The Maharashtra government on Monday issued transfer and posting orders for five IAS officers, including Asheesh Sharma. Sharma, who was previously serving as the Principal Secretary to Deputy CM Ajit Pawar, has now been transferred to the position of Commissioner of State Tax (GST) in Mumbai.
The names of the officers and their postings are as follows :

Pravin Puri (IAS), Joint Secretary, in Water Supply and Sanitation Department, has been transferred and posted as Commissioner, Persons with Disabilities in Pune.
Deepak Taware (IAS:2013:MH), CMD of Maharashtra State Warehousing Corporation in Pune, has been transferred and posted as Commissioner, Employees State Insurance Scheme.
Vikas Pansare (IAS), Head of Ahmednagar District Caste Verification Panel, has been posted as Additional Divisional Commissioner, Konkan Division
Aman Mittal (IAS:2015:MH), MD, Maharashtra Petrochemicals Corporation, has been posted as Deputy Secretary, Water Supply and Sanitation Department.
The Central Administrative Tribunal (CAT) on Monday issued an interim order directing the Kerala government to refrain from issuing appointment, transfer, and posting orders in IAS cadre positions without the recommendations of the Civil Services Board. This decision came in response to a petition filed by the Kerala IAS Officers’ Association, along with IAS officers B. Ashok (IAS:1998:KL) and Priyanka G. (IAS:2017:KL), challenging the government’s transfer of certain IAS officers, allegedly violating the Indian Administrative Service (Cadre) Rules, 1954, and the Indian Administrative Service (Cadre) Amendment Rules, 2014.
The tribunal noted that the State government failed to present a case that the Civil Services Board had been convened or recommendations sought since 2014-2015. The absence of an explanation for not convening the board led the tribunal to prima facie accept the applicants’ allegations as undisputed.
The association argued that the non-convening of the Civil Services Board had resulted in cadre officers serving in sensitive posts, such as district collector, secretary to the government, and head of critical departments, for an average tenure below the prescribed minimum of two years. They emphasized that the board should be responsible for making recommendations for the appointment and transfer of cadre officers.
According to the association, a cadre officer appointed to a cadre post should serve for at least two years, unless promoted, retired, sent on deputation outside the State, or undergoing training exceeding two months. Any transfer or posting before this specified minimum period should only occur based on the recommendation of the Civil Services Board. The association argued that the frequent issuance of transfer and posting orders for IAS Officers in the State without the board’s recommendation and without adhering to mandatory conditions is legally unsustainable.
In response, the government contended that the IAS Cadre Rules, as amended in 2014 and 2016, do not mandate that all transfers and postings of IAS officers require recommendations from the Civil Services Board. The government argued that recommendations may only be necessary if an IAS officer is transferred prematurely before completing the prescribed service period in a post.
The tribunal has scheduled further hearings on the matter for January 10.
The Central Government, on November 9, issued a notification announcing the appointment of three Acting Chief Justices for different High Courts across the country. The appointments include Justice Lanusungkum Jamir as Acting Chief Justice of Gauhati High Court, Justice Manindra Mohan Shrivastava as Acting Chief Justice of Rajasthan High Court, and Justice Manmohan as Acting Chief Justice of Delhi High Court.
Justice Lanusungkum Jamir:
Justice Lanusungkum Jamir assumes the role of Acting Chief Justice at Gauhati High Court following the elevation of Chief Justice Sandeep Mehta to the Supreme Court. Justice Jamir’s legal journey began with an LLB degree from North Eastern Hill University (NEHU) in 1988. He enrolled in the Bar Council of Assam, Nagaland, Manipur, and Tripura in 1989.
His judicial career unfolded as an Additional Judge of Gauhati High Court on May 22, 2013. Later, he took oath as an Additional Judge of Manipur High Court on October 9, 2018, through a transfer, subsequently becoming permanent on November 12, 2018. Justice Jamir ascended to the position of Judge on June 10, 2022.
Justice Manindra Mohan Shrivastava:
Justice Manindra Mohan Shrivastava’s appointment as Acting Chief Justice of Rajasthan High Court follows the elevation of Chief Justice Augustine George Masih to the Supreme Court. Graduating with a B.Sc. from CMD College, Bilaspur, and obtaining his LL.B. with a gold medal from K R Law College, Bilaspur, Justice Shrivastava enrolled with the Bar Council of M.P., Jabalpur, on October 5, 1987.
After practicing at the District Court in Raigarh and the High Courts of Madhya Pradesh and Chhattisgarh, he earned the designation of Senior Advocate on January 31, 2005. Later, he was elevated to the position of Judge at Chhattisgarh High Court on December 10, 2009. His transfer to Rajasthan High Court was marked by his oath-taking ceremony on October 18, 2021.
Justice Manmohan:
Justice Manmohan steps into the role of Acting Chief Justice of Delhi High Court following the elevation of Chief Justice Satish Chandra Sharma to the Supreme Court of India. His legal education includes obtaining an LLB degree from the Campus Law Centre, University of Delhi, and enrollment as an Advocate with the Bar Council of Delhi in 1987.
In 2003, he was designated as a senior advocate by the Delhi High Court, where he primarily practiced before his elevation. With a wealth of experience in the Supreme Court and Delhi High Court, Justice Manmohan brings a seasoned perspective to his new role as Acting Chief Justice.
In a significant development, the Gujarat government has issued new posting orders for four officers, comprising two IAS officers, one IA&AS officer, and one IRS officer.

Vijay Nanalal Kothari’s (IA&AS:2002) services are placed at the disposal of Finance Department for appointment as Managing Director, Gujarat State Finance Services Ltd., Ahmedabad. He would hold the additional charge of Commissioner, Bureau of Public Enterprises, Gandhinagar.
G H Solanki (IAS-SCS:2014:GJ), Additional Commissioner of State Tax, Ahmedabad, has been transferred and his services are placed at the disposal of Urban Development & Urban Housing Department for appointment as Regional Commissioner of Municipalities, Bhavnagar.
Herma Dharmendrakumar Chandulal (IRS-C&IT:2013) has been posted as Additional Commissioner of State Tax, Ahmedabad.
In a significant development, five officers from the Indian Revenue Service (C&IT) have been elevated to the rank of Commissioner of Customs and Indirect Taxes against the panel year 2023.
