Punjab: 7 IPS officers among 143 police officers transferred

The Punjab Government on Monday (23.09.2024) ordered the transfers and postings of 143 police officers including 7 IPS officers with immediate effect.

The names of the officers and their posting are as follows;

  1. Arvind Meena, Available for posting after completion of Phase-II training, has been posted as ASP SD North, Amritsar.
  2. Akarshi Jain, ASP SD Central Ludhiana, has been transferred and posted as ASP SD Gill, Ludhiana.
  3. Vibhav Chaudhary, ASP SD City-1, Patiala, has been transferred and posted as ASP Detective, Patiala.
  4. Sirivennela, Available for posting after completion of Phase-II training, has been posted as ASP SD Model Town, Jalandhar.
  5. Jayant Puri, ASP SD Dera Bassi, SAS Nagar, has been transferred and posted as ASP SD City-1, SAS Nagar.
  6. Dilpreet Singh, Available for posting after completion of Phase-II training, has been posted as ASP SD Dina Nagar, Gurdaspur.
  7. Rishabh Bhola, Available for posting after completion of Phase-II training, ASP SD North, Jalandhar.

Punjab: 25 IAS, 99 PCS officers transferred

The Punjab government on Monday (23.09.2024) implemented a significant bureaucratic reshuffle, issuing transfer and posting orders for 25 IAS officers and 99 PCS officers across the state.

The names of the officers and their posting are as follows;

  1. Alok Shekhar (IAS:1994:PB), Additional Chief Secretary, Jails with additional charge of posts of Additional Chief Secretary, Animal Husbandry, Dairy Development & Fisheries and Additional Chief Secretary, Justice, has been given additional charge of Additional Chief Secretary, Social Justice, Empowerment and Minorities.
  2. Dhirendra Kumar Tiwari (IAS:1994:PB), Additional Chief Secretary, Social Justice, Empowerment and Minorities, has been transferred and posted as Additional Chief Secretary, Transport.
  3. Rahul Bhandari (IAS:1994:PB), Awaiting posting orders, has been transferred and posted as Principal Secretary, Animal Husbandry, Dairy Development & Fisheries.
  4. Rahul Tiwari (IAS:2000:PB), Administrative Secretary, Housing and Urban Development with additional charge of Administrative Secretary, Power and CMD, Punjab State Transmission Corporation Ltd. has been given additional charge of Administrative Secretary, New & Renewable Energy Sources.
  5. Sandeep Hans (IAS:2010:PB), Special Secretary, Personnel with additional charge CEO, Punjab Bureau of Investment Promotion, has been transferred and posted as Director, Social Justice, Empowerment and Minorities with additional charge of Additional CEO, Punjab Bureau of Investment Promotion.
  6. Sanyam Aggarwal (IAS:2012:PB), Special Secretary, Agriculture and Farmer’s Welfare, has been transferred and his services are placed at the disposal of Department of Local Government for posting as Commissioner, Municipal Corporation, Bathinda.
  7. Harpreet Singh Uppal (IAS:2015:PB), Awaiting posting orders, has been posted as Special Secretary, Revenue with additional charge of Director, Sports and Youth Services.
  8. Aditya Uppal (IAS:2015:PB), Deputy Commissioner, Pathankot, has been given additional charge of Commissioner, Municipal Corporation, Pathankot.

President Droupadi Murmu’s Press Secretary Ajay Kumar Singh gets one-year extension

The tenure of Ajay Kumar Singh as Press Secretary to President Droupadi Murmu has been extended for one year. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (21.09.2024), the Appointments Committee of the Cabinet has approved extension of Singh’s contract for a further term from September 26, 2024, to September 25, 2025.

Senior journalist Singh was first appointed as the Press Secretary to former President Ram Nath Kovind for one year in September 2019. His tenure was extended, for a term co-terminus with the then President Kovind, in 2020. Singh’s term was further extended for two years in September 2022. President Murmu assumed office as 15th President of India on July 25, 2022.

Ujjwal Kumar appointed OSD to MoS Defence Sanjay Seth

Ujjwal Kumar, Deputy Secretary, Rajya Sabha Secretariat, has been appointed as Officer on Special Duty (OSD) to Sanjay Seth, Minister of State for Defence. He will assume the charge of post at Deputy Secretary level).

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (21.09.2024), the Appointments Committee of the Cabinet has approved the proposal to appoint Mr. Kumar to the post for three years 7 months and 16 days (for the balance period of 4 year of working as OSD in the Minister’s staff at Deputy Secretary level) with effect from the date of assumption of charge of the post on co-terminus basis with the Minister or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.

Previously, Kumar served as OSD to the Minister of State for Education, Dr. Subhas Sarkar, following his appointment to that role in September 2023.

Ashutosh Salil tenure as OSD in Department of Commerce extended by one month

The central deputation tenure of Ashutosh Salil (IAS:2010:MH) as Officer on Special Duty (OSD) at Director level in Department of Commerce has been extended for further one months. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (21.09.2024), the Appointments Committee of the Cabinet has approved the proposal of Department of Commerce to extend the deputation tenure of Mr. Salil for further on month beyond 21.09.2024 and upto 21.10.2024 before he assumes the post of Adviser (Industry & Engineering), Embassy of India, Brussels (designated).

Three Judicial Officers appointed Additional Judges of Madras HC

The Union government on Saturday (21.09.2024) notified the appointment of three Judicial Officers as Additional Judges of the Madras High Court.

They are ;

  1. R Poornima
  2. M Jothiraman
  3. Dr Augustine Devadoss

The Supreme Court collegium on September 10 approved the proposal to elevate three Judicial Officers as Judges of the Madras High Court and sent the recommendations to the President.

Union govt notifies appointment of new Chief Justices in 8 High Courts

The Union government on Saturday (21.09.2024) notified the appointment of Chief Justices in eight High Courts. These includes the High Courts of Delhi, Himachal Pradesh, Kerala, Jammu and Kashmir, Madhya Pradesh, Meghalaya, Madras and Jharkhand.

The names of newly appointed chief justices are as follows:

  1. Justice Manmohan, Acting Chief Justice of Delhi High Court, has been appointed as Chief Justice of Delhi High Court.
  2. Justice Rajiv Shakdher, Judge of Delhi High Court, has been appointed as Chief Justice of the Himachal Pradesh High Court.
  3. Justice Suresh Kait, Judge of Delhi High Court, has been appointed as Chief Justice of the Madhya Pradesh High Court.
  4. Justice Indra Prasanna Mukerji, Judge of Calcutta High Court, has been appointed as Chief Justice of Meghalaya High Court.
  5. Justice Nitin Madhukar Jamdar, Judge of Bombay High Court, has been appointed as Chief Justice of the Kerala High Court.
  6. Justice Tashi Rabstan, Acting Chief Justice of Jammu & Kashmir and Ladakh High Court, has been appointed as Chief Justice of the same court.
  7. Justice Shriram Kalpathi Rajendran, Judge of Bombay High Court, has been appointed Chief Justice of Madras High Court.
  8. Justice M.S. Ramachandra Rao, Chief Justice of the Himachal Pradesh High Court, has been transferred as Chief Justice of Jharkhand High Court.

Notably, the Supreme Court Collegium initially recommended these appointments on July 11, 2023. However, revisions were made to the original list on September 17, 2023, modifying the recommendations for four High Courts.

Vivek Gogia’s repatriation fuels speculation of key role in Delhi

In a significant development, senior IPS officer and Director of the National Crime Record Bureau Vivek Gogia (IPS:1991:AGMUT) has been repatriated to his parent cadre of AGMUT on Saturday. This sudden repatriation has sparked speculation for his next assignment.

According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Home Affairs (MHA) to repatriate Mr. Gogia, following a request from his cadre.

There is growing speculation that Mr. Gogia may be considered for very important assignment in Delhi in the coming days.

ACC approves Special DG level appointments in Central Armed Police Forces

The Appointments Committee of the Cabinet (ACC) on Saturday (21.09.2024) approved the proposal of Ministry of Home Affairs for Special DG level appointments in Central Armed Police Forces (CAPFs).

The names of the officers and their postings are as follows

  1. Praveer Ranjan (IPS:1993:AGMUT), Additional Director General (DG), Central Industrial Security Force (CISF) has been appointed as Special Director General (DG), CISF on in-situ basis for two years or until further orders, whichever is earlier.
  2. Vitul Kumar (IPS:1993:UP), Additional Director General (ADG), Central Reserve Police Force (CRPF), has been appointed as Special Director General, CRPF till the date of his superannuation i.e. 31.08.2028 or until further orders, whichever is earlier.
  3. R Prasad Meena (IPS:1993:AM), Additional Director General (ADG), Border Security Force (BSF), has been appointed as Special Director General, BSF till the date of his superannuation i.e. 31.07.2025 or until further orders, whichever is earlier.

Four IPS officers appointed Special Directors in IB

The Appointments Committee of the Cabinet on Saturday (21.09.2024) approved the appointment of four IPS officers from the 1993 batch as Special Directors in the Intelligence Bureau (IB). They have been promoted to the rank of Special Director on in-situ basis as they were already working as Additional Directors in the IB.

They are:

  1. Rithwik Rudra (Himachal Pradesh cadre)
  2. Mahesh Dixit (Andhra Pradesh cadre)
  3. Praveen Kumar (West Bengal cadre)
  4. Arvind Kumar (Bihar cadre)

According to an order issued by the Department of Personnel and Training (DoPT), these appointments have been made on in-situ basis by temporarily upgrading the their posts of Additional Director for a tenure of two years or until further orders, whichever is earlier.
