Kerala: 8 IAS officers shifted; Puneet Kumar is new Resident Commissioner

The Kerala government on Thursday (June 5, 2025) carried out a major reshuffle of senior IAS officers, reallocating key positions to enhance administrative efficiency and drive development across crucial departments.

The names of the officers and their posting are as follows;

  1. Puneet Kumar (IAS:1993:KL), Additional Chief Secretary (ACS), Local Self Government Department, has been transferred and posted as Resident Commissioner, Kerala House, New Delhi against ex-cadre post created for one year in the Chief Secretary Grade. He will additional charge of ACS, Local Self Government Department.
  2. Mohammed Hanish APM (IAS:1996:KL), Principal Secretary, Industries Department will hold the full additional charge of Food & Civil Supplies and Consumer Affairs Department in addition to the existing additional charges.
  3. Biju K (IAS:2006:KL), Secretary, Public Works Department will hold the full additional charge of Special Officer, Capital
    Region Development Project-II, in addition to the existing additional charges.
  4. Dr. K Vasuki (IAS:2008:KL), Secretary, Labour and Skills Department will hold the full additional charge of General Education Department, in addition to the existing additional charges.
  5. Anupama T V (IAS:2010:KL), Special Secretary, Local Self Government Department will hold the full additional charge of the post of Special Secretary (Co-ordination).
  6. Mohammed Y Safirulla K (IAS:2010:KL), Special Secretary, on return from Study leave, has been posted as Staff Officer to Chief Secretary.
  7. Dr. Veena N Madhavan (IAS:2010:KL), Special Secretary, Personnel and Administrative Reforms Department, has been transferred and and posted as Special Secretary, Co-operation Department. The officer will hold the full additional charges of Special Secretary, Planning and Economic Affairs Department and Member Secretary, Kerala State Planning Board.
  8. Sreelakshmi R (IAS:2019:KL), Staff Officer to Chief Secretary is transferred and posted as Additional Commissioner, Kerala Goods and Services Tax Department against the ex-cadre created for a period of one year.

Kerala: CAT rules Dr B Ashok’s transfer violated IAS cadre rules

In a significant development, the Central Administrative Tribunal (CAT), Ernakulam Bench, on June 3 set aside the Kerala government’s order appointing Dr B Ashok (IAS:1998:KL), Principal Secretary, Agriculture Department, as Chairman of the Kerala State Local Self-Government Reforms Commission.

The verdict was delivered by a bench comprising Justice Sunil Thomas and V Rama Mathew in response to a petition filed by Dr Ashok himself. He had challenged the state government’s order dated January 9, 2024, appointing him to the post, arguing that it violated provisions of the All India Services (Cadre) Rules, 1954.

Dr Ashok contended that the state government had transferred him from a cadre post to a deputation post without his consent, as required under Rule 6(1) of the AIS Cadre Rules. The tribunal accepted this argument and noted that his appointment lacked the requisite procedural compliance.

The tribunal further held that the government’s action was in contravention of both IAS cadre rules and deputation norms, reinforcing the requirement that an officer’s consent is essential before any such transfer from a cadre to a non-cadre post.

Following the CAT’s order, Dr Ashok is expected to continue in his current roles as Principal Secretary of the Agriculture Department and as Agricultural Production Commissioner.

Karnataka: SK Singh appointed new Bengaluru Police Commissioner

In a swift administrative reshuffle following a tragic stampede, the Karnataka government on Thursday (June 5, 2025) appointed Seemanth Kumar Singh (IPS:1996:KN) as the new Commissioner of Police, Bengaluru City.

Singh was serving as the Additional Director General of Police (ADGP), Bengaluru Metropolitan Task Force, before his elevation to the city’s top policing role.

The change in leadership follows a deadly stampede outside the M Chinnaswamy Stadium on Wednesday, which claimed the lives of 11 individuals and left over 50 others injured. The incident occurred during a public event that drew massive crowds, overwhelming the city’s security arrangements.

In the wake of the tragedy, the state government placed incumbent Police Commissioner B Dayananda (IPS:1994:KN) under suspension, citing dereliction of duty and failure to ensure adequate crowd control measures. Dayananda had held the post since May 30, 2023.

The names of the officers and their postings are as follows;

Centre eases empanelment policy to attract more IAS officers for central deputation

In a move aimed at expanding the pool of eligible candidates for senior administrative roles at the Centre, the central government has modified its empanelment policy for Indian Administrative Service (IAS) officers. The revised policy now allows officers with at least two years of experience at the under-secretary level — in addition to deputy secretary or director — to be considered for empanelment at the Joint Secretary (JS) level.

According to an office memorandum issued by the Department of Personnel and Training (DoPT) on May 7, 2025, the Appointments Committee of the Cabinet (ACC) has approved the change. “In partial modification of the earlier directives … the ACC has now directed that the Central Deputation experience of not less than two years at under-secretary/deputy secretary/director or equivalent level shall be mandatory for empanelment at joint secretary level at the Centre in respect of IAS officers from 2010 batch onwards,” the order said.

This latest modification is intended to make central deputation more accessible for IAS officers serving in the states and encourage wider participation in policymaking at the Union level. By including under-secretary-level experience in the eligibility criteria, the government aims to give officers an earlier opportunity to begin their stint at the Centre, thereby easing the pathway to JS-level empanelment.

Notably, this builds upon an earlier reform introduced in 2020. At the time, the government made it mandatory for IAS officers from the 2007 batch and onwards to have at least two years’ experience at the Centre as deputy secretary or director in order to be eligible for JS-level empanelment. The 2020 policy marked a major shift from the previous system, where officers could be directly posted as joint secretaries from their state cadres without prior central government experience.

The new rule reflects the government’s continued effort to institutionalize central deputation as a structured career path, while also ensuring that officers posted in key policy positions at the Centre are equipped with adequate experience in Union government functioning.

Ashwani Lohani appointed Director of PMML

In a significant appointment, the central government has named Ashwani Lohani (IRSME:1980), former Chairman of the Railway Board and ex-Chief of Air India, as the new Director of the Prime Ministers Museum and Library (PMML), New Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (June 4, 2025), the Appointments Committee of the Cabinet has approved Lohani’s appointment for a period of three years on a contract basis, in the rank and pay of Secretary to the Government of India.

His appointment comes several months after the tenure of former Power Secretary Sanjiv Nandan Sahai (Retd. IAS:1986:AGMUT) ended. In the interim, Lily Pandeya (IRPS:1998), Joint Secretary in the Ministry of Culture, had been holding additional charge of the PMML. She was formally entrusted with the post on May 12, 2025, with retrospective effect from April 15, 2025.

Ashwani Lohani brings to the position a wealth of experience in both government service and public sector enterprises. He served twice as Chairman and Managing Director (CMD) of Air India and was appointed Chairman of the Railway Board in 2017. His tenure was marked by key reform efforts in India’s transportation infrastructure.

After retiring from government service, Lohani joined the GMR Group as Chief Executive Officer, where he oversaw infrastructure initiatives in the private sector. His earlier appointments include heading the India Tourism Development Corporation (ITDC) in 2001 and serving as Commissioner and Managing Director of the Madhya Pradesh Tourism Development Corporation (MPTDC) in 2004. He is widely credited with turning around both organizations.

Anjum Parwez appointed ACS to Karnataka CM

In a significant administrative move, the Karnataka government on Wednesday (04.06.2025) appointed Anjum Parwez (IAS:1994:KN) as the Additional Chief Secretary to the Chief Minister, replacing Luthfulla Khan Atheeq (Retd. IAS:1991:KN), who resigned earlier in the day.

At the time of his appointment, Parwez was serving as Additional Chief Secretary, Rural Development and Panchayat Raj Department. Following the latest order, he has been assigned concurrent charges of Additional Chief Secretary, Rural Development and Panchayat Raj, and Additional Chief Secretary, Forest, Ecology & Environment, in addition to his new role in the Chief Minister’s Office.

Nabarun Dhar gets nd extension as IFA in CBI

The central deputation tenure of Nabarun Dhar (IDAS:2004) as Internal Financial Advisor (Director level) in the Central Bureau of Investigation (CBI) has been extended for one more year.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (04.06.2025), the Appointments Committee of the Cabinet (ACC) has approved the proposal to extend Dhar’s tenure beyond May 19, 2025, up to May 19, 2026, or until further orders, whichever is earlier.

This marks his second extension. He was initially appointed to the post for five years, beginning May 20, 2019. Just before the completion of his initial term in May 2024, his tenure was extended for the first time on May 10, 2024, for one year. With this new order, he will now serve in the CBI for a total of seven years.
