Telangana: New Chief Secretary likely as Santhi Kumari nears retirement

Amid the ongoing speculation, the names of three senior bureaucrats are being widely discussed as potential contenders for the Chief Secretary’s post: K Ramakrishna Rao (IAS:1991:TG), Special Chief Secretary of Finance and Planning; Jayesh Ranjan (IAS:1992:TG), Special Chief Secretary of Information Technology, Electronics & Communications and Industries & Commerce; and Vikas Raj (IAS:1992:TG), Special Chief Secretary of Roads and Buildings.

K Ramakrishna Rao, known for his fiscal acumen, is said to be the front-runner for the coveted post. But there is a hitch – he does not have much service left as he is set to retire in August this year itself. There is, however, a perception among employees in the Secretariat that the government might prefer to utilize his services as Advisor (Finance) after retirement.

Special Chief Secretary Jayesh Ranjan is next in line, but his Bihar-origin might play spoilsport. Chief Minister A Revanth Reddy is said to have reservations about bureaucrats hailing from Bihar occupying top positions in Telangana. He is said to have ridiculed the previous BRS Government for allotting top positions to officials from Bihar in 2023, when he was state Congress President.

Reddy was so disdainful of the bureaucrats from Bihar that he even invoked “Telugu pride” and asked the people whether they wanted the ‘Bihari batch’ to rule Telangana. He went to the extent of taking the names of former Chief Secretary Somesh Kumar, former DGP Anjani Kumar, Special Chief Secretary Arvind Kumar and others to prove his point.

Under this background, a non-Bihari bureaucrat may succeed in grabbing the prized catch. In that case, Special Chief Secretary Vikas Raj seems to be another option. He has long service left till 2028 and is known for strong administrative wisdom.

UP govt continues police reshuffle, 7 districts’ police chiefs among 15 IPS officers transferred

Just a day after transferring 33 IAS officers, the Uttar Pradesh government has carried out yet another significant administrative reshuffle. This time, 15 Indian Police Service (IPS) officers have been given new postings as part of a broader reorganization within the state’s law enforcement machinery.

Among the key changes, the police chiefs of seven districts—Jhansi, Mahoba, Banda, Sitapur, Pilibhit, Fatehgarh, and Kanpur Rural—have been replaced.

The names of the officers and their postings are as follows;

  1. Sudha Singh (IPS-SPS:2011), DIG/SSP, Jhansi, has been transferred and posted as DIG, Railways, Lucknow.
  2. Prabal Pratap Singh (IPS-SPS:2014), DCP, Police Commissionerate, Lucknow, has been transferred and posted as SP, Mahoba.
  3. Puja Yadav (IPS:2014:UP), Commandant, 24th Battalion PAC, Moradabad, has been transferred and posted as Commandant, 45th Battalion PAC, Aligarh.
  4. BBGTS Murthy (IPS:2015:UP), SP, Kanpur Rural, has been transferred and posted as SSP, Jhansi.

Decoding Praveen Pardeshi’s appointment as Maha CM Fadnavis’s chief economic adviser

Those bureaucrats who think retirement is an end of the career need to re-orchestrate their thinking process. All they virtually need to do is to strike a right chord and develop an organic tie with their political bosses. That has been the reason why there are several bureaucrats in this country who start a fresh stint and emerge much stronger after retirement than during service.

The latest example is Praveen Pardeshi, a 1985-batch officer in Maharashtra. He took voluntary retirement after being denied the post of Chief Secretary in 2021, but due to his close association with Maharashtra Chief Minister Devendra Fadnavis, a new position was created for him. He is now his chief economic adviser and will remain in place as long as Fadnavis remains in power. Not only this, Pardeshi will have the status of a Minister of State.

The General Administration Department (GAD) on Saturday published a detailed government resolution listing all of Pardeshi’s duties in his new role.

Pardeshi has many feathers in his cap as he is also the chief executive of the state government’s think tank MITRA and chairman of the Mumbai Heritage Conservation Committee. He was also appointed the co-chairperson of the state data policy’s apex governing committee- this role he will share with Maharashtra Chief Secretary Sujata Saunik.

Pardeshi struck the right chord and grabbed a space among Fadnavis’s most trusted officers during his first stint as the chief minister from 2014 to 2019. He then served as principal secretary in the Chief Minister’s Office (CMO). 

The top serving bureaucrats in the state draw consolation from the fact that Pardeshi wont be part of the CMO. They think Pardeshi will be more like a ‘CM’s personal staff’ than an officiating bureaucrat as his duties are distinct, and hence, will not curb the authority of any other person in the administrative set-up.

The fact remains, Pardeshi wields substantial power in the state administration and his job description involves duties that could potentially interfere with the authority of even Deputy CM Ajit Pawar, who holds Finance portfolio. It becomes clear from the fact that Pardeshi shoulders the responsibility of giving quarterly reviews of the state’s financial condition to the Cabinet for which he has to attend Cabinet meetings in order to give perspective on proposals for policy decisions by the finance department. Not only this, he will be even scrutinising proposals related to economic changes, industrial and agricultural policies when asked by the chief minister.

That is the prime reason why many opposition leaders feel that Pardeshi’s appointment is CM Fadnavis’s ploy to sideline Ajit Pawar.

Cabinet Secretary TV Somanathan calls for bold bureaucracy, lateral entry at Civil Services Day

Cabinet Secretary TV Somanathan opened up his mind on the prevailing scenario of the bureaucracy in the country. He emphasized on the need to differentiate between “bona fide risk-taking” and “mala fide risk-taking” by officers in their jobs. He didn’t mince his words in acknowledging the fact that there exists a dichotomy in public interest and the interests of the political masters that often leads bureaucrats to avoid taking risk for the fear of consequences even for making bold decisions in public interest.

Somanathan boldly admitted that lateral entry will become a necessity in the future. His point is simple: the same set of generalist civil servants cannot perform specific tasks at the apex level.

The Cabinet Secretary took up these tricky issues while addressing civil servants from across the country during the plenary session on Civil Services Day. Somanathan said that the thinking that the good generalist can do everything is no longer producing desired results. This gap is being bridged partly through the capacity building programmes and partly through lateral entry.

“I do not think that the same set of general list civil servants recruited at a young age can perform every task in the govt. At the apex level, there will be tasks where we need to take people on lateral entry,” he opined.

Somanathan acknowledged the fact that there is a doubt in the mind of the officers that if they take bold decisions in public interest, they might have to face consequences later due to audit objections, vigilance and internal complaints raised at a later stage.

That is what needs to be worked upon, according to him. He said that bureaucrats are discouraged from all risk taking because they assume that all risk taking is mala fide.

It has resulted in the elimination of bona fide risk taking from the system. Somanathan agreed that systematically it’s very difficult to take any bona fide risk. Somanthan had earlier suggested four criteria on the basis of which civil servants could judge the effectiveness of the service — protecting the constitutional order, impartial administration, translating the will of the elected govt into policy and promoting economic and social development. He appreciated the way Indian bureaucracy has carried on its duties of protecting the constitutional order by being politically neutral despite problems in transition of powers.

But he also hurriedly adds that a politically neutral but inflexible and incapable civil service is capable of protecting constitutional order but may do a lot of damage to economic development.

Somanthan lamented a glaring fact that the poor and the weak are often treated shabbily in government offices. He also referred to the prevalence of political interference in beneficiary selection or appointments.

Jitendra Srivastava assumes charge as CMD of REC

Senior IAS officer Jitendra Srivastava (IAS:2000:BH) of the Bihar cadre has taken over as Chairman and Managing Director (CMD) of REC Ltd, the government-owned power finance company announced on Tuesday.

The Appointments Committee of the Cabinet (ACC) had approved his appointment on April 18, 2025, in the rank and pay of Additional Secretary to the Government of India under the Ministry of Power. Srivastava succeeds Vivek Kumar Dewangan, whose tenure ended last month.

A seasoned civil servant with over two decades of experience, Srivastava has held key positions in both the Government of India and the Government of Bihar. Prior to this, he served as Joint Secretary in the Department of Drinking Water & Sanitation under the Ministry of Jal Shakti since January 2023. His previous roles include Secretary in Bihar’s Home Department and Public Health Engineering Department (PHED).

His career spans a range of sectors including finance, power, education, public health, and infrastructure, giving him a well-rounded perspective on both grassroots governance and policy execution at the national level.

His appointment comes as REC is expanding beyond its traditional power and renewable energy portfolio to include broader infrastructure financing. Earlier this month, REC signed an MoU with the Mumbai Metropolitan Region Development Authority to provide ₹1 trillion in financial assistance for infrastructure development in the region.

Srivastava holds a B.A. (Hons) in Economics from Hansraj College, Delhi University, and an MBA in Finance from Cochin University of Science and Technology.

RBI Deputy Governor T Rabi Sankar’s term extended by one year

The central government on Monday (21.04.2025) extended the tenure of RBI Deputy Governor T Rabi Sankar by one year. According to an order issued by the Department of Personnel and Training, the Appointments Committee of the Cabinet approved his reappointment for a period of one year with effect from May 3, 2025, or until further orders, whichever is earlier.

Sankar was first appointed Deputy Governor on March 3, 2021, for a three-year term, which was extended by a year in 2024. A 1990 batch RBI officer, he has held several key roles in the central bank and served as Executive Director before his elevation to the Deputy Governor post.

SC Collegium recommends transfer of 7 HC Judges

The Supreme Court Collegium has recommended the transfer of seven High Court Judges as part of its ongoing efforts to promote judicial diversity and enhance the administration of justice. The recommendations were made during Collegium meetings held on April 15 and April 19, 2025

The proposal includes the transfer of four judges from the Karnataka High Court, two from the Telangana High Court, and one from the Andhra Pradesh High Court.
