GK Singh assumes charge as DG & CEO of Indian Institute of Corporate Affairs

Seasoned bureaucrat Gyaneshwar Kumar Singh (IP&TA&FS:1992) on Wednesday (30.04.2025) assumed charge as the new Director General and Chief Executive Officer of the Indian Institute of Corporate Affairs (IICA)—a key policy think tank under the Ministry of Corporate Affairs, Government of India.

Singh brings with him a wealth of experience from his previous roles, including serving as Joint Secretary in the Ministry of Corporate Affairs, CEO of the Investor Education and Protection Fund Authority (IEPFA), and Member of the Governing Body of the Insolvency and Bankruptcy Board of India (IBBI). He also represented the government as a nominee to the Central Council of the Institute of Company Secretaries of India (ICSI) and Institute of Chartered Accountants of India (ICAI) between 2019 and 2021.

Notably, this is Singh’s second stint as DG & CEO of IICA, having earlier held the position during 2017–18. During that term, he spearheaded a financial turnaround that rendered the institute financially self-sustaining.

As Member Secretary of the Insolvency Law Committee (ILC) from 2018 to 2021, Singh played a pivotal role in implementing and amending the Insolvency and Bankruptcy Code (IBC), including the landmark Pre-Packaged Insolvency Resolution amendment. His contributions were instrumental in making the Code more responsive to the needs of the economy.

He also contributed significantly to the establishment and strengthening of institutions such as the NCLT, NCLAT, IEPFA, and IBBI under the Ministry of Corporate Affairs.

Singh is regarded as a thought leader in Corporate Social Responsibility (CSR). He was central to the launch of the National CSR Awards Scheme and served as Member and Convener of the High-Level Committee on CSR, whose report (submitted in 2019) was key to reforming the CSR Rules, 2014. His work involved the revamp of CSR reporting formats, establishing transparent disclosure systems, and enhancing the ease of doing business.

He also chaired the Committee on Business Responsibility Reporting (BRR) and submitted a comprehensive report in August 2020. This became the foundation for SEBI’s mandate on Business Responsibility and Sustainability Reporting (BRSR) for the top 1000 listed companies starting FY 2021–22.

Academically, Singh holds degrees from prestigious institutions—JNU (MA & M.Phil in Sociology), FMS Delhi (MBA in Finance), and Delhi University (LLB and BA Hons in History). His international exposure includes a stint as Capacity Development Advisor with UNDP Afghanistan, adding a global dimension to his governance expertise.

Anurag Gupta continues as J’khand DGP, despite Union Home Ministry’s order to retire

Despite the Union Home Ministry’s instruction to retire, IPS officer Anurag Gupta (IPS:1990:JH) continues to be the DGP of Jharkhand. A couple of days back, the Home Ministry had written a letter to the Jharkhand Chief Secretary instructing him to retire Anurag Gupta on April 30. As of late April 30 night, no order was issued to retire him.

The fate of Anurag Gupta as Jharkhand DGP has been hanging in balance due to the confrontation between the central government and the JMM-led state government over his continuance as state police chief. A fresh controversy erupted after the state government decided to extend Gupta’s tenure, scheduled to end on April 30.

The Centre pressed for Gupta’s retirement on April 30 as per schedule, but the state government stood behind him resisting Centre’s move to remove him from the post. The state government seems to have scored over the Centre, at least for the time being now.

In the latest development, after returning from abroad Jharkhand Chief Minister Hemant Soren is reported to have met Anurag Gupta at his residence on April 30 evening, and sent a letter to the Union Home Ministry after taking legal opinion.

As per sources, the state government, in its letter, has pleaded that Anurag Gupta has been made DGP in accordance with the rules, which mandate a fixed two-year term for the DGP. Therefore, the letter says, the Centre should reconsider its stand on Gupta’s continuance as DGP. Sources say that the state government is trying to satisfy the Centre with its argument so that Anurag Gupta continues to remain the state police chief.

The central government had questioned the Jharkhand government’s decision to extend the service of Anurag Gupta as DGP beyond his retirement.

The JMM government had appointed Gupta as an Acting DGP on July 26, 2024 removing regular DGP Ajay Singh from that post. Gupta was later removed by the Election Commission of India (ECI) during the state Assembly elections and was replaced with Ajay Singh (IPS:1989:JH). But once the Hemant Soren-led government came to power after elections, Gupta was reinstated as DGP on November 28, 2024.

In order to formalize Gupta’s appointment, the state government framed new rules for the appointment of DGPs in January. Under new rules, a committee was formed under the chairmanship of a retired judge of the High Court with the chief secretary, home secretary and a representative of the UPSC being made its members. On the recommendation of this committee, Anurag Gupta was notified as the permanent DGP of the state.

As, according to the rule, the DGP must have a fixed tenure of two years; Gupta’s term was extended until July 26, 2026. This is being resisted by the Centre.

Five IAS officers empanelled as Joint Secretary in GoI

In a significant development, the Appointments Committee of the Cabinet on Tuesday (29.04.2025) approved empanelment of five IAS officers of various cadres and batches for holding Joint Secretary or equivalent level posts at the Centre.

The names of these officers are as follows:

  1. Amod Kumar (IAS: 1995: UP)
  2. Idzes Angmo Kundan (IAS: 1996: MH)
  3. Asvini Kumar Yadav (IAS: 2001: WB)
  4. Nidhi Kesarwani (IAS: 2004: MN)
  5. Niranjan Kumar (IAS: 2007: WB)

D/o Telecommunication JS Sunil Kumar Verma repatriated to parent cadre

Sunil Kumar Verma (IRSSE:1995), currently serving as Joint Secretary in the Department of Telecommunications, has been repatriated to his parent cadre. According to an order issued by Department of Personnel and Training (DoPT) on Wednesday (30.04.2025). the competent authority has approved repatriation of Mr Verma to his parent cadre on personal grounds with imposition of extended cooling off condition.

Mr. Verma had been serving in the Department of Telecommunications since May 2022, following his appointment on May 12, 2022, alongside 23 other officers to Joint Secretary-level posts in various ministries and departments. Though his central deputation was initially scheduled to continue until May 2027, his tenure is now being prematurely curtailed.

DoPT Secretary Rachna Shah assigned additional charge of DARPG and DoPPW

Rachna Shah (IAS:1991:KL), currently serving as Secretary, Department of Personnel and Training (DoPT), has been given additional charge of the posts of Secretary, Department of Administrative Reforms & Public Grievances (DARPG) and Department of Pensions and Pensioner’s Welfare (DoPPW). According to an order issued by DoPT issued on Wednesday (30.04.2025). the competent authority has approved assignment of additional charge of posts to Ms Shah from May 1, 2025 to May 9, 2025, during the absence on leave of V Srinivas (IAS:1989:RJ).

Maneesh Kumar re-designated as Director in Ministry of Mines

Maneesh Kumar (IFoS:2011:MH), currently serving as Deputy Secretary in the Ministry of Mines, has been re-designated as Director. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (29.04.2025), the competent authority has approved the proposal to re-designate Mr. Kumar ’s post to Director level with effect from the date of assumption of charge of the re-designated post, and for a period up to January 13, 2027.

It is noteworthy that Maneesh Kumar began his central deputation on January 14, 2021, and has been serving as Deputy Secretary in the Ministry of Mines since March 26, 2024.

Hari Kumar R appointed as Director (R&D), Bharat Electronics Limited

Hari Kumar R has been appointed as Director (Research & Development), Bharat Electronics Limited (BEL). According to order issued by the Department of Personnel and Training (DoPT) on Tuesday (29.04.2025), the Appointments Committee of the Cabinet has approved the proposal of Department of Defence Production to appoint Mr Kumar to the post. Currently, he is serving as General Manager, BEL.

Notably, the Public Enterprises Selection Board (PESB) conducted interviews on February 1, 2025, with 7 candidates before recommending Hari Kumar R’s name to the Appointments Committee of the Cabinet for the position.

Samir Chandra Saxena appointed as CMD, Grid-India

Samir Chandra Saxena has been appointed as Chairman & Managing Director (CMD), Grid Controller of India Limited (Grid-India). According to order issued by the Department of Personnel and Training (DoPT) on Tuesday (29.04.2025), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Power to appoint Mr Saxena to the post. Currently, he is serving as Director (Market Operation), Grid-India.

Notably, the Public Enterprises Selection Board (PESB) conducted interviews on January 30, 2025, with 3 candidates before recommending Samir Chandra Saxena’s name to the Appointments Committee of the Cabinet for the position.

SM Ramanathan appointed Director (Engineering, Research & Development), BHEL

SM Ramanathan, currently serving as Executive Director, Bharat Heavy Electricals Limited (BHEL), has been appointed as Director (Engineering, Research & Development) of the company. According to order issued by the Department of Personnel and Training (DoPT) on Tuesday (29.04.2025), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Heavy Industries to appoint Mr Ramanathan to the post.

Notably, the Public Enterprises Selection Board (PESB) conducted interviews on December 31, 2024, with 10 candidates before recommending SM Ramanathan’s name to the Appointments Committee of the Cabinet for the position.

Dr. Ashok Kumar Panda, currently serving as Executive Director (F&A), Steel Authority Of India Limited (SAIL), has been appointed as Director (Finance) of the company. According to order issued by the Department of Personnel and Training (DoPT) on Tuesday (29.04.2025), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Steel to appoint of Mr Panda to the post.
