Yuvraj Pal Singh appointed Deputy Secretary in MoEFCC

Yuvraj Pal Singh (IRS-IT:2015), who was recommended for central deputation by the Department of Revenue, has been appointed as Deputy Secretary in the Ministry of Environment, Forest and Climate Change (MoEFCC), New Delhi.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (November 7, 2025), Singh’s appointment is under the Central Staffing Scheme for a period of four years from the date of assuming charge of the post or until further orders, whichever is earlier.

Debashree Mukherjee, Vineet Joshi assigned additional charges

The Central government on Friday (November 7, 2025) assigned additional charges to two senior IAS officers during the leave period of incumbent secretaries.

According to an order issued by the Department of Personnel and Training (DoPT), Ms Debashree Mukherjee (IAS:1991:AGMUT), Secretary in the Ministry of Skill Development and Entrepreneurship, has been given additional charge of Secretary, Ministry of Micro, Small & Medium Enterprises (MSME) from November 8 to November 16, 2025, during the leave of Subhas Chandra Lal Das (IAS:1992:AGMUT).

Similarly, Vineet Joshi (IAS:1992:MN), Secretary in the Department of Higher Education, has been entrusted with the additional charge of Secretary, Department of School Education & Literacy for the same period, November 8 to November 16, 2025, during the leave of Sanjay Kumar (IAS:1990:BH).

Amit Sharma appointed DCO and DCR of J&K and Ladakh

IAS officer Amit Sharma (IAS:2012:AGMUT), who was recommended for central deputation by the Ministry of Home Affairs, has been appointed as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) for Jammu & Kashmir and Ladakh. He will replace Bhupinder Kumar (IAS:2011:AGMUT), who has been appointed as Director in the Ministry of Petroleum & Natural Gas (MoPNG), New Delhi.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (November 7, 2025), Sharma’s appointment is on a full-time basis and will remain effective from the date of assumption of charge till December 31, 2025. It may be further extended up to the admissible tenure under the Central Staffing Scheme or until further orders, whichever is earlier.

Sharma is currently serving in Mizoram as Special Secretary, Information, Communication & Technology (ICT) and Cooperation, with additional charge of DCO/DCR, Mizoram.

Vinay Sheel Gautam appointed Director in Ministry of Cooperation

Vinay Sheel Gautam (IRS-IT:2009), who was recommended for central deputation by the Department of Revenue, has been appointed as Director in the Ministry of Cooperation.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (November 7, 2025), Gautam’s appointment is for a period of five years under the Central Staffing Scheme, from the date he assumes charge of the post or until further orders, whichever is earlier.

He is presently serving as Additional Commissioner in the Delhi Region.

IAS officer Bhupinder Kumar (IAS:2011:AGMUT), who was recommended for Central deputation by the Ministry of Home Affairs, has been appointed as Director in the Ministry of Petroleum & Natural Gas (MoPNG), New Delhi.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (November 7, 2025), Kumar’s appointment is for a period of five years under the Central Staffing Scheme, from the date he assumes charge of the post or until further orders, whichever is earlier.

Notably, Bhupinder Kumar is presently serving as Secretary, Jammu & Kashmir Public Works (R&B) Department, with additional charges as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) for Jammu & Kashmir and Ladakh, as well as Resident Commissioner, J&K Government, New Delhi.

UPSC refuses to budge over shortlisted candidates for TN DGP post

A new twist has been added to the ongoing confrontation between the Union Public Service Commission (UPSC) and the Tamil Nadu government over the appointment of a new DGP for the state. The UPSC has turned down the government’s objections over the names of three DGP-rank officers shortlisted by the UPSC for the post. The government had said in its representation that the names shortlisted by the UPSC were not acceptable to the State, but the UPSC has refused to budge.

In its communication to the state government, the UPSC has reiterated its decision on the panel of shortlisted candidates for appointment as DGP.

The post of a regular DGP has been lying vacant ever since Shankar Jiwal (IPS:1990:TN) retired on August 30, 2025. The state government failed to submit its proposal comprising the names of eligible DGP-rank officers to the top post and, in the meantime, appointed G Venkatraman (IPS:1994:TN) as DGP in-charge. It prompted a Madurai-based advocate to file a contempt petition in the apex court alleging the violation of the Supreme Court guidelines in the Prakash Singh case (for appointing a regular DGP) by the state government. The top court directed the UPSC to expeditiously complete the process of empanelment to appoint a regular DGP.

Following the apex court’s direction, the UPSC convened the Empanelment Committee meeting on September 26, 2025, and recommended the names of the top three officers (Seema Agrawal, Rajeev Kumar, and Sandeep Rai Rathore) for the post. However, the state government raised objection over the panel of shortlisted officers, saying it was unacceptable to the state government. Even the State Law Minister S. Reghupathy issued a statement recently, accusing the Centre of trying to appoint an officer of its choice as DGP. But the UPSC has now shot back a letter clearly refusing to entertain the government’s objection.

Nagaland govt recalls IAS induction panel amid JCC ‘tools down’ strike

With the Joint Coordination Committee (JCC) intensifying its agitation through a statewide “tools down” strike, the Nagaland government on Thursday recalled the panel of names submitted to the UPSC for the 2024 IAS select list of Non-State Civil Service (Non-SCS) officers.

The JCC — comprising CANSSEA, Nagaland In-Service Doctors Association, Nagaland Secretariat Service Association, Nagaland Finance and Accounts Service Association, and the Federation of Nagaland State Engineering Service Association — escalated its protest after over 40 days of peaceful agitation.

On Thursday, it launched the fourth phase of the protest, with government drivers’ unions and the Civil Secretariat Grade-IV Staff Employees Association joining the strike. The JCC said it was forced to act due to the government’s inaction on restoring the March 10 vacancy circular and removing non-NPSC or “backdoor” candidates from the IAS consideration list.

The agitation, which began on September 24 with black badge demonstrations, moved through poster campaigns and pen-down strikes. The JCC stated that essential services such as transport, sanitation, power, and healthcare would remain exempt to ensure the movement stays peaceful.

As the strike disrupted government functioning, the state Cabinet held an emergency meeting Thursday evening. Chief Secretary Sentiyanger Imchen said the Cabinet observed that though a vacancy circular for IAS induction had been approved by the competent authority in 2020, no Cabinet memorandum or policy decision followed. It also noted that the March 10, 2025 circular was issued without such approval.

Taking into account new facts and representations from CANSSEA and others, the Cabinet decided to recall the panel of names submitted to UPSC on September 26, 2025. It further resolved to revisit previous decisions and review eligibility norms for Non-SCS officers’ induction into the IAS, in consultation with DoPT, UPSC, and other stakeholders.

Appealing for cooperation, the government urged all associations to call off the strike.

Meanwhile, a JCC spokesperson said the Cabinet’s move fulfilled their demand, but a final stand would be taken after consultations with all participating associations.

Andhra govt moves HC against IPS officer Vishal Gunni’s reinstatement

In a surprising move, the Andhra Pradesh government on Thursday (November 6, 2025) moved the High Court against the Central Administrative Tribunal (CAT)’s orders to reinstate suspended IPS officer Vishal Gunni (IPS:2010:AP). Just a day before, the tribunal had directed the state government to reinstate the officer by issuing a posting order.

A bench of High Court justices Ch Manavendranath Roy and G Tuhin Kumar took up the matter for hearing on Thursday but later ordered adjournment.

Gunni, a deputy inspector general (DIG) rank IPS officer, was placed under suspension after a Mumbai-based actress filed a complaint against him alleging harassment and being implicated in a false case by the Andhra Pradesh police at the behest of senior officers, including Gunni.

Gunni first moved the High Court and secured the stay orders on proceedings in the case and later approached the CAT for quashing his suspension orders.

The tribunal noted that the state government’s order to suspend Gunni was based on apprehension, which held no ground for suspension, and thus directed the government to reinstate him. But instead of following the CAT’s orders, the state government rushed to the High Court, challenging the tribunal’s orders of reinstatement.

The case is now listed for hearing on November 11.

Rajesh Aggarwal gets posting as ACS in General Administrative Department

The Maharashtra government on Thursday (November 7, 2025) appointed senior IAS officer Rajesh Aggarwal (IAS:1989:MH), who was recently repatriated to state from central deputation, as Additional Chief Secretary (ACS) for Administrative Innovation, Excellence, and Good Governance in the General Administration Department (GAD).

Being the senior-most IAS officer in the cadre, his repatriation at the state government’s request was widely seen as a move to position him for the Chief Secretary post, with the current CS Rajesh Kumar Meena (IAS:1988:MH) set to retire on November 30 after his extended tenure.

Legendofficers.com was the first in national media to report that his repatriation to the parent cadre was linked to his likely appointment as Chief Secretary to replace the incumbent.

When he was repatriated from central deputation, Aggarwal was posted as secretary in the centre’s Department of Empowerment of Persons with Disabilities in the Ministry of Social Justice & Empowerment.

Tadasha Mishra appointed acting DGP of Jharkhand, Anurag Gupta takes VRS

In a significant development, the Jharkhand government on Thursday (November 6, 2025) appointed senior IPS officer Tadasha Mishra (IPS:1994:JH) as the acting Director General of Police (DGP) of the state. The Home Department issued an official notification to this effect late Thursday evening.

Tadasha Mishra, who was serving as Special Secretary in the Home, Prisons & Disaster Management Department, has been transferred and appointed as the acting Director General and Director General of Police in her own pay scale until further orders.

The state government has also accepted the voluntary retirement (VRS) application of the incumbent DGP, Anurag Gupta (IPS:1990:JH). His retirement will be effective from November 6, 2025.

Reports of Anurag Gupta meeting Chief Minister Hemant Soren and submitting his resignation had circulated earlier but remained unconfirmed. With the appointment of Tadasha Mishra as the new acting DGP, the transition in the state police leadership has now been made official.
