Keep doubtful officers out of key posts: Odisha CS Manoj Ahuja

The Odisha Chief Secretary Manoj Ahuja, has called for a “preventive vigilance” initiative in all departments, urging zero tolerance for corruption and insisting that officials with questionable integrity be excluded from sensitive roles. This directive comes via a letter issued on September 11, 2025, to Additional Chief Secretaries, Principal Secretaries, Secretaries, Revenue Divisional Commissioners, Collectors, and the Director General of Vigilance.

Ahuja emphasized that punitive action alone isn’t enough. To tackle corruption effectively, departments are being asked to systematically address its root causes through legal, social, economic, administrative, and educational measures. He noted that recent cases uncovered by the Vigilance department make clear that preventive steps are urgently needed.

Key Measures & Reforms

  • All departments must identify vulnerable areas and prepare short- and long-term action plans by constituting Internal Vigilance Committees (IVCs).
  • The Chief Secretary has directed that human resources practices be made more transparent, including staff rotation, online transfers, and ensuring exclusion of officials with doubtful integrity from sensitive roles.
  • Technology-driven reforms are being scaled up: e-tendering, e-procurement, digital HR systems, work passbooks, DBT (Direct Benefit Transfer) for funds, and other tools are to be adopted widely.
  • To improve citizen engagement and accountability: offices will display service delivery timelines per the Odisha Right to Public Service (ORTPS) Act; use dashboards and feedback systems; ensure compliance is monitored and made transparent.

Context & Significance

Ahuja’s directive draws on recommendations of the Santhanam Committee, which stressed the need for vigilance systems that aren’t merely reactive. Areas such as discretionary powers in public service delivery, monopolies, weak grievance redress mechanisms, and low public awareness were flagged as high risk.

This move also aligns with recent government actions: Odisha’s vigilance department has arrested several staffers in bribery cases, as part of a broader crackdown.

PESB finds no suitable candidate for ECIL CMD post

The Public Enterprises Selection Board (PESB) has failed to find a suitable candidate for the post of Chairman & Managing Director (CMD), Electronics Corporation of India Limited (ECIL) at a selection meeting held on September 12, 2025. The PESB interviewed five candidates for the job following which it did not recommended any candidate for the post and advised the Administrative Ministry/Department to choose an appropriate course of action for selection including the search cum selection committee (SCSC) or as deemed appropriate with the approval of the competent authority.

The following candidates were interviewed for the post:

  1. Vippagunta Rama Manohara Rao – Director (Finance), RailTel Corporation of India Limited
  2. Vivek Jaiswal – Principal General Manager, Enterprise Business, BSNL, New Delhi
  3. R Venu Gopal – Senior General Manager, Bharat Sanchar Nigam Limited

Race heats up for HPERC Chairman post, top bureaucrats in fray

The race has begun for the position of Chairman of the Himachal Pradesh Electricity Regulatory Commission (HPERC), which fell vacant after the completion of Devendra Kumar Sharma’s term. Sharma had been appointed in September 2020. The commission functions with one Chairman and two members.

The selection committee, headed by a retired High Court judge and including the Chairman of the Central Electricity Regulatory Commission, will hold interviews in Shimla on September 14 to shortlist candidates for the appointment.

Among the frontrunners are three senior IAS officers — Chief Secretary Prabodh Saxena (IAS:1990:HP), Chief Minister’s Chief Adviser Ram Subhag Singh (Retd. IAS:1987:HP), and Additional Chief Secretary Sanjay Gupta (IAS:1988:HP). Gupta also serves as the Chief Managing Director of the Himachal Pradesh State Electricity Board (HPSEB).

Other names in contention include Pankaj Rai (IAS:2014:HP), currently serving as Deputy Director at the PGI, Chandigarh, and Shashi Kant Joshi, who is already a member of the HPERC. Sources indicate that several engineers from various fields have also applied for the post.

Meghalaya CS DP Wahlang to head State Food Commission post retirement

In a key decision, the Meghalaya government on Thursday approved the appointment of Chief Secretary DP Wahlang (IAS:1993:AM) as Chairperson of the Meghalaya State Food Commission (MSFC) following his retirement on September 30. Wahlang has been serving as the state’s top bureaucrat since August 1, 2022, after taking charge from Rebecca V Suchiang (IAS:1989:AM).

The cabinet also approved the appointment of retired government officer Dr. Meshwa Tyngkan as a Member of the Commission. The decision was taken during a cabinet meeting chaired by Chief Minister Conrad K Sangma, based on recommendations made by a committee.

AP govt transfers 12 IAS officers, new Collectors posted

In a significant administrative reshuffle, the Andhra Pradesh government on Thursday (September 11, 2025) ordered transfers and postings of 12 IAS officers. The move brings new Collectors and District Magistrates to 12 districts, marking a major shift in district-level governance.

Odisha government enacts bureaucratic reshuffle

The Odisha government on Friday (September 12, 2025) issued transfer and posting orders for 4 IAS officers.

The names of the officers and their postings are as follows;

  1. Vijay Amruta Kulange (IAS:2013:OR), currently Managing Director of OMFED with additional charge of Director, Animal Husbandry & Veterinary Services, has now been appointed as Director, Animal Husbandry & Veterinary Services, Odisha, Cuttack, with additional charge of MD, OMFED.
  2. Premjit Nayak (IAS-SCS:2014), Director, AYUSH, has been transferred and posted as Additional Secretary to Government, ST & SC Development, Minorities and Backward Classes Welfare Department.
  3. Anjana Panda (IAS-SCS:2015), Additional Secretary, Food Supplies & Consumer Welfare Department, has been posted as Director, AYUSH, Bhubaneswar.

Ashutosh Dwivedi appointed Director (Technical), Northern Coalfields Limited

The Central Government has appointed Ashutosh Dwivedi, currently serving as Executive Director (Safety & Rescue) at Coal India Limited (CIL), as Director (Technical), Northern Coalfields Limited (NCL).

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 12, 2025), the Appointments Committee of the Cabinet (ACC) has approved his appointment with effect from the date of his assumption of charge and till his superannuation on October 31, 2028, or until further orders, whichever is earlier.

Notably, the Public Enterprises Selection Board (PESB) had recommended his name on May 28, 2025, after interviewing 12 candidates for the post.

Govt extends IOB MD & CEO Ajay Kumar Srivastava’s tenure till Oct 2027

The Central Government has approved the extension of Ajay Kumar Srivastava’s tenure as Managing Director and Chief Executive Officer (MD & CEO) of Indian Overseas Bank (IOB) for nearly 21 months. His tenure will now continue from January 1, 2026, until October 8, 2027, or until further orders, whichever comes earlier.

In a regulatory filing on September 8, IOB confirmed the extension, noting that Srivastava’s current term was due to end on December 31, 2025. The move ensures his continuation until the completion of his 10-year tenure as a Whole-Time Director in the bank.

Srivastava has been leading IOB as MD & CEO since January 1, 2023. Prior to his elevation, he served as the bank’s Executive Director from 2017, where he played a key role in strengthening operations and driving the lender’s turnaround initiatives.

Devidatta Satapathy gets additional charge as CVO of Paradip Port Authority

The Central Government has assigned Devidatta Satapathy (IRSME:2009), Chief Vigilance Officer (CVO) of Shyama Prasad Mukherjee Port Authority (SPMPA), Kolkata, with the additional charge of CVO, Paradip Port Authority (PPA), Paradip.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (September 11, 2025), the competent authority has approved the arrangement for a period of one year from the date of assumption of charge, or until the appointment of a regular incumbent, or until further orders, whichever is earlier.

Satapathy, a 2009-batch Indian Railway Service of Mechanical Engineers (IRSME) officer, will now oversee vigilance functions at both port authorities.

Those who probe must face probe too, upholds FIR against ex-CBI officers: SC

SC pulls up UP IAS

In a significant judgment, the Supreme Court on Wednesday (September 10, 2025) upheld a Delhi High Court order directing the registration of FIRs against former CBI Joint Director Neeraj Kumar and Inspector Vinod Kumar Pandey in connection with an incident dating back to the year 2000. The court remarked that “those who investigate must also be investigated” to preserve public trust in the justice system.

A bench of Justices Pankaj Mithal and P B Varale observed that a plain reading of the Delhi High Court’s June 26, 2006 verdict suggested “irregularities, if not illegality,” on the part of the officers, making them prima facie liable for the alleged offences.

The matter stemmed from complaints by Vijay Aggarwal and Sheesh Ram Saini. Aggarwal alleged that the officers coerced him into withdrawing a complaint filed by his brother against Neeraj Kumar, while Saini accused them of procedural violations, intimidation, and misuse of authority during document seizures. At the time, both officers were on deputation to the CBI. Neeraj Kumar, who later served as Delhi Police Commissioner, retired in 2013.

The Supreme Court pointed out that the High Court had treated allegations of abuse, threats, and coercion as “serious and not unfounded,” revealing prima facie cognizable offences under the IPC. It said the CBI’s earlier preliminary enquiry—concluding no offence was made out—was inadequate, since such allegations could not be dismissed at the enquiry stage.

Aggarwal and Saini had turned to the High Court after police refused to register FIRs. The High Court subsequently ordered FIRs against the officers, a decision now endorsed by the Supreme Court. “Justice must not only be done but must also be seen to be done,” Justice Mithal observed while writing for the bench.

The apex court, however, clarified that the High Court’s views were only prima facie and would not prejudice the discretion of the investigating officer. It directed that the Delhi Police should conduct the probe, assigning it to an officer not below the rank of Assistant Commissioner of Police.
