Binita Thakur appointed Additional DG in CISF

The Central government has approved the appointment of Smt. Binita Thakur (IPS:1996:RJ) as Additional Director General (ADG) in the Central Industrial Security Force (CISF).

According to an order issued by the Ministry of Home Affairs, she will take charge at Level-15 of the pay matrix against an existing vacancy, on the usual terms and conditions of the IPS Tenure Policy. The ministry has directed that the senior Rajasthan cadre officer be relieved immediately from her present responsibilities to enable her to assume the new role at the Centre.

The CISF, a Central Armed Police Force under the Union Home Ministry, is responsible for protecting critical infrastructure, airports, nuclear installations, and major industrial units across India.

A Career of Firsts and Leadership

Early District Leadership
After completing her IPS training, Binita Thakur began as Superintendent of Police (SP) in Karauli and Baran districts of Rajasthan. She gained recognition for her decisive operations against dacoits, drug mafias, and the notorious Pardhi gang. She also handled farmers’ protests in Hanumangarh–Sri Ganganagar and exposed an international arms license racket.

SPG Pioneer
In 2009, she created history as the first woman IPS officer posted to the Special Protection Group (SPG)—the elite security unit responsible for safeguarding the Prime Minister.

Central Deputation & CBI Roles
Her central deputation included key roles in the Central Bureau of Investigation (CBI) as SP and DIG. She later served as Private Secretary to Union Minister Smriti Irani in the Ministry of Human Resource Development from 2014 to 2016.

Awards & State Promotions
On August 14, 2024, she was awarded the President’s Police Medal for distinguished service. In 2021, she was promoted from IG (Udaipur Range) to Additional Director General in Rajasthan Police.

Five IRS officers promoted as Chief Commissioners of Income Tax

The Central Board of Direct Taxes (CBDT) on Friday (August 1, 2025) promoted five senior IRS officers to the grade of Chief Commissioner of Income Tax (CCIT) in Level 16 of the pay matrix for the panel year 2025.

According to Office Order issued by the Ministry of Finance, the following officers have been elevated on an in-situ basis with immediate effect or from the date they assume charge of their new posts:

They are;

  1. Pankaj Kumar
  2. Vandana Verma
  3. Vivek Kumar
  4. Rakesh Gupta
  5. Yagyasaini Kakkar

As per the order, the officers shall continue to hold their current posts until their formal postings are notified.

Delhi govt reshuffles 23 IAS/DANICS officers

The Delhi government on Friday (August 01, 2025) ordered a major reshuffle of IAS and DANICS officers with immediate effect, involving transfers, postings, and allocation of additional charges.

The names of the officers and their postings are as follows;

  1. Sandeep Kumar (IAS:1997:AGMUT), Principal Secretary, Vigilance with additional charge of Principal Secretary, Environment & Forests and Principal Secretary, AR, has been given additional charge of Principal Secretary, IT.
  2. Dr. Dilraj Kaur (IAS:2000:AGMUT), Principal Secretary, GAD with additional charge of Principal Secretary, Social Welfare and Principal Secretary, SC/ST/OBC Welfare, has been transferred and posted as Principal Secretary, Social Welfare with additional charge of Principal Secretary, SC/ST/OBC Welfare.
  3. Vikas Anand (IAS:2002:AGMUT), Secretary to Chief Minister, has been given additional charge of Secretary, I&P.

IPS officer Sagarika Nath appointed SP in NIA

Sagarika Nath (IPS:2016:OD) has been appointed as Superintendent of Police (SP) in the National Investigation Agency (NIA).

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (July 31, 2025), the competent authority has approved her appointment against an existing vacancy under the usual terms and conditions of central deputation.

The central government has directed the Odisha government to relieve Sagarika Nath immediately so that she can take charge of her new assignment in the country’s premier counter-terror investigation agency.

Currently, Sagarika Nath is serving as SP of Khordha district in Odisha.

Raghvendra Kumar MG (IPS:2010:AM) has been appointed as Deputy Inspector General (DIG) in the Central Industrial Security Force (CISF).

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (July 31, 2025), the competent authority approved his appointment against an existing vacancy, under the usual terms and conditions of central deputation.

Ajay Kumar Jaiswal appointed as CVO of Northern Coalfields Limited

Ajay Kumar Jaiswal (IRSME:2008) has been appointed as Chief Vigilance Officer (CVO) of Northern Coalfields Limited (NCL), Singrauli, for a three years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (July 31, 2025), the competent authority has approved the appointment of Mr Jaiswal to the post for an initial period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier.

PESB invites applications for Director (Commercial), Power Finance Corporation

The Public Enterprises Selection Board (PESB) has invited applications for the post of Director (Commercial), Power Finance Corporation (PFC) Limited, a Maharatna CPSE under the Ministry of Power. The notification was released on Friday (August 1, 2025), with August 28, 2025, set as the last date to apply. Eligible candidates from both the public and private sectors can submit their applications via the PESB portal before the deadline.

The post will fall vacant upon the retirement of incumbent Director (Commercial) Manoj Sharma on March 31, 2026. Sharma has been holding the position since August 26, 2022, after being selected by the PESB from a panel of eight candidates and subsequently approved by the Appointments Committee of the Cabinet (ACC).

Manoj Govil gets additional charge as Secretary (Security), Cabinet Secretariat

Senior IAS officer Manoj Govil (IAS:1991:MP), currently serving as Secretary (Coordination), Cabinet Secretariat, has been assigned the additional charge of Secretary (Security), Cabinet Secretariat.

According to an order Department of Personnel and Training (DoPT) order issued on Thursday (July 31, 2025), the Appointments Committee of the Cabinet (ACC) approved the arrangement following the retirement of Harinath Mishra (IPS:1990:KL). Govil will hold the additional responsibility until a regular appointment is made or until further orders, whichever comes earlier.

UP: Shashi Prakash Goyal appointed Chief Secretary

Senior IAS officer Shashi Prakash Goyal (IAS:1989:UP) has been appointed as the new Chief Secretary of Uttar Pradesh, following the retirement of incumbent Manoj Kumar Singh (IAS:1988:UP) on Thursday.

The Central government declined the state government’s request to extend Manoj Kumar Singh’s tenure beyond July 31, despite a formal letter sent by the Yogi Adityanath-led government on July 3, 2025, seeking his extension.

Shashi Prakash Goyal has been a key figure in the UP Secretariat for over eight years and currently serves as Additional Chief Secretary to the Chief Minister. His elevation as Chief Secretary is seen as a natural progression, given his long experience and close involvement in state administration.
