Bihar: In second list 23 more IAS officers shifted

In a second round of administrative reshuffle on Saturday (31.05.2025), the Bihar government released another transfer list involving 23 IAS officers. Some officers on this list have been given new postings following their promotion.

This brings the total number of IAS officers transferred on the day to 47, marking a sweeping bureaucratic overhaul that significantly alters the administrative landscape of the state ahead of the assembly elections.

The list of the 23 IAS officers transferred in the first order includes:

  1. Mayank Warwade (IAS:2001:BH), Commissioner, Patna Division, Patna, has been transferred and posted as State Project Director, Bihar Education Project Council, Patna.
  2. M Saravanan (IAS:2002:BH), Commissioner, Muzaffarpur Division, Muzaffarpur, has been transferred and posted as Secretary, Rural Works Department.
  3. Manish Kumar (IAS:2005:BH), Commissioner, Darbhanga Division, Darbhanga, has been transferred and posted as Secretary, Animal and Fisheries Resources Department.
  4. Gopal Meena (IAS:2007:BH), Commissioner, Saran Division, Saran, has been transferred and posted as Secretary, Revenue and Land Reform Department.
  5. Dinesh Kumar (IAS:2007:BH), Commissioner, Bhagalpur Division, Bhagalpur with additional charge of Commissioner, Munger Division, Munger, has been transferred and posted as Secretary, Education Department, Patna.
  6. Kanwal Tanuja (IAS:2010:BH), Special Secretary, Environment, Forest and Climate Change Department, has been transferred and posted as Secretary, Minor Water Resources Department, Patna.
  7. Rachna Patil (IAS:2010:BH), Special Secretary, GAD with additional charge of Director, Museum, Art, Culture and Youth Affairs/Additional DG, BIPARD.
  8. Animesh Kumar Parashar (IAS:2010:BH), CEO-cum-Municipal Commissioner, Patna Municipal Corporation with additional charge of Special Secretary, Urban Development and Housing Department/ MD, Urban Infrastructure Development Corporation Limited, Patna, has been promoted to Secretary level.
  9. Dinesh Kumar Rai (IAS:2010:BH), District Magistrate, West Champaran, Bettiah, has been transferred and posted as Secretary, Revenue & Land Reforms Department.
  10. Nayyar Iqbal (IAS:2010:BH), Special Secretary, Food & Consumer Protection Department, has been promoted to Secretary level in same Department.
  11. Manindra Kumar (IAS:2010:BH), CEO-cum-MD, Bihar State Education Finance Corporation Limited, has been elevated to Secretary in the same Department.
  12. Rakesh Kumar (IAS:2010:BH), Director, Consolidation, has been promoted to Secretary level post.
  13. Rahul Kumar (IAS:2011:BH), Special Secretary, Finance Department, with additional charge of OSD, Disaster Management Department, has been transferred and posted as MD, North Power Distribution Company Limited, Patna. He will hold additional charge of the post of MD, Bihar Renewable Energy Development Authority (BREDA)/MD, Bihar Power Distribution Company Limited.
  14. Nilesh Ramchandra Deore (IAS:2011:BH), MD, North Bihar Power Distribution Company Limited with additional charge of posts of MD, BREDA; MD, Bihar State Power Transmission Company Limited and Special Secretary, Cabinet Secretariat, has been transferred and posted as Special Secretary, Cabinet Secretariat with additional charge of MD, Bihar Medical Services and Infrastructure Corporation Limited.
  15. Inayat Khan (IAS:2012:BH), Registrar, Cooperative Societies, has been transferred and posted as MD, Bihar State Educational Infrastructure Development Corporation Limited.
  16. Amit Kumar Pandey (IAS:2014:BH), District Magistrate, Khagaria, has been transferred and posted as Director, Integrated Child Development Services.
  17. Yashpal Meena (IAS:2014:BH), District Magistrate, Vaishali, Hajipur, has been transferred and posted as Additional Secretary, Water Resources Department.
  18. Prashant Kumar CH (IAS:2015:BH), District Magistrate, Gopalganj, has been transferred and posted as Director, Panchayati Raj with additional charge of Chief General Manager, Bihar Development Mission, Cabinet Secretariat Department.

Rajiv Krishna appointed acting DGP of Uttar Pradesh

Speculation over a possible service extension for Uttar Pradesh DGP Prashant Kumar has been put to rest with the appointment of Rajiv Krishna (IPS:1991:UP) as the acting Director General of Police. With this appointment, Krishna becomes the fifth consecutive officer to serve as acting DGP in the state.

Rajiv Krishna currently holds dual roles as Chairman of the UP Police Recruitment and Promotion Board and Director of Vigilance. His appointment as acting DGP comes amid ongoing uncertainty around permanent leadership at the top of the state’s police force.

Widely regarded as one of Chief Minister Yogi Adityanath’s trusted officers, Krishna gained prominence after being tasked with overseeing police recruitment exams following the recent paper leak controversy. His transparent and efficient handling of the exams reportedly earned him the Chief Minister’s trust.

Krishna began his policing career as a trainee IPS officer in Allahabad (now Prayagraj), and went on to serve in several key positions. He was ASP in Bareilly, Kanpur, and Aligarh; SP/SSP in Firozabad, Etawah, Mathura, Gautam Buddha Nagar, Agra, and Lucknow.

During Mayawati’s government, he served as DIG Lucknow and later IG Meerut Range. He was on central deputation from 2012 to 2017, after which he returned to Uttar Pradesh and served as ADG in the Lucknow and Agra zones.

Gaurav Govil debarred from central deputation for 5 years

In a significant development, Gaurav Govil (IRSSE:1996) has been debarred from all types of central deputation, including under the Central Staffing Scheme, for a period of five years starting from March 21, 2025. He is also barred from receiving cadre clearance for any foreign assignment or consultancy during this period.

The action comes after Govil failed to join his appointed position as the Combined Chief Vigilance Officer (CVO) of Military Engineer Services (MES) and Border Roads Organization (BRO). His appointment was notified on March 21, 2025, and the Ministry of Railways was instructed to relieve him to take up the new post.

Subsequently, on April 9, the Department of Personnel and Training (DoPT) reminded the Ministry of Railways to inform Govil about the implications of not joining the post. It was also made clear that failure to join within 15 days would result in the cancellation of his appointment and formal debarment.

Despite these warnings, the Ministry of Defence confirmed on May 22 that Govil had not assumed charge. Consequently, the DoPT has cancelled his appointment and officially debarred him from all deputation and foreign postings for the next five years, in line with prevailing policy.

MMTC CVO Anurag Prasad repatriated to parent cadre

Anurag Prasad (IRS-IT:1991), who was serving as the Chief Vigilance Officer (CVO) at Minerals & Metals Trading Corporation Ltd. (MMTC), has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (30.05.2025), the competent authority approved his early repatriation to facilitate his promotion.
