Uttar Pradesh’s acting DGP Rajeev Krishna (IPS:1991:UP) held a zonal crime review meeting in Mirzapur. The meeting focused on effectively implementing law enforcement strategies and enhancing public safety across the Vindhyachal and Varanasi zones.
Senior police officials, including the ADG of Varanasi Zone, IGs/DIGs of Vindhyachal and Varanasi ranges, Superintendents of Police (SPs) from both ranges, and other senior officers, attended the high-level meeting.
The DGP made a detailed assessment of policing in key areas like the implementation of crime control measures, action against cow smuggling, and ongoing operations against criminals and organised gangs. The progress of Mission Shakti, a flagship initiative aimed at ensuring women’s safety and empowerment, was given special emphasis in the meeting.
The DGP made a special mention of the increasing role of technology in policing. Similarly, senior police officers also discussed the effective use of the Yaksh App in tracking criminals and solving cases, as well as strategies to curb cybercrime through improved surveillance and public awareness campaigns.
The utilisation of electronic evidence (e-evidence) in investigations to strengthen prosecution outcomes came up for special review. In addition, the status of the public grievance redressal system was examined, with directions to ensure prompt, transparent, and quality disposal of complaints to build public trust.
DGP Krishna reiterated the state govt’s policy of zero tolerance towards crime. While addressing the officers, the DGP directed them to take strict and consistent action against offenders and stressed the importance of maintaining a sensitive and citizen-friendly approach in public dealing.
The Department of Personnel and Training (DoPT) has ordered the immediate relocation of senior IAS officer A Vani Prasad (IAS:1995:AP) from the Andhra Pradesh cadre to the Telangana cadre. The DoPT has also directed the Andhra Pradesh government to immediately relieve the IAS officer so that she could be reallocated to the Telangana cadre following the direction of the Telangana High Court.
The High Court had ruled that the officer, who originally belonged to the combined Andhra Pradesh cadre before bifurcation in 2014, be shifted from the Andhra cadre to the Telangana cadre. The DoPT’s communication sent to the Andhra govt says that Vani Prasad must be directed to join the Telangana government without any delay.
The Punjab government is reportedly soon going tosend a list of eligible IPS officers to the Union Public Service Commission (UPSC) for the purpose of appointing a regular DGP. The state govt has been working with the acting DGP for the last nearly four years, as the Bhagwant Mann govt did not forward a panel to the UPSC since it came to power in 2022.
The Chief Minister confirmed the news to the media, saying his govt is in the process of sending a panel to the UPSC.
The Supreme Court had slammed several states, including Punjab, for having acting DGPs and directed them to initiate the process of appointing regular DGPs, following which the UPSC wrote twice, on February 18 and March 5, to the state govt asking it to send the panel for empanelment for a regular DGP’s appointment. UPSC secretary Shashi Ranjan Kumar had asked state Chief Secretary K A P Sinha to personally examine the matter and instruct the officials concerned to send the panel.
Soon after coming to power, the AAP government appointed Gaurav Yadav (IPS:1992:PB) as an acting DGP in July 2022, superseding many senior officers, including Sharad Satya Chauhan and Harpreet Singh Sidhu from the same batch but senior to him.
Interestingly, the Punjab assembly even passed the Punjab Police (Amendment) Bill 2023, with the purpose of selecting a regular DGP on its own through a state-controlled seven-member Empanelment Committee. But the bill has been lying with the President for approval after being referred by the Governor.
In the meantime, Sanjeev Kalra (IPS:1989:PB) retired on February 28 this year while serving as DGP (Home Guards and Civil Defence). Another senior officer, Parag Jain (IPS:1989:PB), is presently on central deputation, serving as chief of the Research and Analysis Wing (RAW).
According to the established rules, the UPSC’s Empanelment Committee selects three candidates based on seniority, experience, and service records from the panel of eligible officers sent by the state. The state then chooses one of them as DGP.
The state govt has also requested the UPSC to allow the Additional Chief Secretary (Home) to replace acting DGP Yadav on its Empanelment Committee, since he is one of the contenders for the post.
It is now final. The Central government is going to table the Bill on deputation of IPS officers to the Central Armed Police Forces in the Parliament. The Bill, named the Central Armed Police Forces (General Administration) Bill, 2026, will be introduced in the Rajya Sabha for discussion by Union Home Minister Amit Shah on Monday.
The Draft Bill seeks to formalise the deputation of Indian Police Service (IPS) officers in CAPFs. According to it, 50 percent of IG rank posts, at least 67 percent of Additional Director General posts, and all posts of Special Director General and Director General in CAPFs will be reserved for IPS officers on deputation. At present, such appointments are made through executive orders.
The Union Government, while giving reasons for the requirement of this Bill, said IPS officers are needed for effective functioning of the CAPFs and for coordination between the Centre and states.
The Supreme Court had earlier directed the government to progressively reduce IPS deputation in the CAPFs and conduct a cadre review, which was opposed by the Centre. The Union Cabinet then came out with this draft Bill after the Supreme Court rejected its plea to review its May 2025 verdict.
