extended by one year.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (December 31, 2025), the Appointments Committee of the Cabinet (ACC) has approved the proposal of the Ministry of Home Affairs to extend Misra’s deputation beyond December 20, 2025. The extension will be for a period of one year or until further orders, whichever is earlier.
