Jharkhand government trasferred 23 IPS officers.

Jharkhand governmnet on November 27, 2017, transferred 23 IPS officers of Jharkhand cadre. They included two DIGs and more than 12 SPs.

Nagendra Chowdhry, DIG, Jungle (forest) Warfare, Netarhat, has been transferred and made DIG, Railways, Ranchi, while Ranjit Kumar Prasad, DIG, Special Information Bureau, Ranchi, has been given the additional charge of DIG, Jungle Warfare, Netarhat.

A.Vijaylakshmi (IPS:2006) ,SP, Deoghar,has been posted as SP, ACB.

Narendra Kumar Singh (IPS:2006) has been transferred from SP, CID to SP, Devghar.

Rajkumar Lakda (IPS:2006) ,SP Rural Ranchi,has been made SP Lohardaga.

Sangita Kumari (IPS:2006) presently holding charge of  JAP Commandant 6 has been given additional charge of Jamshedpur rail SP.

Rajeev Ranjan Singh(IPS:2007) has been transferred from SP, Simdega to SP,Godda.

Deepak Kumar Sinha (IPS:2008) has been transferred from Commandant, Homegaurd to SP,Simdega

P.Murugan (IPS:2010) has been transferred from SP, Sahibganj to SP, ATS.

Y.S. Rmaesh (IPS:2010) has been transferred from SP, Bokaro to SP, CID.

Kartik S.(IPS:2010) has been transferred from SP, Lohardaga to SP, Bokaro.

Surendra Kumar Jha(IPS) has been transferred from SP, Koderma to SP, Giridih.

Dhananjay Kumar Singh (IPS) has been given addtional charge of SP Sahibganj along with his current posting as SP Latehar and RRB-4.

Shivani Tiwari (IPS) has been transferred from SP Jharkhand Jaguar to SP Koderma.

Akhilesh B.Variyar (IPS) has been transferred from SP Giridih to SP Chatra.

Anjani Kumar Jha (IPS) has been transferred from SP Chatra to SP Jharkhand Jaguar.

Prashant Anand(IPS) has been transferred from SP City Jamshedpur to SP Latehar.

Heera lal Chauhan(IPS) appointed as SP Jharkhand Jaguar.

Raghvendra Singh, (IAS:1983:WB) appointed as Secretary, Ministry of Culture. Currently he serves as Director General, National Archives.

Upendra Prasad Singh (IAS:1985:OP) appointed as Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation.

Upendra Prasad singh will replace Amarjit Singh (IAS:1982:GJ) on 30.11.2017.

Singh will continue hold additional charge of CEO, National Mission for Clean Ganga (NMCG).

Kerala’s Collector Prasanth Nair appointed as private secretary to Tourism Minister KJ Alphons

Prasanth Nair, 2007 batch IAS officer of Kerala cadre has been appointed as Private Secretary to the Minister of State(I/C) for Tourism & Minister of State for Electronics & IT, K. J. Alphons in the Ministry of Tourism at the level of Deputy Secretary.

The officer had earned public acclaim and commanded massive social media following when he kickstarted a slew of popular initiatives after he took charge as the collector of Kozhikode.

Programmes like Operation Sulaimani, a decentralized participatory project to address hunger in urban areas, Tere Mere Beach Mein, a project to tackle waste management at Kozhikode Beach, and Yo Appooppa, an attempt to improve the quality of life of the elderly, were runaway successes.

The ‘Collector Kozhikode’ Facebook page, that Nair himself handled during his term, was flooded with compliments and praise for the young IAS officer. Nair’s call for public participation for small tasks like cleaning a dirty pond would elicit a huge response. He soon earned the nickname of ‘Collector Bro’.

Dr. Soumya Swaminathan to take over as Deputy Director General at WHO

ICMR chief Soumya Swaminathan, a globally acclaimed researcher on TB and HIV, is set to take charge of deputy director-general of the World Health Organisation (WHO) in Geneva next month.

The Centre cleared Swaminathan’s name to take up foreign assignment as a deputy director general at WHO for about two years.

“The Appointment Committee of the Cabinet (ACC) has approved grant of cadre clearance to Dr Soumya Swaminathan, Director General, Indian Council of Medical Research and Department of Health Research, to take up foreign assignment of the post of Deputy Director General for Programme (DPP), WHO Geneva, for the period from 1 Dec, 2017 to 18 Nov, 2019,” said an order.

Swaminthan’s appointment as DDP to WHO, elevates India’s stature globally. It is the second-highest position in the WHO.

Swaminathan, a paediatrician by training, is a daughter of agriculture scientist M S Swaminathan who is hailed as the father of the ‘Green Revolution’.

As she moves from her current position of the director-general of the Indian Council of Medical Research (ICMR) to a global health arena, Swaminathan hopes that her stint at the WHO will be a good learning experience which she can later use in India.

N K Singh appointed Chairman of 15th Finance Commission

Former member of Parliament and former Expenditure and Revenue Secretary, N K Singh has been appointed Chairman of the Fifteenth Finance Commission, as per the notification issued by the Finance Ministry. The Union Cabinet had on November 22 approved the setting up of the Fifteenth Finance Commission.

After his appointment, N K Singh said that it is imperative for such a panel to examine implications of GST on finance of the Centre and states.

“The fact that GST was propelled through several constitutional amendments which included the states being participants in these constitutional amendments enjoins upon any Finance Commission the need to examine implications of GST in terms of finances of both the Centre and states because this is about the fiscal issue of the general government,” Singh said.

The commission will review the current status of the finance, deficit, debt levels, cash balances and fiscal discipline efforts of the Union and the states. It will also recommend a fiscal consolidation road map for sound fiscal management.

IAS officer Arvind Mehta will be the Secretary to the Commission.

Further, former Finance secretary (Dept of Economic Affairs) Shaktikanta Das (IAS:1981:TN) and adjunct professor of Georgetown University Anoop Singh will be its full-time members. Chairman of Bandhan Bank Ashok Lahiri and NITI-Aayog member Ramesh Chand will be part-time members.

As per Article 280 of the Constitution, the commission is required to make recommendations on the distribution of the net proceeds of taxes between the Centre and the states.

The new Finance Commission will cover five-year period commencing April 1, 2020.

The 14th Finance Commission was set up on January 2, 2013. Its recommendations cover the period from April 1, 2015 to March 31, 2020.
