Growing number of senior IAS seeking VRS dogs Uttar Pradesh bureaucracy

The Uttar Pradesh bureaucracy is dogged by a bizarre trend—the growing number of senior IAS officers seeking voluntary retirement (VRS) one after another. And the state government has no option except watching it helplessly. The result: about a dozen of them have already left the service, and many more are expected to follow suit and quit in the coming months.

This figure also includes those who opted for VRS in the past few years. Most of the officers cited personal (including health) reasons to quit the elite job.

One major reason behind this trend is the availability of better opportunities outside government service. It is raising a serious concern in the corridors of power.

Among the latest to seek VRS is 2004-batch officer Anamika Singh, whose decision triggered a fresh debate over the reasons behind the exodus. Similarly, Amod Kumar (IAS: 1995) is another officer who recently resigned. Those who have taken VRS in recent years include Vikas Gothalwal (IAS:2003), Vidya Bhushan (IAS:2008), G Sreenivasulu (IAS:2005), Rajiv Agarwal (IAS:1993), Mohammad Mustafa (IAS:1995), Rigzin Samphael (IAS:2003), Renuka Kumar (IAS:1987), and Juthika Patankar (IAS:1988). Rakesh Varma and RP Singh are also among those who left. Another UP cadre officer, Abhishek Singh (IAS:2011), resigned recently.

There is a sole example of G. Sreenivasulu, who withdrew his VRS request and returned to the service.

A senior official confirmed that Anamika Singh’s request for VRS is being processed. It was rumoured that it was the denial of central deputation to her that prompted her to seek VRS. But the source says she had not applied for central posting in the recent past.

The fact remains that there has been a sense of resentment among a section of UP-cadre IAS officers over their low representation at the Centre. Officers often claim that getting empanelled at the Centre is becoming increasingly difficult.

There is a perception among the IAS officers that postings in Varanasi or Ayodhya brighten their chances of securing central deputation, as many of them have done so in recent months. The reason behind it is that these key locations bring the officers to work into closer coordination with the Centre, increasing their chances of being picked.

The IAS Association of the state, which earlier used to take up the issues with the state government, has not come out with any view on this issue. Not only this, but the association has not been able to hold its ‘service week’ for the past few years. It has also contributed to the trend, as the annual general body meeting used to be organised during the ‘service week’ that provided an opportunity for the officers to raise their concerns.

Thus, the state government’s reluctance in clearing requests for central deputation is considered to have acted as a catalyst prompting the exodus.

But undeniably, the state government has its own reason behind not giving its nod, because it is facing shortages of officers at some levels in the state IAS cadre. But at the same time, it’s frustrating for many.

Whatever the reasons, it needs to be pondered as to why officers are leaving the bureaucratic careers once considered one of the country’s most sought-after government services.

B Sairam takes charge as CMD of Coal India Limited

B Sairam has assumed charge as Chairman-cum-Managing Director (CMD) of Coal India Limited (CIL) with effect from December 15, 2025. He succeeds Sanoj Kumar Jha (IAS:1997:SK), Additional Secretary in the Ministry of Coal, who had been holding the interim charge since November 1, 2025, following the retirement of former CMD P M Prasad on October 31, 2025.

Sairam was earlier serving as CMD of Northern Coalfields Limited (NCL). His name was recommended for the top post at Coal India by the Public Enterprises Selection Board (PESB) on September 20, 2025.

A coal mining professional with over three decades of experience, Sairam is a mining engineering graduate from the National Institute of Technology, Raipur, and holds an MBA in Energy Management from the NTPC School of Business. His career spans key areas such as mine operations, planning, logistics and regulatory affairs.

Before heading NCL, Sairam served as Director (Technical) at Central Coalfields Limited, another major coal-producing subsidiary of Coal India Limited.

ACC empanels 10 officers for Joint Secretary-level posts at Centre

The Appointments Committee of the Cabinet (ACC) on Monday (December 15, 2025) approved the empanelment of 10 officers from different services and batches for holding Joint Secretary or Joint Secretary–equivalent level posts in the Government of India.

The names of these officers are as follows:

Harish Singh Papola appointed OSD to Union Minister Jyotiraditya M Scindia

Harish Singh Papola (IRPFS:2015) has been appointed as Officer on Special Duty (OSD) to the Minister for Communications and Development of North Eastern Region (DoNER), Jyotiraditya M. Scindia. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (December 15, 2025), the Appointments Committee of the Cabinet (ACC) has approved his appointment at the level of Deputy Secretary in the Ministry of Communications.

The appointment will be effective from the date of assumption of charge and will remain valid up to October 10, 2028, which is the maximum admissible tenure of seven years away from the parent cadre. The tenure will be co-terminus with the Minister or until he ceases to function as OSD or until further orders, whichever is earlier.

Priya Ranjan gets 9-month extension as NHB MD

Priya Ranjan (IFoS:1998:RJ), Joint Secretary in the Department of Agriculture & Farmers Welfare, will continue to hold additional charge of Managing Director, National Horticulture Board (NHB) for another nine months. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (December 15, 2025), the Appointments Committee of the Cabinet (ACC) has approved the proposal of the Department of Agriculture & Farmers Welfare to extend his additional charge from September 23, 2025 to June 22, 2026, or until a regular incumbent is appointed or further orders, whichever is earlier.

Notably, Priya Ranjan has been holding the additional charge of MD, NHB since May 2023 and has received multiple extensions since then.

MoRTH Additional Secretary Vinay Kumar repatriated to parent cadre

In a significant development, senior IAS officer Vinay Kumar (IAS:1999:BH), who is currently serving as Additional Secretary in the Ministry of Road Transport and Highways (MoRTH), has been prematurely repatriated to his parent cadre Bihar. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (December 15, 2025), the Appointments Committee of the Cabinet (ACC) has approved his repatriation on the request of the Bihar government, with the imposition of an extended cooling-off period.

Vinay Kumar has been serving in the MoRTH as Joint Secretary since November 2023 against a five-year tenure scheduled to continue until November 2028. He was empanelled for Additional Secretary-level posts in December 2024 and subsequently elevated. However, his central deputation has now been curtailed before completion following the state government’s request.

PESB recommends Parthajit De as Director (Finance) of SJVN Limited

The Public Enterprises Selection Board (PESB) has recommended Parthajit De for appointment as Director (Finance) of SJVN Limited. The recommendation was made following interviews conducted by the PESB on December 15, 2025.

Parthajit De is currently serving as General Manager (Finance) at NHPC Limited. His name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval, subject to vigilance clearance and completion of other procedural formalities.

The PESB had invited applications for the post of Director (Finance), SJVN Limited on July 14, 2025, with August 11, 2025 as the last date for submission of applications. The position has remained vacant since May 13, 2025.

The PESB interviewed a total of 10 candidates for the post. The list included:

PESB recommends B Mugunthan as Director (Finance) of DFCCIL

The Public Enterprises Selection Board (PESB) has recommended B Mugunthan for appointment as Director (Finance) of the Dedicated Freight Corridor Corporation of India Limited (DFCCIL). The recommendation was made after interviews conducted by the PESB on December 15, 2025.

B Mugunthan is presently serving as Financial Adviser and Chief Accounts Officer in the Ministry of Railways. His name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval, subject to vigilance clearance and completion of other procedural requirements.

The PESB had invited applications for the post of Director (Finance), DFCCIL on August 21, 2025, with September 17, 2025 as the closing date. The position has been vacant since February 1, 2025, following the completion of the five-year tenure of Hira Ballabh (IRAS:1992), who retired on January 31, 2025. Currently, Rahul Kapoor, Executive Director (Finance–PPP & RM), Railway Board, is holding additional charge of the post.

The PESB interviewed a total of 10 candidates for the post. The list included:

ACC clears Director-level redesignation of four 2012-batch officers

The Appointments Committee of the Cabinet (ACC) has approved the redesignation of four officers from the 2012 batch of different services to the post of Director, with effect from January 1, 2026. The approval was granted on Monday (December 15, 2025). All four officers are presently serving at the level of Deputy Secretary in various central ministries and departments.

The officers whose posts have been upgraded include Richa Verma (IAS:2012:HP), serving in the Department of Higher Education; Shalini Agnihotri (IPS:2012:HP), posted in the Department of School Education; Padmakar Kushwaha (IA&AS:2012), serving in the Department of Atomic Energy; and Garima Sharma (IRS-IT:2012), also posted in the Department of Higher Education.

Nivedita Shukla Verma gets additional charge of Health Secretary

Senior IAS officer Nivedita Shukla Verma (IAS:1991:UP), Secretary, Department of Chemicals and Petrochemicals, has been assigned additional charge of Secretary, Department of Health and Family Welfare, with immediate effect. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (December 15, 2025), the competent authority has approved her additional charge till December 21, 2025.

The arrangement has been made during the period of absence on leave of Punya Salila Srivastava (IAS:1993:AGMUT), who is the regular Secretary of the Department of Health and Family Welfare.
