HP: Two IAS officers get additional charges

The Himachal Pradesh government on Saturday (31.12.2022) assigned additional charges to its two IAS officers.

The names of the officers and their postings are as follows :

  1. Hemraj Bairwa (IAS:2013:HP), Mission Director, National Health Mission with additional charges of Director, Department of Empowerment of SCs, OBCs, Minorities and Specially Abled, has been given additional charge of Director, H.P. Minorities Finance & Development.
  2. Dr. Nipun Jindal (IAS:2014:HP), Deputy Commissioner, District Kangra at Dharamshala, has been given additional charge of Chairman, Himachal Pradesh Board of School Education, Dharamshala.

HP: Prabodh Saxena appointed as new Chief Secretary

The Himachal Pradesh government on Saturday (31.12.2022) appointed senior IAS officer Prabodh Saxena (IAS:1990:HP) as the new Chief Secretary of the state. He replaces RD Dhiman (IAS:1988:HP), who retired on Saturday, as the top bureaucrat. Dhiman, who took over as Chief Secretary in July, was sworn in as Chief Information Commissioner on Sunday for a term of three years.

Prabhodh Saxena may have a tenure up to March 2025 i.e. till retirement.

Before being appointed to the post he was serving as Additional Chief Secretary, Finance, Planning, Economics & Statistics and 20 Point Programme with additional charge of Additional Chief Secretary, Personnel, Environment, Science & Technology.

Ram Subhag Singh (IAS:1987:HP), who is at present posted as Principal Advisor (Administrative Reforms) has been transferred as Principal Advisor to the CM. He has been appointed as Special Chief Secretary (MPP & Power and NCES) and Chairperson, HP State Electricity Board. He will also advise the CM on boosting milk production and its procurement. Singh shall work under the supervision of the Chief Minister and will be equivalent in rank, status and responsibility to the post of Chief Secretary.

Sanjay Gupta (IAS:1988:HP), Principal Advisor Redressal and Public Grievances, has been appointed as the Chairman-cum-Managing Director of the Ropeways and Rapid Transport System Development Corporation and Chairperson of the Himachal Pradesh State Pollution Control Board. He will work under the overall administrative control and supervision of the Chief Minister, and will be equivalent in rank and status of Chief Secretary.

104 IRS-IT officers promoted to Commissioner of Income Tax grade

The Appointments Committee of the Cabinet (ACC) on Friday (30.12.2022) approved the empanelment of 104 officers for promotion to the grade of Commissioner of Income Tax (CIT) in the Indian Revenue Service (Income Tax) for the panel year 2023.

282 IRS-IT officers promoted to Joint Commissioner of Income Tax grade

As many as 282 officers of the Indian Revenue Service have been promoted to the grade of Joint Commissioner of Income Tax (JCIT) purely on ad-hoc basis with effect from 01.01.2023 or the date they assume charge of the post of JCIT, whichever is later, for a period upto 31.12.2023 or till these officers are appointed on a regular basis. Promotions will be made on an in-situ basis, and the officers will continue to perform the same functions and duties as before.

ACC approves appointments of 19 officers at Joint Secretary level

In a major administrative rejig on Friday (30.12.2022), the Appointments Committee of the Cabinet (ACC) has approved a number of appointments of officers at Joint Secretary/ Joint Secretary equivalent level.

The names of the officers and their postings are as follows :

  1. Padam Lal Negi (IDAS:1992) has been appointed as Joint Secretary & FA, Ministry of Civil Aviation for a tenure upto the date of superannuation on November 30, 2026. He will replace Vimalendra Anand Patwardhan (IA&AS:1996).
  2. Sanjeev Kumar Kassi (CPES:1995) has been appointed as Joint Secretary, Ministry of Coal for a tenure of five years. He will replace Shyam Bhagat Negi (IPS:1992:HP).
  3. Gangadhar Panda (IRS-IT:1993) has been appointed as Additional DGFT, New Delhi, Department of Commerce for a tenure upto
    the date of superannuation on May 31, 2025. He will replace Ms. Suman Sharma (IRS-IT:1990).
  4. Jitendra Srivastava (IAS:2000:BH) has been appointed as Joint Secretary, Department of Drinking Water & Sanitation for a tenure of five years. He replaces MK Sahoo (IAS:2006:AGMUT).
  5. K Manicka Raj (IAS:2005:TG) has been made Joint Secretary of Department of Economic Affairs for a tenure of five years in place of Hanish Chhabra (IAS:2006:TN).
  6. Preet Pal Singh (IFoS:2000:AGMUT) has been appointed as Joint Secretary, Ministry of Food Processing Industries for a tenure of five years. He will replace Manoj Joshi (IAS:1989:KL).
  7. Ms. Rina Sonowal Kouli, (linfoS:1994) has been appointed as Joint Secretary in the Department of Higher Education for a tenure of five years vice Ms. Kamini Chauhan Ratan (IAS:1997:UP).
  8. Lokhande Prashant Sitaram (IAS:2001:AUGMT) has been appointed as Joint Secretary, Ministry of Home Affairs for a tenure of five years. He will replace Sudhesh K Shahi (CSS).
  9. Chittaranjan Dash (IRS-IT:1999) has been appointed as Principal Commissioner, Delhi Development Authority (DDA), Ministry of Housing and Urban Affairs for a tenure of five years vice Rajesh Kumar (IAS:1988:MN).
  10. Ravi Shankar (IDES:1998) has been appointed as Principal Commissioner, Delhi Development Authority (DDA), Ministry of Housing and Urban Affairs for a tenure of five years vice Manish Kumar Gupta (IAS:1991:AGMUT).
  11. Ms. Deepika Kachhal (linfoS:1994) has been appointed as Joint Secretary in the Ministry of Labour & Employment for a tenure of five years. She will replace Ms. Kalpana Rajsinghot (IPoS:1992).
  12. Manish Kumar Kanojia (IRS-IT:1998) has been appointed as Financial Advisor, KVIC, Mumbai, Ministry of Micro, Small & Medium Enterprises for a tenure of five years. He will replace Ms. Ashima Gupta (IRS-lT:1991).
  13. Surender Mehra (IFoS:1999:UD) has been appointed as Adviser, NITI Aayog for a combined tenure of seven years up to 04.02.2026. He will replace Alok Kumar (IAS:1993:UP).
  14. Sanjiv (IRS-IT:1993) has been appointed as Joint Secretary, Department for Promotion of Industry and Internal Trade for a tenure of five years. He will replace Ms. Sumita Dawra (lAS:1991:AP).
  15. Lucas Laiconsing Kamsuan (CSS) has been appointed as Joint Secretary, Department of Public Enterprises for a tenure of five years. He will replace Rajesh Kumar Chaudhry (IFoS:1987:PB).
  16. Anshu Manish Khalkho (IDAS:1994) has been appointed as Director(A&F), National Highways & Infrastructure Development Corporation Ltd. (NHIDCL), Ministry of Road Transport & Highways for a tenure of five years. He will replace Manoj Sahay (IA&AS:1994). The appointment of Raman Chopra (IRS-IT:1993) is earlier, vice Shri Manoj Sahay, IA&AS(1994). The appointment of Raman Chopra (IRS-IT: 1993) to the same place is cancelled.
  17. Ms. A. Dhanalakshmi (CSS) has been appointed as Joint Secretary in the Department of Science & Technology for a tenure of five years in place of Ms. Anju Bhalla (CSS).
  18. Mebanshailang R Synrem (IAS:2002:AM) has been appointed as Joint Secretary, Ministry of Tourism, with additional charge of the post of Additional DG (Tourism) for a tenure of five years. He will replace Ms. Rupinder Brar (IRS-IT:1990).
  19. Preetam B Yashvant (IAS:2003:RJ) has been appointed as Joint Secretary, Ministry of Women & Child Development for a tenure of five years in place Rakesh Gupta (lAS:1997:HY).

UP: Chief Secretary Durga Shanker Mishra gets one year extension

Durga Shanker Mishra (IAS:1984:UP) has been given an extension of one year as Chief Secretary of Uttar Pradesh. The orders were communicated by the central government to the UP government on Friday. His post-retirement one year tenure as the Chief Secretary was ending on December 31. This is probably the first time in UP’s history that an IAS officer has got an extension twice after retirement from service.

In the days leading up to his retirement from the service on December 31, 2021, Mishra was repatriated to his home and cadre state UP and was appointed Chief Secretary with one year extension replacing RK Tiwari (IAS:1985:UP) who was moved to UP State Road Transport Corporation (UPSRTC) as its Chairman.

Prior to his appointment as the CS last year, Mihra was posted as the secretary, housing and urban development, at the Centre and is believed to have earned Prime Minister Narendra Modi’s confidence during his stint in the department.

His extension, however, will dash the hopes of many officers of becoming the chief secretary as they will retire in the next one year.

Manipur: CS Dr. Rajesh Kumar gets 6 months extension

Manipur Chief Secretary Dr. Rajesh Kumar (IAS:1988:MN) has been given another six-month extension. According to an order issued by the Union Ministry of Personnel, Public Grievance and Pension, Kumar, whose extended tenure was set to end on December 31, will continue in the post until June 31, 2023. This is his second extension as Chief Secretary. Dr. Kumar was appointed as the Chief Secretary of Manipur succeeding Dr. J Suresh Babu (IAS:1986:MN) on July 31, 2020, and his retirement was due on June 30, 2022.

Piyush Anand appointed as ADG, CISF

Piyush Anand (IPS:1991:UP) has been appointed as Additional Director General (ADG) in the Central Industrial Security Force (CISF) for a period of four years. According to an order issued by the Ministry of Home Affairs on Thursday (29.12.2022), the competent authority has approved the appointment of Mr. Anand to the post for a period of four years on deputation basis from the date of assumption of the charge of the post or until further orders, whichever is earlier. Presently, he is posted in the cadre as ADG (Administration), DGP headquarters.
