UP govt transfers 16 IPS officers, 10 Districts get new Police Chiefs

In a significant reshuffle in the police administration, the Uttar Pradesh government on Thursday (September 18, 2025) issued transfer and posting orders for 16 IPS officers, including changes in leadership across 10 districts with new SSPs and SPs taking charge.

The list of transferred officers and their new postings is as follows:

  1. Hemraj Meena (IPS:2012:UP) – SSP, Azamgarh → Attached to DGP Headquarters as SP.
  2. Santosh Kumar Mishra (IPS:2012:UP) – SP, Kushinagar → Attached to DGP Headquarters as SP.

  4. Sanjiv Suman (IPS:2014:UP) – SSP, Aligarh → Posted as SP, Deoria.

Mukesh Singh appointed as ADG, ITBP

Senior IPS officer Mukesh Singh (IPS:1996:AGMUT) has been appointed as Additional Director General (ADG) in the Indo-Tibetan Border Police (ITBP). According to an order issued by the Ministry of Home Affairs (MHA) on Thursday (September 18, 2025), the competent authority approved his appointment against an existing vacancy, effective from the date he assumes charge and up to October 17, 2028 (a total of five years), or until further orders, whichever is earlier.

Notably, Singh was appointed Inspector General (IG) in ITBP in September 2023 and took charge on October 17, 2023, for a five-year tenure. His elevation to ADG marks a key development in the paramilitary’s leadership structure.

Bipul Pathak appointed Delhi’s new Home Secretary

In a major bureaucratic reshuffle, senior IAS officer Bipul Pathak (IAS:1992:AGMUT) has been appointed as the Principal Secretary (Home) for the Government of NCT of Delhi.

Pathak was previously serving as Additional Chief Secretary in Delhi, handling key portfolios such as Finance, Planning and Industries. He is widely recognised for his long administrative experience, particularly in Jammu & Kashmir, where he played pivotal roles in governance and policy execution.

The Principal Secretary (Home) post is considered one of the most critical assignments in Delhi, responsible for law and order, public safety, and coordination of core government functions. His appointment is being seen as a strategic step to strengthen administrative efficiency in the capital.

With his diverse background across multiple departments, Pathak is expected to bring a holistic perspective to the Home Department, at a time when governance in Delhi is under sharp focus. This move is part of broader efforts to streamline decision-making and enhance the effectiveness of the city’s bureaucracy.

Government extends tenure of PNB ED M Paramasivam till March 31, 2027

Punjab National Bank (PNB) on Tuesday (September 16, 2025) announced that the government has approved the extension of M. Paramasivam’s tenure as Executive Director of the bank up to March 31, 2027.

In a regulatory filing, PNB said that the Department of Financial Services (DFS), Ministry of Finance, through its notification dated September 15, cleared the proposal to extend Paramasivam’s term beyond his current tenure, which was scheduled to conclude on November 30, 2025. With this extension, he will continue in office till his superannuation on March 31, 2027, or until further orders, whichever is earlier.

Paramasivam, who took charge as Executive Director on December 1, 2022, is an agriculture graduate and a seasoned banker with more than 34 years of experience. He began his career with Canara Bank in 1990 as an Agricultural Extension Officer and went on to serve in multiple leadership capacities including Regional Head, Circle Head, and Head of the Priority Credit Wing.

With expertise in branch operations, credit management, priority sector lending, foreign exchange, trade finance and compliance, he has contributed significantly to policy innovation and digital transformation in the sector. Notably, he played a central role in launching the FRUITS portal in partnership with NABARD and the Karnataka government and was instrumental in setting up five Agri Credit Centres under the EASE-3 reforms agenda.

Gujarat govt appoints P D Palsana as MD of GUEEDC

The Gujarat government on Tuesday (September 16, 2025) appointed IAS officer P D Palsana (IAS:2012:GJ) as the full-fledged Managing Director of the Gujarat Unreserved Educational & Economical Development Corporation (GUEEDC).

Mr. Palsana, who was serving as Additional Secretary in the Agriculture, Farmers’ Welfare and Cooperation Department, had been holding additional charge of the post. With the latest order, he has now been given full-time responsibility as Managing Director of GUEEDC.

The GUEEDC, along with the Gujarat Unreserved Educational & Economical Development Commission, was set up in the aftermath of the 2015 Patidar quota agitation to carry out initiatives aimed at the social and economic development of communities belonging to unreserved classes.

The post of MD had remained vacant for a considerable period, prompting leaders associated with the agitation to threaten fresh protests. They had demanded that both the post of MD and that of Chairman of the Commission be filled without delay.

Following Mr. Palsana’s appointment, Patidar leaders expressed satisfaction but reiterated their demand for the immediate appointment of a Chairman to the Gujarat Unreserved Educational & Economical Development Commission.

CAT reserves order on DGP Yogesh Gupta’s plea over withheld NOC

The Ernakulam Bench of the Central Administrative Tribunal (CAT) has reserved its order on a petition filed by Director General of Police (DGP) Yogesh Gupta (IPS:1993:KL), who accused the Kerala government of deliberately blocking his No Objection Certificate (NOC) for central deputation.

During Wednesday’s hearing, the state government submitted that it had handed over all necessary documents sought by the tribunal regarding the vigilance inquiry pending against Gupta. Earlier, the CAT had directed the government to furnish complete records after expressing dissatisfaction with its vague initial reply.

In his petition, Gupta alleged that the state’s stance violated the 2024 guidelines of the Department of Personnel and Training (DoPT), which stipulate that vigilance clearance for All India Service officers cannot be withheld without valid justification.

The tribunal has now reserved its order and is expected to pronounce its decision later this month.

UP govt orders transfer of 7 IPS officers

In a significant police reshuffle, the Uttar Pradesh government on Wednesday (September 17, 2025) issued transfer and posting orders for seven IPS officers across the state.

According to the official notification, Dev Ranjan Verma (IPS:2011:UP), DIG, Rules and Manuals, has been transferred and posted as DIG, Training Directorate, Lucknow. His earlier transfer order to DIG, Establishment, has been cancelled. Dr. Satish Kumar (IPS:2013:UP), Commandant, SDRF, Lucknow, has been posted as SP, Attached DGP Headquarters. Abhijit Kumar (IPS:2013:UP), Additional DCP, Police Commissionerate, Prayagraj, has been shifted as Additional SP (Rural), Meerut.

Atul Kumar Srivastava (IPS-SPS), serving as SP/Additional SP, Rampur, has been transferred to Police Commissionerate Kanpur City as DCP. Similarly, Mamta Rani Chaudhary (IPS-SPS), DCP/Additional DCP, Police Commissionerate, Lucknow, has been reassigned within the Commissionerate as DCP.

Shailendra Kumar Singh (IPS-SPS), SP/Additional SP, Amethi, has been transferred as DCP, Police Commissionerate, Gautambudhnagar. Trigun Besin (IPS-SPS), SP/Additional SP, Firozabad, has also been moved to Gautambudhnagar as DCP.

Deepak Miglani appointed India’s Ambassador to South Sudan

Deepak Miglani (YOA: 2006) has been appointed as the next Ambassador of India to the Republic of South Sudan. Currently, he is serving as Ambassador to Sao Tome and Principe and is expected to take up the assignment shortly.

In a statement, the MEA said, “Shri Deepak Miglani (YOA: 2006), presently our Ambassador to Sao Tome and Principe, has been appointed as the next Ambassador of India to the Republic of South Sudan.”

“He is expected to take up the assignment shortly,” the statement added.

India names next Ambassador to South Korea

Senior diplomat Gourangalal Das (IFS:1999) has been appointed as the next Ambassador of India to the Republic of Korea. An order issued by the Ministry of External Affairs (MEA) on Wednesday (September 17, 2025) confirmed his appointment.

Das is presently serving as Joint Secretary in the MEA, heading the East Asia Division. He is expected to take up the new assignment shortly.

In an official statement, the MEA said, Shri Gourangalal Das (IFS:1999), presently Joint Secretary in the Ministry, has been appointed as the next Ambassador of India to the Republic of Korea.

Das, a 1999-batch Indian Foreign Service officer, has served in various capacities in India’s diplomatic missions abroad as well as in the MEA headquarters. He is regarded as an expert on East Asia affairs

Additional Secretary in DEA prematurely repatriated to parent cadre

Manisha Sinha (IPoS:1992), Additional Secretary in the Department of Economic Affairs, has been prematurely repatriated to her parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (September 17, 2025), the competent authority approved her repatriation to avail the benefit of promotion.

Sinha had been serving in the Department of Economic Affairs since May 2020, when she was appointed as Joint Secretary for a five-year tenure. In February 2022, she was empanelled as Additional Secretary and subsequently appointed to the post in May 2022. Her tenure was originally scheduled to continue until May 2026, but she has been sent back to her cadre prematurely to take up the promotional assignment.
