The tussle between the two premiere services of the country is taking a serious turn. Recently, the Uttarakhand government notified formation of Civil Services Board for handling transfer related matters of Indian Police Service (IPS) officers in the state. The notification is being seen as to be the outcome of lobbying by powerful IAS body to rein in the IPS officers in the State. The IAS lobby is reportedly agitated over indictment of two IAS officers of the state by the Special Investigation Team (SIT) in the National Highway–74 land acquisition and compensation scam. Since the investigating agency is being headed by an IPS officer, the outraged Babus have now struck back by digging out the buried file of the Civil Services Board ostensibly for bringing transparency in the transfer and postings of IPS officers. The Board would have four IAS officers including Chief Secretary as Chairman while Director General (DG) of police would be the lone IPS in it. The reason cited by the Principal Secretary for constituting the board was that the Government of India had made some changes in All India Service rule couple of years back and made it mandatory for states to set up civil service boards for all three All India Service officers. But more than that it is the simmering cold war between top two cadres of Government machinery.
