Punjab IAS gets extension after a month of getting farewell

Government sometimes exhibits a bizarre style of functioning. The case of extension given to IAS officer Anindita Mitra (IAS:2007:PB) can be cited as an example.

Mitra, a Punjab cadre IAS, was given an inter-cadre deputation from Punjab to AGMUT and posted as Municipal commissioner in Chandigarh administration. Her term ended on August 22, and hence she was given a warm farewell by colleagues of the Corporation. Mitra was expecting to get an extension and waited for it till late in the evening that day, but no order was issued. Finally, she left for her home cadre-Punjab.

After a month, she gets a letter by the central government informing her that she is given a three-months extension as the Municipal Commissioner in Chandigarh. Interestingly, the letter by the central government comes when one month out of the three months of extension has already passed.

It means that, effectively, she gets only two months of extension, but is supposed to serve for a three months term, thanks to the surprising way of the government’s functioning.

Telangana: Sabyasachi Ghosh promoted to Spl. Chief Secretary rank

The Telangana government has promoted senior IAS officer Sabyasachi Ghosh (IAS:1994:TG) to Special Chief Secretary rank (Apex Scale level-17 in the pay matrix).

According to an order released on Monday, Sabyasachi Ghosh who is currently serving as Principal Secretary, Animal Husbandry, Dairy Development and Fisheries department, has been promoted to the apex scale Level-17 in the Pay Matrix with effect from the date of assumption of the charge.

Consequent to promotion, Ghosh is retained in the same post, duly re-designating the post as Special Chief Secretary, Animal Husbandry, Dairy Development and Fisheries department.

UP govt orders its employees to declare assets by Sept 30 or face action

The Uttar Pradesh government has ordered its employees to declare their assets on the Manav Sampada portal, meant for this purpose, by this month end or face the music. Those who fail to abide by this order will get no salary for the month of September. This move is aimed at bringing transparency in the governance and its administration.

According to the order, issued by Chief Secretary Manoj Kumar Singh, all Additional Chief Secretaries, Principal Secretaries and Heads of Departments must declare their assets, movable as well as immovable, on the portal by September 30. It has been clearly stated in the order that only those employees who provide their details of assets on the portal would be given their September salaries.

According to sources, 90 per cent of state government employees have already provided details of their assets on the portal. The state has a total strength of 8.44 lakh employees, out of which 7.19 lakh staffers have already disclosed their assets on the portal. This means this order is meant for the remaining 1.25 lakh government employees who are yet to furnish details of their assets.

It is not that the government is holding the stick only, the employees who abide by the order will get their reviews done on time. The Drawing and Disbursing Officer (DDO) has been entrusted the task of conducting a timely review of the employees who abide by the order.

Suspense over U’khand Chief Secretary deepens

Suspense continues to deepen as to who will be the Uttarakhand Chief Secretary as the current incumbent, Radha Raturi (IAS:1988:UK) is going to retire on September 30 after a six-month service extension. This is the talking point in the corridors of power, with the state bureaucracy abuzz with speculation. There is also a possibility that Raturi may receive another extension.

Radha Raturi, took over the charge of Chief Secretary on January 31 his year, two months before she was to retire. But she was granted a six-month extension by the Pushkar Singh Dhami government. This time again, there is a strong perception that she might walk away with another extension.

In case, she fails to get another term, on the basis of seniority Anand Bardhan (IAS:1992:UK), currently holding the position of Additional Chief Secretary, may get an opportunity to be the next CS. He is set to retire in June 2027. The state BJP government is yet to take a call on this issue.

The service extension is decided by the central government on the recommendation of the state government. Unfortunately, no communication between the Centre and the State on this issue is reported, thus providing substance to the suspense.

Siba Prasad Patnaik selected as Director (Finance), Gliders India Limited

Siba Prasad Patnaik has been selected as Director (Finance), Gliders India Limited at a Public Enterprises Selection Board (PESB) meeting held on September 20, 2024. Presently, he is serving as Chief General Manager, NLC India Limited.

He will be appointed to the post of Director (Finance) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

Foreign tenure of IPS officer Kaustubh Sharma extended

The foreign tenure of Kaustubh Sharma (IPS:2001:PB) as Deputy Police Commissioner (D-1 level) with United National Mission in the Republic of South Sudan has been extended for a further period of one year. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (24.09.2024), the competent authority has approved the proposal of Ministry of Home Affairs to extend the tenure of Mr. Sharma for one year beyond 30.09.2024 and upto 30.09.2024.

UP: Two IAS officers promoted to Additional Chief Secretary rank

The Uttar Pradesh government on Monday (23.09.2024) promoted two IAS officers to Additional Chief Secretary (ACS) rank.

They are;

  1. Anurag Srivastava (IAS:1992:UP)
  2. Narendra Bhooshan (IAS:1992:UP)

Anurag Srivastava is currently serving as the Principal Secretary for Namami Gange, Rural Water Resources Department, Minor Irrigation Department, and Ground Water Department, as well as the Mission Director for the Rural Drinking Water Mission, Uttar Pradesh, and the Project Director for the Rajya Swachh Ganga Mission, Uttar Pradesh. Meanwhile, Narendra Bhooshan holds the position of Principal Secretary for the Energy and Additional Energy Sources Department, along with the Panchayati Raj Department.

UP: Five IAS officers shifted

The Uttar Pradesh government on Monday (23.09.2024) issued transfer and posting orders for five IAS officers.

The names of the officers and their postings are as follows;

  1. Umesh Pratap Singh (IAS:2012:UP), Special Secretary, Geology & Mining, has been transferred and posted as Special Secretary, Backward Classes Welfare Department.
  2. Arun Kumar (IAS:2012:UP), Special Secretary, Namami Gange & Rural Water Supply Department and Joint MD, UP Jal Nigam (Rural), has been transferred and posted as Special Secretary, Geology & Mining.
  3. Anupam Shukla (IAS:1016:UP), Director of Uttar Pradesh Non-Conventional Energy Sources (UPNEDA) and Special Secretary in the Energy and Additional Energy Sources Department, has been given the additional responsibility of Managing Director of UP Renewable & EV Infrastructure Limited.
  4. Anand Kumar Shukla (IAS:2018:UP), Additional Director, State Urban Development Agency (SUDA), has been transferred and posted as CDO, Ambedkar Nagar.
  5. Prranata Aishwarya (IAS:2019:UP), CDO, Ambedkar Nagar, has been transferred and posted as Special Secretary, Namami Gange & Rural Water Supply Department and Joint MD, UP Jal Nigam (Rural).
