Punjab govt transfers six IAS officers; New DCs for Amritsar, Gurdaspur & Pathankot

In a significant administrative reshuffle, the Punjab government on Wednesday (October 22, 2025) issued transfer and posting orders for six IAS officers across the state.

Among the key changes, the Deputy Commissioners (DCs) of Amritsar, Gurdaspur, and Pathankot have been replaced. Dalwinderjit Singh has been appointed as the Deputy Commissioner of Amritsar, Aditya Utpal as the Deputy Commissioner of Gurdaspur, and Palavi as the Deputy Commissioner of Pathankot.

The list of officers and their new postings is as follows:

  1. Vishal Sarangal (IAS:2013:PB) — Chief Administrator, Greater Mohali Area Development Authority, SAS Nagar, has been transferred and posted as Special Secretary/Director, Good Governance & Information Technology with additional charge of CEO, Punjab State e-Governance Society.
  2. Sakshi Sawhney (IAS:2014:PB) — Deputy Commissioner, Amritsar, has been transferred and her services placed at the disposal of the Department of Housing & Urban Development for posting as Chief Administrator, SAS Nagar.
  3. Aditya Utpal (IAS:2015:PB) — Deputy Commissioner, Pathankot (with additional charge of Commissioner, Municipal Corporation, Pathankot), has been posted as Deputy Commissioner, Gurdaspur.
  4. Palavi (IAS:2015:PB) — Special Secretary, Water Supply & Sanitation (with additional charges of HOD, Water Supply & Sanitation; Special Secretary, Power; and Special Secretary, New & Renewable Energy Sources), has been transferred and posted as Deputy Commissioner, Pathankot (with additional charge of Commissioner, Municipal Corporation, Pathankot).
  5. Dalwinderjit Singh (IAS:2017:PB) — Deputy Commissioner, Gurdaspur, has been transferred and posted as Deputy Commissioner, Amritsar.
  6. Harpreet Singh (IAS:2019:PB) — Additional Deputy Commissioner (General), Fatehgarh Sahib, has been transferred and posted as Additional Secretary, Water Supply & Sanitation with additional charges of HOD, Water Supply & Sanitation, and Additional Secretary, New & Renewable Energy.

Two IPS Officers Inducted as SPs in CBI

In a key development, the Competent Authority on October 17 approved the induction of two Indian Police Service (IPS) officers as Superintendents of Police (SP) in the Central Bureau of Investigation (CBI) for a tenure of five years, or until further orders, whichever is earlier.

The officers selected for the central posting are:

  1. Ashutosh Singh (IPS:2012:CG)
  2. Saurabh Gupta (IPS:2018:AM)

At present, both officers are serving in their respective cadres. Ashutosh Singh is posted as Superintendent of Police, Mahasamund (Chhattisgarh), while Saurabh Gupta is serving as Superintendent of Police, Hojai (Assam).

PESB invites applications for Director (Personnel), NHPC Limited

The Public Enterprises Selection Board (PESB) has called for applications to fill the post of Director (Personnel) in NHPC Limited. The vacancy notification was issued on Tuesday (October 21, 2025), with November 11, 2025, set as the deadline for submitting applications through the PESB portal.

Eligible professionals from both public and private sector organisations can apply for the position.

The post is expected to fall vacant on June 1, 2026, following the superannuation of Uttam Lal on May 31, 2026. Lal has been serving as Director (Personnel) since June 13, 2023, when he assumed charge of the post.

The Public Enterprises Selection Board (PESB) has invited applications for the post of Director (Domestic Division) in Container Corporation of India Limited (CONCOR). The notification was issued on Tuesday (October 21, 2025), with November 11, 2025, set as the last date for submission of applications.

Eligible candidates from both the public and private sectors can apply through the PESB portal.

The post will fall vacant on March 1, 2026, following the superannuation of Mohammad Azhar Shams on February 28, 2026. Shams has been serving as Director (Domestic Division) since January 2023.

Mahesh Kumar Sharma appointed Director (Finance) of NHPC Limited

In a key appointment, Mahesh Kumar Sharma, currently serving as General Manager (Finance) at NHPC Limited, has been appointed as Director (Finance) of the company.

According to a Department of Personnel and Training (DoPT) order issued on October 16, 2025, the Appointments Committee of the Cabinet (ACC) has approved the proposal of the Ministry of Power to appoint Sharma to the post.

The Public Enterprises Selection Board (PESB) had recommended his name for the position on July 15, 2025, after interviewing 13 candidates.

Rajasthan govt seeks repatriation of two IAS officers amid cadre shortage

Facing a severe shortage of Indian Administrative Service (IAS) officers, the Rajasthan government has written to the Centre seeking the repatriation of two senior bureaucrats — Rohit Kumar (IAS:1997:RJ) and Siddharth Mahajan (IAS:2003:RJ) — who are currently on central deputation.

At present, only 280 officers are serving in the state against a sanctioned strength of 332. Of these, 23 officers are on central deputation and one on inter-state deputation, adding extra administrative burden on those serving in Rajasthan.

Mahajan is currently posted as Joint Secretary in the Ministry of Commerce and Industry, while Rohit Kumar serves as Additional Secretary in the Cabinet Secretariat. Another senior officer, Purna Chandra Kishan (IAS:2005:RJ), appointed as Joint Secretary in the Department of Agriculture & Farmers Welfare in August 2024, has also sought repatriation to the Rajasthan cadre for personal reasons.

According to sources, one of these officers may be considered for the post of Principal Secretary to the Chief Minister, which fell vacant following the transfer of Alok Gupta (IAS:1996:RJ) as Principal Secretary, Industries.

Notably, just days ago the state government had withdrawn the No-Objection Certificates (NOCs) of three IAS officers — K K Pathak (IAS:2001:RJ), P Ramesh (IAS:2005:RJ), and Nakate Shiv Prasad Madan (IAS:2011:RJ) — citing the acute shortage of officers. Despite this, the Centre went ahead and appointed Dr Pathak as Joint Secretary in the Department of Fertilisers. He was relieved by the state government nearly a month later, ending weeks of stalemate. The episode, and the latest repatriation requests, underscore the persistent scarcity of IAS officers needed to sustain Rajasthan’s administrative machinery.

NMDC steel becomes first Indian Company to secure BIS license for pipeline-grade steel

In a major milestone for India’s steel industry, state-owned NMDC Steel Limited (NSL) has become the first Indian company to receive the Bureau of Indian Standards (BIS) license (IS 18384:2023) for hot rolled steel strip, sheet, and plates used in pipeline transportation systems for the petroleum and natural gas sectors.

The certification was presented during the World Standards Day 2025 celebration held in Raipur on October 16, where Chhattisgarh Chief Minister Vishnu Deo Sai handed over the license to Amrit Narayan, Chief General Manager (Steel), NMDC.

Operating under the Ministry of Steel, NMDC Steel runs a 3 million tonne per annum (MTPA) integrated steel plant in Nagarnar, Bastar district of Chhattisgarh. The recognition marks a significant achievement for NSL, underscoring its commitment to quality, innovation, and sustainable manufacturing.

“We are proud to be the first in India to receive this BIS license. It is a testament to our dedication to excellence and our contribution towards strengthening India’s industrial standards and infrastructure,” said Amitava Mukherjee, CMD, NMDC Steel Limited.

The IS 18384:2023 certification validates the company’s adherence to the highest global benchmarks in steel production for pipeline systems, reinforcing its role in supporting India’s energy and infrastructure sectors.

Since commencing commercial production on August 31, 2023, NMDC Steel has rapidly positioned itself as a key player in the domestic steel industry. In FY25, the company reported Rs 8,503.05 crore in revenue, marking a 179% year-on-year growth over Rs 3,048.99 crore in FY24, driven by the ramp-up of its state-of-the-art Nagarnar plant.

CM Conrad Sangma hopeful of separate Meghalaya IAS cadre soon

Meghalaya Chief Minister Conrad K Sangma on Saturday reiterated his government’s commitment to securing a separate Meghalaya cadre of the Indian Administrative Service (IAS), a demand he has been pursuing since 2019.

Speaking at the annual conference of the Meghalaya Civil Service Officers’ Association, Sangma said the creation of a distinct IAS cadre remains a long-pending aspiration for the state and expressed optimism that the proposal will be realised soon.

“I have been pursuing the creation of a separate Meghalaya cadre since 2019, and I am hopeful this will soon be achieved. Reforms for the Meghalaya Civil Service (MCS) are equally a top priority,” he said.

The Chief Minister praised MCS officers for their dedication and service, emphasizing that administrative reforms are central to strengthening governance in the state.

“At the end of the day, we are all working toward the same goal—to serve the people of Meghalaya. Every decision, every policy must be driven by that purpose,” Sangma said, urging officers to remain guided by integrity and commitment rather than position or rank.

RECPDCL Hands Over SR WR Power Transmission SPV to Power Grid Corporation

REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, the Maharatna CPSU under the aegis of Ministry of Power, handed over a project specific SPV (Special Purpose Vehicle) of ISTS Transmission Project under TBCB route viz, SR WR Power Transmission Limited to M/s Power Grid Corporation of India Limited on 17th October 2025.

M/s Power Grid Corporation of India Limited emerged as the successful bidder through Tariff-Based Competitive Bidding (TBCB) process conducted by RECPDCL, the Bid Process Coordinator, for development of the transmission project on Build, Own, Operate & Transfer (BOOT) basis.

The SPV was handed over by Saurabh Rastogi, CEO, RECPDCL to Satyaprakash Dash, Company Secretary, Power Grid Corporation of India Limited in the presence of Senior Officials of RECPDCL, Power Grid Corporation of India Limited and Central Transmission Utility of India Limited. The implementation period of the project is 24 months.

The scheme covers establishment of Parli New (Maharashtra) – Bidar (Karnataka) 765 kV Double Circuit line of around 109 km.

REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, provides consultancy and project implementation services to State power utilities and departments, and executes transmission projects in the UTs of J&K and Ladakh. It also serves as the Bid Process Coordinator (BPC) for inter-state and intra-state transmission and RE-bundling projects under the Tariff-Based Competitive Bidding (TBCB) framework, playing a pivotal role across India’s power sector value chain.

REC Reports 19% Profit Growth in H1 FY26; Declares ₹4.60 Interim Dividend

The Board of Directors of REC Limited has approved the standalone and consolidated financial results for the half year ended September 30, 2025, showing strong growth across all parameters.

In H1 FY26, REC’s disbursements rose 27% to ₹1,15,470 crore from ₹90,955 crore a year earlier. Total income grew 12% to ₹29,828 crore, while net interest income climbed 15% to ₹10,608 crore. The company’s net profit surged 19% year-on-year to ₹8,877 crore, reflecting robust operational performance.

During the second quarter, loan sanctions nearly doubled—up 97% to ₹1,49,832 crore compared to ₹76,200 crore in Q2 FY25. REC maintained healthy spreads at 2.89% and NIM at 3.64%, while EPS rose 19% to ₹67.24.

The loan book expanded to ₹5.82 lakh crore, and net credit-impaired assets declined sharply to 0.24% from 0.88% a year earlier, backed by a 77.06% provision coverage ratio. The company’s net worth also grew to ₹82,739 crore as of September 30, 2025.

Continuing its shareholder-friendly policy, the Board declared a second interim dividend of ₹4.60 per share, taking the total interim dividend for FY26 to ₹9.20 per equity share.

A Navratna NBFC under the Ministry of Power, REC Limited provides long-term financing for power, renewable energy, and infrastructure projects across the public and private sectors.
