Days after being prematurely repatriated from the Centre, the Delhi government on Tuesday (June 9, 2026) appointed senior IAS officer Sajjan Singh Yadav (IAS:1995:AGMUT) as Additional Chief Secretary and Chief Executive Officer (CEO), Delhi Jal Board.
According to an order, Yadav, who was awaiting posting after returning to his parent cadre, has been posted with immediate effect.
He has also been entrusted with the additional charge of Additional Chief Secretary (Industries) and Chairperson, Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), relieving Santosh D Vaidya (IAS:1998:AGMUT) from the additional charge of Principal Secretary (Industries) and Chairperson, DSIIDC.
Notably, the Appointments Committee of the Cabinet (ACC) on June 3 approved the premature repatriation of Yadav from the Department of Expenditure to his parent cadre AGMUT on the request of the Ministry of Home Affairs.
Yadav had been serving in the Department of Expenditure since August 2019. He initially joined as Joint Secretary and was later elevated after empanelment to Additional Secretary and Secretary-equivalent level.
Navneet Kumar (ICAS:2014) has been appointed as Officer on Special Duty (OSD) to Ashwini Vaishnaw, Minister of Electronics & Information Technology, Railways and Information & Broadcasting, for a period of four years. His appointment specifically pertains to the Ministry of Information & Broadcasting.
According to an order issued by the Department of Personnel and Training (DoPT) on Monday (June 8, 2026), the Appointments Committee of the Cabinet (ACC) has approved his appointment at the level of Deputy Secretary for a period of four years with effect from the date of assumption of charge of the post.
His tenure will be on a co-terminus basis with the Minister or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.
Senior IAS officer Pallavi Jain Govil (IAS:1994:MP), Secretary in the Department of Youth Affairs, has been given additional charge of Secretary, Department of Sports. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (June 8, 2026), the competent authority has approved the assignment of additional charge of the post to Pallavi Jain with immediate effect till June 14, 2026 during the period of absence on leave of Hari Ranjan Rao (IAS:1994:MP).
The central deputation tenure of Hemant Kumar Patil (IOFS:2002), Director in the Ministry of Corporate Affairs, has been extended by two years. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (June 8, 2026), the Appointments Committee of the Cabinet (ACC) has approved the proposal of the Ministry of Corporate Affairs to extend his tenure beyond August 15, 2026 for a period of two years or until further orders, whichever is earlier.
Patil has been serving as Director in the Ministry of Corporate Affairs since April 2025 after being laterally shifted from the post of Director in the National Recruitment Agency (NRA).
Notably, he was appointed as Director in the NRA in July 2021 for a tenure of five years and assumed charge of the post on August 16, 2021.
Eight senior IPS officers in Gujarat have been handed the odd job of camping in remote villages along the Pakistan border to undertake an extensive review of security arrangements there. Each of them has been assigned two villages to spend two days next week. Thus, eight officers will be staying in 16 villages along the Pakistan border and interacting with residents in frontier regions.
The officers will visit villages in the Vav-Tharad border belt, Patan district, and Kutch district on June 11 and 12. As part of the special programme, all officers have been asked to stay overnight in the villages assigned to them, including in local homes, to gain first-hand insights into the challenges faced by residents and personnel deployed in border areas.
During the two-day programme, the officers have to assess security infrastructure, review the preparedness of security agencies, inspect border patrolling arrangements, and interact with police personnel posted in difficult and isolated locations. They are also supposed to hold meetings with villagers and conduct night-time review sessions on issues related to security and border management.
Additional DGP Wabang Zamir will visit Asaragam and Rachhena villages in the Vav-Tharad region, while ADGP Ajay Kumar Chaudhary will tour Shirani Vandh and Jatawada villages in Kutch East district. Similarly, IG Bipin Shankarrao Ahire will visit Dhokavada and Charanka villages in Patan district, and DIG A.M. Muniya will tour Radosan and Golap villages in the Vav-Tharad area.
In Kutch West district, DIG K N Damor will visit Juna and Dedhiya villages, while DIG Dr Leena Patil will stay in Udhmo and Patagar villages. ACP R T Susara will visit Punrajpar and Gunau villages, and DIG Sudha S Pandey will tour Dinara and Bhitara Mota villages.
This exercise, the brainchild of Deputy Chief Minister Harsh Sanghavi, is aimed at strengthening the security of Gujarat’s international and inter-state borders while ensuring the welfare of people living in remote frontier villages.
It is important to mention here that the exercise is intended to be an intensive field exercise rather than a ceremonial visit, as apart from reviewing border security measures, the officers will be engaging with local communities, examining issues affecting residents, and gathering feedback from personnel stationed in remote areas.
According to officials involved in the programme, the findings will be used in future planning for security and development initiatives in Gujarat’s border regions.
In one of the biggest administrative reshuffles in recent years, the Kerala government has transferred around four dozen IAS officers through a single order, triggering a major reorganisation across key departments of the state administration.
Among the notable developments, Dr B Ashok (IAS:1998:KL), whose suspension was revoked on June 6, has been posted as Principal Secretary, Higher Education Department upon reinstatement into service.
Another key posting is that of N Prashanth (IAS:2007:KL), whose suspension was also revoked on June 6. On reinstatement, he has been appointed as Special Secretary, Sports Department. In addition, he has been entrusted with full additional charge of Special Secretary, Youth Affairs, Zoos, Museum, Archaeology and Archives Departments.

Bishwanath Sinha (IAS:1992:KL), Additional Chief Secretary, Home and Vigilance Department, has been given full additional charge of the Coir Development and Housing Department in addition to his existing additional charge of the Water Resources Department. The officer has been relieved of the charge of Additional Chief Secretary, Coastal Shipping and Inland Navigation Department.
K R Jyothilal (IAS:1993:KL), Additional Chief Secretary, Finance Department, has been assigned full additional charge of the Planning and Economic Affairs Department and Member Secretary, Kerala State Planning Board. He will continue to hold additional charges of the Taxes Department, Rebuild Kerala Initiative and Public Procurement Advisory Department.
Puneet Kumar (IAS:1993:KL), Resident Commissioner, Kerala House, New Delhi, has been relieved of all additional charges.
Dr Rajan N Khobragade (IAS:1993:KL), Additional Chief Secretary, Health and Family Welfare Department, has been relieved of the additional charges of Cultural Affairs (Archaeology, Archives and Museums), Personnel and Administrative Reforms Department and Personnel and Administrative Reforms (Official Language) Department. An Anti-Corruption Bureau (ACB) special court rejected the bail application of former Rajasthan cadre IAS officer Subodh Agarwal (IAS:1988:RJ) in the multi-crore Jal Jeevan Mission (JJM) scam on Monday.
Special Judge Rajesh Kumar Dadiya dismissed Agarwal’s bail plea while observing that the allegations against Agarwal were serious and involved alleged “misuse of office” causing substantial loss to the state exchequer.
The court held that observing the gravity of the accusations and the impact on public trust, Agarwal was not entitled to bail at this stage and dismissed the application.
Agarwal was serving as Additional Chief Secretary (ACS) of the Public Health Engineering Department (PHED) when the alleged multi-crore JJM tender scam took place.
He was later arrested by the ACB on April 9 from New Delhi and has been in judicial custody since April 15.
The case relates to an FIR registered by the ACB in Jaipur in 2024 under various provisions of the Prevention of Corruption Act and the Indian Penal Code.
It was alleged that despite receiving complaints and information regarding the forged certificates having been submitted by tender-seeking firms, officials continued to process tenders and work orders.
The ACB opposed the bail, saying Agarwal failed to act despite receiving complaints regarding the forged certificates and irregularities in the tender process, enabling undue benefits to private firms and causing losses running into crores of rupees.
With the term of the current Telangana Chief Secretary, K Ramakrishna Rao (IAS:1991:TG), ending this month, the state secretariat is abuzz with speculation over the emerging scenario in the state concerning the next CS.
There is speculation over Rao getting a third extension. But it may not be likely, yet speculation is growing.
The issue of the state government seeking another extension for Rao has gained attention in the backdrop of Chief Minister A Revanth Reddy’s criticism of the Centre. It is being closely watched, as Rao has already received two extensions after retirement; a third extension seems unlikely.
In this scenario, there are four senior IAS officers in the race, including Sanjay Jaju (IAS:1992:TG) and three Special Chief Secretaries—Jayesh Ranjan (IAS:1992:TG), Vikas Raj (IAS:1992:TG), and Sabyasachi Ghosh (IAS:1994:TG)—whose names are being discussed as potential successors, with Jayesh Ranjan having an edge over others.
In terms of seniority, Shashank Goel (IAS:1990:TG) is the senior-most officer in the cadre; he, however, is due to retire in September.
Though belonging to the Telangana cadre, Sanjay Jaju is currently serving on central deputation as Secretary in the Ministry of Development of North Eastern Region (DoNER) and is expected to remain in service until March 2028.
Under this circumstance, Jayesh Ranjan is the strongest contender for the post. Currently posted as Special CS to the state govt in charge of Metropolitan Area and Urban Development, Ranjan has held key positions in the IT and Industries departments and is due to retire in September next year.
Vikas Raj and Sabyasachi Ghosh have considerable tenures remaining and are also considered strong contenders for the top post.
With Rajasthan Chief Secretary V. Srinivas scheduled to retire on August 31, the state government has begun the process of identifying his successor to the top bureaucratic post.
While the option of Srinivas being granted an extension is still open, if he fails to get it, the govt has to be prepared with alternate arrangements. Under the existing provisions, the central govt. can grant two extensions of six months each, and several Chief Secretaries have received extensions in the past.
However, sources in the state secretariat suggest that Srinivas may not be interested in seeking an extension and could prefer a posting in Delhi before retirement.
Perhaps having it in mind, the state govt is said to be preparing a list of potential candidates to ensure a smooth transition. Four senior IAS officers are currently considered the leading contenders for the CS post.
IAS officer Abhay Kumar (IAS:1992:RJ) is considered leading the race as the frontrunner based on his seniority. Currently posted as Additional Chief Secretary (ACS) of the Water Resources Department, Kumar has been overseeing the Ramjal Setu Link Project, one of the Bhajan Lal Sharma govt’s flagship initiatives. He is scheduled to retire on August 31, 2028.
If the government follows the traditional seniority principle, Kumar’s claim is likely to be among the strongest.
Rajat Kumar Mishra (IAS:1992:RJ) is another key contender, currently serving on central deputation as Secretary in the Department of Fertilizers. He is due to retire on January 31, 2028.
Mishra is regarded as an experienced administrator with expertise in financial management and policy implementation. He is seen as having strong policymaking credentials, and if the Rajasthan govt prioritises closer coordination with the Centre, Mishra could emerge as a strong choice.
Akhil Arora(IAS:1993:RJ) is another top contender in the fray. Currently serving as Additional Chief Secretary (ACS) to the Chief Minister, he oversees the functioning of the Chief Minister’s Office (CMO). Further, he has much of the service left as he is due to retire in February 2029.
However, appointing Arora would mean superseding officers from the 1992 batch. But there are precedents of junior officers being appointed to the CS post superseding several senior officers.
Aparna Arora (IAS:1993:RJ), currently serving as ACS in the Mines and Petroleum Department, is also considered a strong contender for the top job because of her seniority and experience in handling high-profile departments. She is set to retire in 2029.
If she is appointed CS, several IAS officers senior to her in the 1992 and 1993 batches may need to be shifted outside the Secretariat.
It should be pointed out here that, unlike the appointment of a DGP, the selection of a Chief Secretary does not require a UPSC panel. While seniority is traditionally considered the criterion, the Chief Minister has the authority to choose any suitable IAS officer for the post.
Former Maharashtra cadre IAS officer Deepak Kapoor (IAS:1991:MH) has been appointed as the new Vice-Chairman and Managing Director of the Maharashtra Airport Development Company (MADC) for a period of two years. Kapoor’s appointment comes as part of an administrative reshuffle within the state-run infrastructure and aviation development agency.
Kapoor took over from Swati Pandey (IPoS:1997), who was serving MADC on deputation. She has now been assigned the responsibility of the Joint Managing Director of the corporation.
Kapoor retired on April 30 this year after serving as Additional Chief Secretary. He has been appointed on a contractual basis to head MADC, the nodal agency responsible for key infrastructure projects, including Mihan and several airport development initiatives across Maharashtra.
With Kapoor at the helm, the state govt is expected to make the best use of his decades of experience in public administration to accelerate MADC’s strategic projects and strengthen execution of infrastructure initiatives.
